The Council for Citizen Control of Police Work announced that they will directly monitor the application of police powers and the actions of the police at today's public gathering in front of the headquarters of the Ministry of Internal Affairs (MUP), and called on citizens to contribute to a peaceful gathering.
"The Council will also directly monitor the work of the Operational Headquarters, which was formed by the Police Administration on the occasion of the announced protest. The Ministry of the Interior of Montenegro enabled the participation of civil police supervision in the work of the Operational Headquarters in order to additionally ensure that the work and actions of police officers are legal, professional, responsible and transparently", the president of the Council, lawyer Zoran Čelebić, told the News.
Emphasizing that he speaks on behalf of the Council, he said that it is an independent and expert body, which, in accordance with the Law on Internal Affairs, evaluates the application of police powers for the protection of human rights and freedoms.
"The practice of direct monitoring of the application of police powers was established by civil police supervision in 2015 on the occasion of civil protests in front of the Parliament of Montenegro, and it was intensively applied in 2019 and during 2020 due to numerous public gatherings due to the adoption of the first version of the Law on Freedom of Religion and Legal Status The Council calls on police officers and officers to respect human rights and freedoms, to issue and apply legal orders and to contribute The Council calls on all citizens who plan to participate in today's rally in front of the MUP headquarters to contribute to a peaceful and safe event with respect for public order and to report any objections to the actions of the police. competent authorities, civil society or directly at the police station," Čelebić said.
He explained that according to international and domestic standards, the right to peaceful assembly is guaranteed only as long as the assembly is peaceful.
