If by Sunday the authorities do not take anything regarding the request for resignations from the top police, the citizens of the Vrane Valley will radicalize the protests, said the residents of Vrane in the town of Slijepač most, where they blocked the main road from Bijelo Polje to Mojkovac and Podgorica for two hours, and the regional road to Chaff.
They are outraged that the double murderer Alija Blijagić has not been caught yet.
On October 25, Balijagić killed his brother and sister, Jovan and Milenko Madžgalj, in the town of Sokolac, and since then he has been unavailable to the authorities of Montenegro, and later Serbia.
At the gathering, which was supported by a large number of citizens, Veselin Gogić and Velibor Madžgalj, the brother of the murdered, addressed the crowd.
The protest began with a minute of silence for the murdered.
The brother of the murdered Velibor Madžgalj wondered if there are any authorities in Montenegro at all, stressing that the top of the security sector must bear responsibility.
"We need criminal responsibility for crimes, since the transfers are not successful. You change them and bring them to better positions. Only criminal responsibility, especially for CB Bijelo Polje. What else can I say, even after the murder and this accident, things are still being done unprepared", said Madzhgalj.
He asked the authorities if there is a director of police and a minister of the interior and what they do.
"Who are the heads of the security centers, that this killer is not their adviser since they respected him before this crime and cooperated with him. Why are you doing this to honest citizens, what is your goal? Say that you are not ready to look citizens in the eye for your work like this , i.e. inaction. Your secret in front of the people is more than shameful, bow your head so that the people will not look at you so shamefully, and the people will raise their heads and look humbly over you," said Velibor Maždalj.
The representative of the citizens of Vraneš, Vesko Gogić, said that the citizens of that part of the Bjelopolje municipality are demanding an answer from the state as to why Jovan and Milenka Madžgalj were killed in a monstrous and beastly manner.
"Why did honest, respectable and innocent people lay down their lives, in an unprecedented way in this area, after they fed, as it turned out, their executioner on their doorstep. We ask the question of all questions - who and for what reasons is protecting Alija Balijagić" , said Gogic.
He stated that citizens are exposed to a kind of "theatre of the absurd" through the media frenzy, in which they are allegedly protected and guarded by state law enforcement agencies, which they cannot trace for a full 25 days, even though they have the most modern devices.
"The state's silence so far indicates to us the validity of our demands for the dismissal of leading people in the police, especially in the Regional Center 'North'. It is unacceptable that such responsible functions are performed by incompetent officials," said Gogić, adding that the citizens will not allow the omissions that led to the suffering of innocent people to be covered up and the responsibility transferred to the immediate perpetrator, Alija Balijagić.
He reminded that citizens demand not only the individual responsibility of officials, but also the responsibility of all persons who appointed those officials to managerial positions, because they wrongly assessed their (lack of) ability and by appointing them stood behind their work, which is why it is still endangered citizens' safety.
Gogić also referred to the earlier announcement by the Police Administration that the residents of Sokolac and the surrounding villages reported the presence of Balijagić only once, on the day of the murder, calling him shameful, adding that the Regional Center "North" made major mistakes.
He emphasized that the citizens in that place are publicly raising their voices against the incompetent Police Administration and that, if necessary, they will self-organize and get rid of the killer in the same way, and cancel obedience and respect to the law enforcement agencies.
“Our patience is running out! Self-organization is something that the Police Directorate persistently pushes us to do, because it has already been 25 days, and the search is in full swing, which is why we justifiably suspect that the criminal has helpers, including in the ranks of the police who are connected to him by friendly and family relations. Likewise, a large number of citizens report every day with clear and precise messages about when and to whom, before October 25, they reported Alija Bajlagić's movements and where he was, and that no one from the police acted on those reports, and what they would do if they led themselves 'ex officio' and tried to regulate his social assistance", said Gogić.
The citizens reiterated that they are demanding the immediate dismissal of the Director of the Police Administration, Zoran Brđanin, the Director of the Directorate and the Head of the Northern Regional Center, Haris Đurđević, and all their assistants, due to the omissions in their work which, they claim, caused the double murder of Jovan and Milenko Madžgalj.
In an address to state officials on October 28, the locals wrote that innocent citizens were brutally killed and that they will not allow the omissions which, as they claim, led to the suffering of their fellow citizens, to be covered up and the responsibility transferred to the immediate perpetrator of that crime.
The police told the locals that Balijagić was not dangerous, he just drank one or two brandies
Momo Joksimović from Vraneš said that the citizens are disappointed because of the irresponsibility of the police, which is supposed to protect their lives and property, and that they no longer trust the police, which, Joksimović says, criminals, thieves and drug addicts have accepted.
The police had to, immediately after the citizen's report, protect them in accordance with the law and catch the dangerous criminal, he added.
"It seems that the police may have enabled or caused Balijagić to do what he did. If the police came to catch the fugitive after the report, then they had to protect the area. The police did not do that, but while going through the village, before the murder, they told the locals that he is not dangerous, he just drinks two brandies", said Joksimović, adding that the citizens rightly suspect the work of the police that they did something unbecoming of the service.
He pointed out that it was unbelievable that the police officers cooperated with Balijagić, that they provided him with social assistance, help from the Red Cross, went to kebabs with him. Then the citizens rightly react and wonder if his arrival in Sokolac, Pisana Jela and other villages is accidental or if there is something else behind it.
