One of the leaders of the Drešaj clan, Tuzanin Leon Drešaj, on the eve of the local elections in Nikšić in 2021, he told his associates that they must help one of the participants in the election race in every way, Miodrag Daka Davidović.
Drešaj wrote this on January 27 of that year, through the then protected Sky application.
Dreša's correspondence, as well as other correspondence that Vijesti has access to, show that Davidović's choice of side was also of interest to the now fugitive. Ivan Delić and the accused secret agent Petar Lazović.
Fugitive Leon Drešaj sends messages after he forwarded screenshots to one of his associates mentioning him and his brother Victor Dreshai, Davidović and the then President of Montenegro Milo Djukanovic.
In one of the texts he sent, it was announced that the top of the Democratic Party of Socialists had decided to give maximum support to Davidović's People's Movement in those elections, and that it was designed and ordered by Đukanović, who ordered the Drešaj brothers to "financially support the election campaign" of that from Nikšić.
In the continuation of that conversation, Leon Drešaj writes that behind those texts is "Serbian service with Milo", and adds:
"Now we have to help Daka in every possible way... You can believe this... What a dreary she is."
On the basis of the entire correspondence it kept, the Special State Prosecutor's Office (SDT) states: "Regarding the upcoming local elections in Nikšić, in which Miodrag Daka Davidović participated."
According to data from the Risk Assessment of Serious and Organized Crime (SOCTA 2021), the dominant criminal activity of the organized criminal group of the Dresaj brothers is the smuggling of marijuana and cigarettes, and more recently, the smuggling of cocaine.
In the elections in Nikšić, held in March 2021, the "European Team for Nikšić" coalition, gathered around the DPS led by Đukanović at the time, won 40,4 percent of the vote (18 mandates), the "For the Future of Nikšić" coalition, led by Demokratski front (DF), won 25,9 percent (11 mandates), the list of Democrats "Peace is our nation" was voted by 23,2 percent of citizens (10 mandates), the "Black on White" coalition of the Civic Movement (URA) was supported by 4,5 .3,3 percent of citizens (one mandate), and Davidović's People's Movement XNUMX percent (one mandate). The government was formed by DF, Democrats and GP URA, and DPS, which until then governed Nikšić, moved to the opposition.
Tuzanin, who then ordered to help Davidović, has been on the run since mid-July 2024.
He, the head of the criminal Kavac clan Radoje Switzerland, Budvanin from Mojkovac Ivan Delic and Beranac Vuk Vulević On July 17, they escaped arrest in the large international operation "General".
That day, members of the Special Police Department handcuffed suspects for smuggling more than 2,5 tons of cocaine. In that action, by order of the SDT, Dresaje's brother Viktor was deprived of his freedom. Glasses i Nikola Ulih, Veselin Paro Pavličić, Dragan Pavlicevic, Radomir Dobriša, Mileta Božović, Radula Božovih, Petar Miranović, Marinko Prelevic i Vukan Matić Čoković. At the same time, the criminal report included the previously arrested Damir Mandic, Milo Bozovic, Vjekoslav Lambulić i Radovan Pantović.
In the international action "General", investigators from SDT and SPO have been closely cooperating for months with the European Union Agency for Law Enforcement Cooperation (EUROPOL), the Federal Bureau of Investigation (FBI), the US Drug Enforcement Administration (DEA) and by the Australian Federal Police (AFP).
American sanctions
At the end of last year, the United States imposed sanctions on Miodrag Daka Davidović.
Then, the Office of Foreign Assets Control (OFAC) of the US Department of Finance added ten individuals and companies from Montenegro, Serbia, Bosnia and Herzegovina and North Macedonia to the list of those sanctioned from the Western Balkans for corruption and malicious activities, and among them was Davidović.
