Former assistant director of the Police Directorate (UP) and former head of special police forces Zoran Tomcic is the owner of an apartment on the ninth floor of the luxury building "Perla", close to the Old Town in Budva, which is registered in the cadastre off-book to the construction company "Bemax".
These claims are confirmed by the Special State Prosecutor's Office based on the testimony of a well-known architect from Belgrade Aleksandar Petrović, who told the investigators that it was precisely with the wife of the police official Tomčić - "Ms. Tomčić, that he arranged the decoration of a luxury apartment", while he forwarded the invoices to the companies "Bemax" or "Master inženjering".
The testimony of Petrović with the statement that he furnished all the apartments in the luxurious "Perla" is included in the indictment of the SDT, which the prosecution submitted to the High Court in Podgorica on October 11 this year, against the former assistant director of the UP Zoran Lazović, who was accused of organizing a criminal organization in 2020 whose members became the former chief special prosecutor Milivoje Katnic, a police agent Petar Lazovic and the suspended special prosecutor Sasa Cadjenovic.
The review of the indictment before the High Court is ongoing.
"Vijesti" announced back in April, when members of the Special Police Department (SPO) entered with a court order and searched the "Perla" building, that Tomčić owned the apartments in that multi-story building, where the price per square meter was 5.000 euros and more. and now the accused former assistant director of UP Zoran Lazović, the accused businessman Aleksandar Mijajlovic...
On the same day, there was a strong reaction from the company "Bemax", from which they accused "Vijesti" of alleged false information, and that "none of the names listed are the owners of the apartments on the top floors of this building, but that they are exclusively owned by that company"...
SDT claims in the indictment that the criminal group, allegedly organized by Zoran Lazović, cooperated with the criminal organization of the fugitive Radoja Zvicer.
Back in May, after the searches in the "Perla" building were completed, and numerous pieces of evidence as well as DNA materials were taken, the SDT blocked two luxury apartments worth millions, which their investigators determined to be the property of the former assistant director of UP Zoran Lazović and a businessman. Aleksandar Ac Mijalović, one of the former owners of the construction company "Bemax".
Temporary measures were registered on the apartments of 170 square meters on the last, 11th floor, as well as on the apartment of 120 square meters on the 9th floor, which were registered with the company "Bemax", but the SDT found that Lazović and Mijajlović, as stated , off-book owners.
He said that he was hired by Vlado Ivanovic
According to the indictment, the architect Aleksandar Petrović told the SDT investigators in detail who he was arranging the apartments in the "Perla" building.
"I finished architecture in Milan. I have been doing business in Montenegro for the last 7-8 years. My late father connected me with Vlad Ivanovic (owner of the company 'Master inženjering', prim.aut). We became friends and he is my biggest employer in Montenegro. I met a lot of people through Ivanovic. I have two companies. The company 'Quality living' deals with furnishing real estate, and the other is an architectural bureau called 'AP' which deals with design. I do business through companies from Belgrade, where the companies are registered. I have all the necessary licenses in Belgrade," said Petrović.
According to him, before corona, as far as he remembers, but he is not sure, Vlado Ivanović gave him an order to furnish five apartments in the "Perla" building in Budva.
"On the last floor, XI floor, I furnished two apartments. I did not work on the floor below the last one, and on the floor below the penultimate one I furnished three apartments. Regarding the furnishing of those apartments, I communicated exclusively with the wives of potential investors. I had two or three meetings with them in that building. The first meeting was about the project assignment, and the second meeting about whether they liked the project or not and whether corrections to the project were needed. After meetings with them, I took measurements of the apartments. By the way, the apartments were almost finished, which means that the bathrooms were equipped, the parquet and carpentry were installed, and the lighting was partially installed," Petrović said in the indictment.
Invoices weighing up to 130.000 euros on "Bemax or Master engineering"
For the apartments on the top floor, according to SDT, Petrović communicated with Suzano Ubović i Majom Mijajlović, for "who doesn't know if her name is Maja".
"For the other three apartments, I communicated with the lady Kovacevic, and for the apartment on the right. For the apartment on the left, I communicated with the lady Tomcic. I saw her husband twice in passing, when I had a meeting with his wife in the apartment where they live in Podgorica. For the central apartment, Vladan Ivanović told me to furnish it as I see fit and that this apartment is probably intended for Zoran Lazović. I handed over all the apartments with Vlado Ivanovic. The service was paid to my account based on the invoice I issued," said the architect.
He could not remember whether he issued one or more invoices for the design and furnishing of those five apartments.
“I probably issued more invoices, but I'm not sure about that. I don't know exactly who the invoices were addressed to, but I know that they were addressed either to the company 'Master inžinjering' or to the company 'Bemax', they were certainly not addressed to the name of a third company. I don't know exactly how much I was paid for designing and furnishing those apartments. There were larger apartments there and the invoices for them were around 120.000 - 130.000 euros, while the invoices for the design and furnishing of smaller apartments amounted to around 80.000 - 90.000 euros. All this can be easily verified, because the payment was made through the account of the company 'Quality living'", said Petrović.
He did not know how to tell the investigators what happened after the handover of the apartments and how it ended, i.e. which apartment is owned by whom and to whom it belongs, i.e. whether someone lives and resides in those apartments.
But everything he did in those apartments, as he emphasized, "exists in papers and projects."
"For the apartment that Vlado Ivanović told him was probably intended for Zoran Lazović, he did not communicate with anyone about the design and furnishing. I designed and furnished that apartment myself, with the approval of Vlad Ivanović," emphasized Petrović.
Meeting with Tomčić
As it is written in the indictment, when he was in the apartment of Mrs. Tomčić and when he met her husband twice in that apartment, that apartment of theirs is located "near Toloja Forest in Pogorica, and that Mrs. Ubović, Mijajlović and Kovačević also have apartments in that building ".
He said that he had known Zoran Lazović for the last three or four years, and maybe longer, and that he had sat with him several times.
"Once we had lunch with Ivanović at the 'Knjaz' estate, Ranko Ubović and another man. I never spoke to Zoran Lazović on the phone, nor do I have his phone number, and we never sat alone, but always together. Every time we sat down, we never talked about work, which means that I never even talked about designing and furnishing an apartment in Budva with him. I do not know any of the family members of Zoran Lazović. I don't even know Lazović's wife, nor have I ever had any communication with her," said Petrović, adding that none of the people who sat with him and Zoran Lazović ever mentioned the apartment in Budva in any sense.
