The Inspector General of the National Security Agency, Artan Kurti, has submitted an irrevocable resignation from the position to which he was recently reinstated, stating that he does not find himself part of a security system that has been significantly compromised and collapsed.

The Prime Minister recalled that he was appointed to the position of Inspector General at the Agency during the mandate of the 43rd Government, and that the current Government dismissed him on November 9, 2023:

"Without any valid legal reason, but solely through arbitrariness and abuse of power by those in power and those close to them, who did this through political pressure in an inappropriate and undignified manner, jeopardizing the rule of law, as well as my reputation and personal integrity."

He explained that he initiated the proceedings before the competent court to protect himself and his rights: "Not to keep my position (chair)," and stated that he did so convinced that the institutions had not given in to the public perception that they would properly evaluate the entire argumentation and make a lawful decision.

"The legal decisions of the Administrative Court of Montenegro make me particularly satisfied and proud because I built part of my professional career in the Montenegrin judicial system. I remain proud of my work, which is documented and subject to every professional review and was ultimately aimed at preserving the legality of the work of the National Security Agency, as well as the protection of human rights and fundamental freedoms," he wrote.

In his resignation, Kurti also referred to the proposed amendments to the Law on the National Security Agency, which envisages the abolition of the position of Secretary General.

"The proposal of the Government of Montenegro to obstruct yet another final court decision, just for the sake of one individual, and change the law for the second time, which should be for the common good of all citizens, will remain, I am convinced, a bad and hopefully unrepeatable expression of political arbitrariness, impotence, ignorance, inconsistency, abuse of rights and public powers."

At its session on January 12, the government made a decision to reinstate Kurti and, with the same conclusion, dismissed Predrag Burić from the position of Inspector General.
