Special prosecutors headed by Milivoj Katnić, later told reporters that Kašćelan was to be attacked on January 22, 2021, when he arrived at the Podgorica High Court. They explained at the time that the Skaljari gang's plan was to detonate explosives from a moving motorcycle and "stick" them to his armored car at one of the traffic lights with a magnet...

The Cetinje resident asks whose idea it was - whether Jovan Vukotić, and gets the answer that Saša actually came up with it.
"Will he go to the car or somewhere by the road?" asks Kaluđerović.
"They stick it on the roof with a magnet," Kašćelan answers.
The Cetinjanin says that the idea of such an attack was originally theirs, with which Stari agrees.
"So they're making our cumulative one too," says Neno.
"But it's not easy to do, if you follow and protect yourself"...
"It's not, but it's doable, the engine is light," says Kaluđerović.
"I immediately turn off the motorcycle I see approaching me," announces Kašćelan.
SDT Conference
Special Prosecutors Katnić, Sasa Cadjenovic and the then assistant police director Zoran Lazovic They held a press conference on January 28, 2021, and then announced that they had prevented Kašćelan's assassination, as well as the liquidation of Belgrade residents. Veljko Belivuk i Marko Miljkovic.
This is a "famous" press conference, from which Lazović said that these people should not be feared or treated as outlaws, because they are under constant surveillance.
Katnić, Čađenović and Lazović are today accused of collaborating with the Kavača criminal clan, and the still unconfirmed indictment states that Lazović "in public and media appearances, misled the public that these individuals entered Montenegro at the request of the police of the Republic of Serbia and that the Police Administration of Montenegro and he, as a senior officer, took police measures and actions against them, in accordance with the law."
The conference also said that on Wednesday, January 27, 2021, they prevented another liquidation in Bar and were arrested for it. Dusan Ivanovic, Momcilo Momo Milic i Hasan Turkovic, who are suspected of hiding explosives, which they failed to use in the attempt to liquidate Kašćelan on January 22, so they intended to transport it to Bar, where they were supposed to kill a member of a criminal group close to the Kavčani.
"This is about the same criminal organization, and for certain criminal offenses, according to the evidence collected so far, it has been established beyond reasonable doubt that they were the direct perpetrators... This criminal organization was supposed to receive between 700.000 euros and 1,3 million euros (Tivat), and 500.000 euros for the offense planned in Podgorica, while for the offense planned in Bar, this criminal organization was supposed to be paid around 50.000 euros, and only to the direct perpetrators," said Čađenović.
Interlocutors from Skye
Kašćelan is considered one of the closest associates of the head of the Kavača criminal clan. Radoja Zvicer.
He has multiple criminal cases pending against him, and has been in custody since April 2021.
In October 2021, he was accused of being the leader of a criminal organization that killed Nikola Stanišić and planned the liquidations of other people from the rival Škalja clan, including one of the leaders, Jovan Vukotić.
Since April 2023, Kaluđerović has been unavailable to Montenegrin investigators, who are looking for him due to the suspicion that he is part of a criminal group responsible for the double murder in Spuž on October 14, 2020.
This thirty-one-member criminal group, which, according to the claims of special prosecutors, was assembled by Zvicer, is charged with committing the criminal offense of creating a criminal organization and aggravated murder in complicity to the detriment of the Skaljar people. Damir Hodžić and his son-in-law Adis Spahić, who had no criminal record.
The indictment alleges that Zvicer ordered the kidnapping of Hodzic at the end of July 2020 because he believed that as one of the close associates of the previously murdered Alan Kožara, knew where he hid money and drugs.
The prosecution's files show that Kaluđerović, via the then encrypted Sky application, advised Kašćelan that the bodies of the murdered Hodžić and Spahić "should be burned with car tires and, in order to remove biological traces, acid and dimer should be poured into the interior of their vehicle, in which they had come to the alleged meeting and in which vehicle their bloody bodies were transported after the murder..."
"All strong allies must be punished, so that others don't think of opposing us," Kaluđerović taught the head of the Kavački criminal clan in the fall of 2020, while they were enumerating who all of the Skaljar clan opposed to them should be liquidated.
