The government intends to buy from the bankrupt company "Vektra Jakić" an office building in Pljevlje for the needs of the Basic State Prosecutor's Office (ODT), which has been located in this space since July 2011, and for which it has not paid rent since 2018, which "News ” officially confirmed by the bankruptcy administrator of this company Dragan Keković.
He could not specify why the rent had not been paid for these seven years.
"Vektra Jakić" is a businessman's company Dragana Brković, and has been in bankruptcy since December 2023. On October 20, 2021, the Revenue and Customs Administration filed for bankruptcy due to tax and concession debt of 7,4 million euros.
The contractual monthly lease is 357 euros, which means that at that price, the debt for these seven years has reached the amount of about 52.000 euros.
"I will advocate that from the beginning of the introduction of bankruptcy on December 26, 2023, the rent is charged according to market conditions," said Keković.
He was elected bankruptcy administrator on September 19, after being the previous bankruptcy administrator Dragan Popovic relieved of duty at personal request.
The bankruptcy administration has announced the sale of this building and offers can be submitted in a sealed envelope until next Monday (December 16), however, according to unofficial information, the ad will be canceled for technical reasons and re-announced.
At the last session, the Government adopted the Information on the need to participate in the public bidding process for the purchase of this space for the needs of ODT in Pljevlja, which was submitted by the State Property Administration.
The two-story building in the center of Pljevlja, which used to be the administration of the company "Građevinar", was bought in 2007 by the company of a businessman from Podgorica.
The contract for the lease of office space was concluded in July 2011 between "Vektra Jakić" and the then Property Administration and was extended several times, and the space was completely repurposed for the needs of the prosecutor's office in Pljevlja.
Bankruptcy manager "Vektra Jakić" On September 27, Dragan Keković informed the Administration for State Property that if ODT Pljevlja still wants to use the premises, it should conclude a Lease Agreement at the new market price determined by a court expert and an authorized appraiser Oliver Grahovac. The expert estimated that the monthly lease of the building should amount to 3.524,40 euros without VAT, which is significantly higher than the previous lease price, which was 357 euros per month.
Keković said that the lease of "Vektri Jakić" at that price was paid regularly until January 1.1. 2018 and that after that year the rent was not paid even though ODT in Pljevlja continued to use the space.
The bankruptcy trustee hopes to reach an agreement with the Property Authority to settle debts for the past seven years.
Keković recently, as stated in the Government's information, informed the Prosecutor's Council that he published an advertisement for the sale of the building at an initial price of 424.600 euros.
A first-order mortgage was registered on these immovable properties in favor of OTP banka and its subsidiary bank in Montenegro, Crnogorska kommercielja banka, due to the debt owed by Brković's other company "Vektra Montenegro" in the amount of EUR 53.000. The contract for this mortgage was concluded in November 2007 and with the prohibition of alienation and encumbrance by fiduciary transfer of property rights in favor of "Vektra Jakić" for the loan of "Vektra Montenegro" in the amount of 73.000.000 euros, with the deadline for repayment of the loan on 31.12.2023/XNUMX/XNUMX. year.
The sale of the former administration building "Građevinar" will be carried out by collecting written bids, which bidders deliver in a sealed envelope to the address of the Commercial Court in Podgorica.
The deadline for submission of bids to the Court is December 16 this year, and their opening is planned a day later.