"Miodrag Daka Davidović has been laundering money for criminal groups for decades, strengthening his influence and shaping his criminal enterprise that deals with cigarette, oil and weapons smuggling in Montenegro. His corrupt activities facilitated Russia's efforts to compromise the independence of the country's democratic institutions and judiciary, including efforts to influence election results. He was also involved in a scandal that led to his arrest Dragija Raskovski, general secretary of the government of North Macedonia, a key associate of the former prime minister Zoran Zaev. Allegedly, Raškovski received a bribe from Davidović in order to have a meeting with Prime Minister Zaev in order to promote Davidović's business interests. From 1991 to 1992, Davidović was the Minister of Trade in the government of the self-proclaimed Serbian Autonomous Region (SAO) in Bosnia and Herzegovina," they announced at the time.
"Davidovic has been designated for responsibility or complicity in, or direct or indirect involvement in, corruption related to the Western Balkans, including corruption by the government in the Western Balkans or current or former government officials at any level of government in the Western Balkans, such as the abuse public property, expropriation of private property for personal gain or political goals, or bribery. Also, Davidović was marked for responsibility or complicity in, or direct or indirect involvement in, actions or policies that threaten the peace, security, stability or territorial integrity of any area or state in the Western Balkans," the decision reads.
"State interest"
In Davidović's apartment in Podgorica, on January 8, 2021, judging by the transcripts of the conversation from the Sky application, the meeting of the controversial man from Nikšić, the arrested former head of criminal investigation in Bar, lasted for two and a half hours. Ilija Vasović and a fake American diplomat Stevan Steve Simijanovic.
Portal Libertas announced a few months ago that Vasović, after the meeting in Davidović's apartment, was reporting to Nikšić in a large number of messages. Aleksandar Ac Mrkić, who has been on the run since last summer, as there was a conversation about taking over the cigarette smuggling business, and that it was a matter of "state interest".
Vasović was arrested on June 6 in Bar by order of the SDT.
Daka will be with Milo, tell Lazar
The fugitive Delić and the arrested son of the long-time official of the secret and public police, Zoran Lazović, Petar Lazović, tried for months before the Nikšić elections to get Davidović to switch to their side, that is, to "go with Milo".
This stems from the correspondence that they conducted through the Sky application at the end of 2020 and the beginning of 2021.
During one of the conversations, Delić refers to an associate from, as he claims, American diplomacy.
From the correspondence, it can be concluded that Delić and the former secret agent, in coded communication, call the elder Lazović Lazar.
"You know, I was, among us, with Dobr. that Ded...I've been really good with him for a long time, he told me about Daka that he would go with Lomi, etc. if necessary, but I'll know everything, etc. We need some television to be made in HN in one more place, that will to be an American...etc, so tell Lazar that, although he may know that...", writes Delić on December 24, 2020.
The policeman asks him to explain who he was with and gets the answer:
"Don't do anything, dear, we're not allowed to break in, so we'll do it easily. Everything is true, I went to see this Dobril Dedejić, he is now going to create a Serbian party with Dak, etc.
On that day, they continue their correspondence about a certain Lazović's relative whom they address as Zeki, and the information given to the police officer, as he claims, by the leader of the Kavački clan, Radoje Zvicer - that Delić's liquidation is being prepared.
They continue the conversation about Davidović and the elections the next day, when Lazović asks if he will go with the DPS in Nikšić.
Delić replies that Dedeić will come to him and then "pick up all the information", but also that he should "pick up information from Mandić", after which he sends a screenshot of correspondence with a certain Vlado Mandić.
That's when he asks Lazović to make arrangements with his father, so that he can convey everything to him personally, and on January 26, the latter sends him to call Lazar.
After several days of correspondence, Delić reported with new information on January 16.
"Brother, how are you...I was with these guys, so when Lazar is able to jump in to tell him everything...this is all I have from the top," he writes.
"Okay, he's at BP, I'll tell him tomorrow evening," the younger Lazović wrote to him, after which Delić suggested that he jump to Bijeli Polje, to tell him everything "in person".
However, Satana agreed on January 18 in Podgorica, but, as written in the messages, they managed to meet only a day later...
