Former security guard Petar Lazovic in the summer of 2020, he was looking for a way to "re-educate" Trebinjec Radomir Ninković, because, instead of with him, he smuggled cigarettes with several other Montenegrin smuggling teams.

Now the accused policeman and Trebinjac whom they call Letva writes, only three months later they were doing that illegal work together.

This stems from the correspondence from the once protected Sky application, which Lazović conducted with several members of his criminal team, as well as Ninković, who wrote hidden behind the nickname Toti.

"Do you have anyone in Trebinje to say hello to, just to find out his first and last name, but everyone knows him as 'Letva'... Rašo Ninković is Toti," Lazović wrote on July 27, 2020. Ljub Milović.

Already in February of the following year, he included the same colleague from the police and the clan, the now fugitive Milović, in the business with Ninković.

The messages that Lazović sent via Sky from the summer of 2020 to March 2021 clearly show which Podgorica resident supplied him with smuggled cigarettes, most often the brands Manchester, FM blue and red, FM slims, Merlin, Royal, Prestige, King... but and that they provided Trebinje with up to a thousand packages a week.

That man from Podgorica used several encrypted accounts on Sky, among them D4FCK8, 5OIQOW...

That Ninković took over those tobacco products from Lazović already in the fall of 2020 is clear from the messages in which Lazović asks him to pay the debt.

“How much did you send? You sent 120.000, I still say you need money," Lazović wrote to Trebinjec on October 22, 2020, after the man from Podgorica, from whom they took the cigarettes, asked him to squeeze Toti.

Ninković replies that there are another hundred thousand that "arrived late last night", so that he will send 150.000 euros a day later.

"Send 180 to make 300 in total, and you have 30 to add to 150 nothing", insists the policeman and gets a reply from Ninković that he will do so.

Lazović then asks Ninković if he knows how much he owes them, and the latter explains that he has it written down in a notebook, after which the policeman asks for the exact amount.

"I don't have my notebook with me, I'm far away, I'm driving. I drive goods", he sends.

A few hours later, shortly after midnight on October 23, Lazović received a photographed sheet on which was written: "King 243 H, Manchester 163 H, Merlin 33 H, Prestige 30 H, FM 320 H, Royal slims 30 H".

“737.100 with this today. I have this in stock, it's not great here and someone dropped 80 packages last night", Ninković sends.

The officer then forwards him messages from a team member who writes under a name Man, who demands that Ninković "well reduce" the debt.

"You have to send the money as soon as possible, because they can't last. Try to get out of debt," says Lazović.

Ninković answers him: "It will be, brother", and the policeman continues:

"Brother, it's not up to me, I've let you go enough ... You have to because they can't stand it, they wouldn't tell me that they don't need it urgently".

“We're going to cut it in half this week. I will squeeze mine to pay too," writes Ninković.

"We have to, send 450 this week, squeeze, do what you think is necessary, the money has to be sent because it is holding them back, they have delays, 737.100 is too much for them, because it is the cash they are working with", insists Lazović.

Trebinjac promises him that he will "squeeze" those who owe him money, after which the policeman asks him if he will buy new cigarettes on Tuesday.

"I won't, I'll collect money," answers Toti.

Lazović once again repeats to him that he has to pay the debt: "Just squeeze, because they need it." I wouldn't tell you”.

He asks for money again on October 28 of that year, when he specifies both the term and the amount:

"You have to send 450h by Sunday, so either hurry up, or manage, now they are calling again, they need money, they need cash", to which Ninković replied that he was sending.

Trebinjac calls two days later, with a message that he has 200, but that he is still waiting for the money.

"Brother, send it by Sunday, I told you they need money," Lazović replied.

After receiving a message that he doesn't have to worry about it, he asks Ninković if he wants more than 350 packages that week...

"I won't. "I have to pay back your debt," answers Ninković, and immediately after that he is asked if 350...

"Everything has stopped, every grandmother offers goods, but here everything has stopped, the corona has mowed down everything. I haven't sold a package for five days, I have another 700 packages up there," he explains.

The policeman insists that Ninković explain to him which brands he will take in the 350 packs of cigarettes, but Ninković says that he will take a break that week because of the corona virus.

After a few days, Lazović starts pressuring Trebinjec to pay the debt, telling him that he guaranteed for him and that he will not have to withdraw the goods because he sent 450.000 euros instead of 290.000 euros.

“Bro the deal is 450!? It makes no sense, people are told. You sent 290, now they are calling me! Come on, brother, respect me, because I have always respected you!", writes the policeman on November 4.

Trebinjac replies that the rest arrived that morning from Bosnia.

".. They are calling me, I am your guarantor, the only one you owe now", writes Lazović and is promised to get every penny.

"Don't worry, everything will be fine. I sent him that yesterday, and this came from Bosnia and here they are here at my place. Let me see how I can add to it. I have 180 here," he writes, and Lazović immediately asks if he was looking to send.

"Here's how much I have, I was notified a while ago by the exchange office, sent to exchange for euros, tomorrow I will save Marinka", writes Ninković and as proof he sends a correspondence with a person memorized as "Sneža exchange office" who sends him a list with a total of 200.860 euros.

737.100 is too much for them, because that is the cash they work with, said Lazović

In one of the messages, Ninković sends photographed stamps, and then euros, as proof that he is sending a debt.

They continue the criminal agreements regarding the smuggling of cigarettes until the end and at the beginning of 2021.

Petar Lazović was arrested in July 2022, and is included in several cases of the Special State Prosecutor's Office.

Transcripts from the once protected Sky application, which were provided to Montenegrin investigators by Europol, show that he subordinated the service to the Kavačka clan, and to the head of that organized criminal group. Happy Switzerland he bragged about torturing the arrested, whom they assumed were members of the organized criminal group the Skaljar clan, and extorting statements from them.

The messages also show that he was carrying out Zvicer's orders - beating the scumbags, arresting them, kidnapping them, but also that he was informing him about the punishments that were allegedly being negotiated with the Special State Prosecutor's Office.

The same correspondence, however, shows that he used to torture members of the Kavaka clan "on his own", for which he was harshly criticized by his colleague at the time, now accused Ljubo Milović.

Take as many packages as you can, maybe we're taking a break

At the end of 2020, Lazović is forcing Trebinjec to take as many packages as possible, stating that there might be a break.

"If it starts to stop, I might be able to send you 500 each under a mask... But for a while there was work every day, the warehouse was being cleaned. Everyone takes the same thing, and I said for your sake to leave, and they said I'll give you 600, I'll give you 575, I want to help, but no one is allowed to call," he wrote to him on November 26, 2020, and the day later he gets back to him with the new price of those smuggled cigarettes.

"Brother, now they called me 610 mora manch, so you have 580, 30 e to earn more, but if they found out they would tear me apart. On Tuesday, the first 350", writes Lazović.

Then he also asks that Ninković not mention to anyone that he is selling packs of those cigarettes to him for 580 euros: "Because he would kill me, they give him 610".

Trebinjac asks for an explanation as to whether his loads of cigarettes are safe in the warehouse near Marinko, and he receives an answer from Lazović:

"It is, brother, so I wouldn't hold it if it wasn't. I can't guarantee that, I can't for the ones you're loading, not there".

In the following months, correspondence shows, Lazović sent Ninković hundreds of packs of cigarettes, and Ninković returned the cash to the "supplier" through smuggling channels.
