Introducing a state of emergency does not contribute to anything, said Prime Minister of Montenegro Milojko Spajić at a press conference organized on the occasion of the security situation.

He said that at last night's session of the National Security Council, many conclusions were adopted that are not for the public.

"We are all concerned about the situation in Montenegro and about murders between clans. Failure to issue first-instance verdicts is the biggest problem, and of the 70 people who have been released from prison since 2018, as many as 40 were released in the previous year due to the lack of final verdicts. Only in Cetinje we have 120 people who are members of one or another clan, imagine how difficult it is for the Police Directorate and the National Security Agency to deal with such a situation," Spajić pointed out.

He added that he is not pointing fingers at anyone.

"Lawyers are abusing the weakness of the system and delaying the process. Criminals are safest in prison, and one of those killed the other day was released 15 days ago due to the lack of a first-instance verdict. These are people who should not be walking with our citizens," Spajić said.

According to him, the number of judges in the special department is catastrophic.

"We only have six judges. We expect a big shift in that field and that additional judicial capacities be assigned to the special department, and that the conditions be created for us to have two shifts in the courts," said the Prime Minister.

He said that all responsibility will be reviewed after the end of the situation and that the state is doing everything in its power.

"By introducing a state of emergency, they would not contribute to the situation in any way. You have 40 criminals at large because the first-instance verdict was not passed," Spajić said.

He said that one of the steps is the law that the club of MPs of the Europe Now Movement (PES) proposed yesterday, which is the extension, that is, the prevention of the abuse of lawyers in the process, that is, in the process that is conducted before the courts.

"This does not mean that everyone who comes before the court will immediately receive five years of detention, that is the maximum that someone can receive and that for the most serious crimes. It is a strategy that will completely change the current practice of lawyers to delay the process and take advantage of weaknesses of our system, for example, when one of the 20 defendants does not appear and then there is no hearing," he said.

Spajić said that the Ministry of Justice has already sent urgent draft laws to GREECE, which he said will solve 90 percent of the problem.

"We need a block of trials in order not to delay hearings, and in order to enable a block of trials, changes to the law are needed," said the Prime Minister.

He said that there is a problem with the Constitutional Court, which annulled detention in several instances.

"It is important that we have the president of the Constitutional Committee in the parliament as a matter of urgency. It is very important that we have the president of the Constitutional Committee so that we can complete the reform of the Constitutional Court," Spajić said.

He said that now is not the time to demand responsibility.

"If we were to decapitate the institutions now, that would be shooting ourselves in the foot, now is not the time to hold anyone responsible, and believe me we will examine in detail every activity of everyone in the chain of command without exception," Spajić said.

He said that over 1.000 people working in the Police Department should retire.

"We already have a problem with human capacity this year. Imagine what will happen when 1.000 people retire this year. Individuals did not find it necessary to sign the Law on Internal Affairs as soon as possible in order to get new personnel as soon as possible," Spajić said. .
