Residents of the Vraneška Valley demand collective responsibility and the immediate dismissal of the Director of the Police Directorate Zoran Brđanin and his assistants, all directors of the directorate, the head of the Regional Center "North" Haris Đurđević and his assistants, the commander of the police of general jurisdiction, the head of the criminal police in the Security Department of Bijelo Polje, due to omissions in work which, as they claim, caused the double murder in Sokolac near Bijelo Polje, committed by Alija Balijagić (65).
If nothing is done within five days, they announced the blockade of the main road Bijelo Polje - Mojkovac, in the town of Slijepač most.
Balijagić is suspected of having killed his sister and brother Milenko and Jovan Madžgalje with a rifle on Friday evening, and before the murder, he moved around Sokolac and the surrounding villages unhindered for about half a month with a rifle and a rifle, posing as a hunter.
Addressing the Presidents of Montenegro and the Parliament of Montenegro as well as the Minister of Internal Affairs, the residents of Vraneška Valley state that on October 25, innocent citizens of our country were brutally killed, which is why their address has no political connotation or cause of division based on national and religious affiliation.
"We will not allow the omissions that led to the suffering of our fellow citizens to be covered up and the responsibility transferred to the immediate perpetrator of that crime. By Article 28 of the Constitution of Montenegro, our state is committed to guarantee the dignity and safety of man, as well as the inviolability of his physical and psychological integrity. The state is represented state bodies in which the employment relationship has been established by persons for the performance of work that realizes the competence of that body established by the Constitution, law and other regulations", state the residents of the Vraneška Valley.
They point out that they are sure "that the tragedy occurred solely due to the ignorance of the officers of the Police Directorate, who are not capable of doing the work that was given to them, and which ignorance caused their inability to react in a timely manner and prevent murders".
"We do not call anyone by their first and last name, but only by the functions they perform, because it is inadmissible for such responsible functions to be performed by officials with 'purchased diplomas of higher education' that were acquired during 'studies' in their thirties and later years of life, primarily at "private" universities in the surrounding countries (most often in cafes in Bijelo Polje and Prijepolje), where exams from one semester are taken and passed in one day, especially since there are no "unpassed" exams, nor renewed years. We have nothing against those. degrees' and their acquisitions, because it is a private matter of those persons, but when they establish an employment relationship in a state body based on them, then it is no longer their private matter, but becomes a public matter, for the reason that they decide on behalf of the state, about the rights and the obligations of citizens guaranteed by the Constitution, and no one had previously checked the quality of the study program from which the diploma is attached based on the names of the exams passed," they state, adding that it is clear who they expected to protect them if it was simple to determine professional knowledge police officers, starting with the director of the Police Administration, then his assistants and other directors of various directorates.
That is why they demand that the data on the number of officers of the Police Administration who obtained their higher education at state universities, and the number obtained at private universities, be made public.
It is inadmissible, the residents of Vraneška dolina state further, that the Police Administration did not react preventively, immediately after learning about the presence and movement of an armed man in the area of the village of Sokolac, ten days before October 25, about which they had information from citizens who called by telephone. OB Bijelo Polje, and communicated verbally to an authorized official, who transmitted the information to his superiors.
"In this case, it is not about a 'sudden' criminal act that the police could not prevent or foresee, but about a criminal act that the police, through its preventive work, had to and was obliged to prevent, especially since it knows the person for whom the had information that he was armed, as well as his criminal past, which causes indignation not only of the closest relatives of the victims, but also of all the citizens of Bijelo Polje and Montenegro unknown persons", state residents of Vraneš.
Because of everything, in addition to the above-mentioned resignations, they are also demanding the resignation of the police commander of general jurisdiction, as well as his assistants, the head of the Criminal Police in CB Bijelo Polje, as well as his assistants, as well as the verification of officers of the Police Administration in other Regional Centers and Security Centers.
If the demands are not met within five days, from today Vranešani will block the highway Bijelo Polje-Mojkovac in the town of Slijepač most.
"Once again, we point out that our demands are not related to politics nor are they aimed at causing divisions based on religious and national affiliation, and if after the event there was no timely condemnation of the religious communities and their representatives, while in the earlier period their reactions were immediate and that for less important things compared to the brutal murders committed, which in any case we do not regret, but we remember," states the open letter of the residents of the Vraneška Valley signed by the presidents of the Council of Local Communities, Veselin Gogić and Slobodan Leković.
