The Council for National Security held an extraordinary session of the Council where the security situation in the country was discussed due to the tragic events that happened in Cetinje.
As announced by the Government, after the Council session, along with the analysis of the current situation and consultation with the competent authorities, a number of conclusions and recommendations were adopted to improve the control of firearms and protect the safety of citizens.
The police administration to intensify activities on detection and confiscation of illegal weapons, while strengthening border control and cooperation with neighboring countries in order to suppress smuggling.
The Government of Montenegro will form a Special Interdepartmental Group that will deal with the prevention of all forms of violence.
In the next 60 days, a draft of comprehensive changes to the Law on Weapons will be prepared, including raising the age limit for applying for weapons, reducing the period of validity of weapons licenses, expanding the scope of crimes and misdemeanors for possessing weapons, establishing a review of stricter security and psychological checks of gun owners until the end On January 01, 2026, prescribing closer conditions for issuing a certificate for holding and carrying weapons, centralizing procedures for resolving requests for holding and carrying weapons.
Within seven days, the Ministry of Internal Affairs will announce a public competition for the recruitment of new police officers and will immediately hire about 200 graduates of the Police Academy.
The Ministry of Justice will make amendments to the Criminal Code in the part of drastically increasing the length of sentences for illegal possession and carrying of weapons and explosive substances, so that there is no possibility of mitigating the sentences for those crimes.

The council also orders the Ministry of Interior to launch a new wave of the information campaign "Respect life - return the weapons" within 15 days, with the aim of voluntarily surrendering firearms, which will be time-limited to two months.
The Council appeals to citizens to anonymously report any form of deviant behavior in their community to the Police Directorate without any legal consequences.
"With these measures, the Council for National Security seeks to systematically strengthen arms control, suppress illegal activities and increase security in the whole of Montenegro," the announcement concludes.
Supreme State Prosecutor Milorad Marković and Chief Special Prosecutor Vladimir Novović also attended the session by invitation.
