The Special State Prosecutor's Office has not responded for more than a month to whether officials from the Real Estate Administration illegally changed the coordinates of the boundaries of the cadastral plot in Kolašin, on which the "Jovana" hotel was built, all in order to disable the owner of that facility. Mladen Bulatović to register their facility and start doing business.
Bulatović built a hotel in Kolašin 13 years ago, which has not yet opened due to problems with registering the facility, which is why he has been filing criminal charges against several officials of the Real Estate Administration for years.
The latest addition to the criminal complaint was filed due to, as Bulatović claims, an illegally registered encumbrance and restriction on his title deed.

The SDT, however, remains silent on questions about the reports filed by Kolašinac since February 16, 2023, including those that were asked to answer whether they investigated Bulatović's allegations and, possibly, questioned the former director of the Real Estate Administration. Dragan Kovačević, assistant director Mirjana Ljumović, and employees of the Kolašin and Bijelo Polje Regional Units and the Directorate - Zeljka Vuksanovic, Nebojsa Scepanpovic, Veselin Vukić, Branka Sekularac, Slavica Mijatović, Slavica Bobičić, Femic's clothes, Milan Šćepanović, former director of that Board Koča Đurišić, but also a former advisor to the Government Dragoljub Bulatović.
The criminal complaint against these officials and former officials states that, at an unknown time, they illegally changed the coordinate data of the boundaries of his cadastral plot, then illegally tore it up, reduced it, and thereby stole part of his property.
The complaint charges them with abusing their official position, forging an official document, and stealing his real estate as members of an organized criminal group.
He explained that he determined this after obtaining a copy of the plan and real estate deed from the Kolašin Cadastre at the end of June 2024.
"I immediately noticed, and this is more than a suspicion, that on an unknown date, an illegal change was made in the cadastral operation of the coordinates of cadastral parcel 332 KO Kolašin, without a single legal document for changing the data, i.e. without an executive decision, for which I have solid and irrefutable evidence... The falsified copy of the plan from June 28, 2024 with three parcels is absolutely not the same as the copy of the plan that was created on March 1, 2002, when the real estate cadastre, the cadastral operation Kolašin, came into force and which has been the only one in official use since then," he wrote in the criminal complaint.
Along with the report, he submitted evidence to the prosecutors, which he also gave to Vijesti for review.
He explained to the prosecutors that since March 2002, when the cadastral register came into official use, he had not sold or bought any part of that plot, adding that a legal change could only be made on that basis or on the basis of state interest.
He reiterated that they created three plots by illegally changing the coordinates...
However, the SDT does not answer whether they have verified the allegations in Bulatović's application, nor whether they have seized documentation from the Kolašin cadastre and possibly made a decision.
Bulatović told Vijesti that he possesses all legally required documents, permits and documentation issued by administrative authorities, which are necessary for the verification of the study and registration of his hotel with a building permit, which he submitted to the editorial office.
Among the submitted documentation are payment slips on various grounds, totaling 41.650 euros for payment of utilities for the building permit.
"Despite the fact that the request was made on June 13, 2012, the procedure for verifying the study, for which the legal deadline is 30 days, and registering my hotel, has entered its thirteenth year. During that time, seven negative decisions have been made, I have appealed these decisions to the Ministry of Finance as a second-instance body seven times, and they have revoked the decisions seven times. This administrative process has been accompanied by countless urgencies, petitions, 'communication' with all levels and administrative bodies, newspaper articles, media, criminal charges, lawsuits to the Administrative Court due to the administration's silence... In the end, I filed a criminal charge with the Special Police Department, which, like me, is awaiting the issuance of an order by Special Prosecutor Živko Savović," he said.
He also claims that the SPO told him to inquire about the case with Special Prosecutor Savović, and that he told him, in a telephone conversation: "Not to go to the SPO anymore and not to bother them anymore"...
"The procedure for verifying the study and registering the 'Jovana' hotel would not have entered its thirteenth year unresolved if the organizer or organizers of the OKG and its members, all of whom are active or former civil servants and officials, had not from the very beginning had, and apparently still have today, control over all institutions of the system that directly or indirectly participated and are participating in this procedure. That control is a condition of all conditions for illegally imposing the burden of 'prohibition of alienation and encumbrance' and falsifying cadastral records without fear of legal consequences and criminal prosecution, without issuing a decision," he said.
