Former Minister of Justice Andrej Milović During the creation of the short-term personnel policy, judging by the concluded service contracts, contracts for additional work, but also consulting services, he worked mostly on strengthening the PR team and strengthening the media promotion and presentation of the results of the work of that department.
During the analysis of contracts concluded at the Ministry of Justice, which "Vijesti" received upon a request for free access to information, it was noted that in the period from November 1, 2023 to November 1, 2024, Milović, as minister, concluded a consulting contract with a Belgrade-based company. Teom Dabetic, owner of the marketing agency "Posh&Media", which provides clients with a complete marketing service - from graphic design to the creation of corporate films and marketing strategies, event organization...
The consulting contract with Dabetić was concluded on January 1, 2024, and her agency was tasked with managing the Ministry's social networks (Twitter, Facebook, Instagram, Youtube), as well as drafting press releases for social networks and creating the design of all visuals "necessary for the promotion of the Ministry of Justice and the Minister personally."
"Organization of the minister's appearances at gatherings, presentations, conferences, organization of video recording and photography for the minister's needs, organization of presentation POS materials from the minister's official visits," the contract states, among other things.
The consulting contract with the Belgrade agency was extended on June 1st of last year, at a time when it was already clear that Milović would not remain in the position of minister in the Government for much longer. Milojko Spajić, which happened on July 23, 2024, when, at the request of the Prime Minister, he was dismissed from office.
For this consulting job, the Ministry of Justice has committed to paying the Belgrade agency 1.500 euros per month, but also to cover the transportation and accommodation costs of their representatives if they are hired to work abroad.
The contract was valid until the end of September last year.
When Milović made two visits abroad in February last year, he had a strong media team in the delegation - he went to Italy from February 5 to 8, alongside the State Secretary Aleksandar Bakrač brought a consultant from Belgrade, Tea Dabetić, a media advisor Vlada Jeknic i am a photographer Nikola Vojvodić.
The same situation repeated itself five days later during the signing of the Ljubljana-Hague Convention in The Hague, where he stayed with the director of the Directorate from February 13 to 16. Dragutin Đeković, but also three from the PR team - Dabetić, Jeknić and photographer Vojvodić.
Former Minister Milović also concluded several contracts for services, as well as five contracts for additional work, and judging by the details in the documentation, during his engagement, he was responsible for writing press releases, as well as tasks within the jurisdiction of the Minister's Office, which relate to the preparation of acts, letters, reports, analysis and action on citizens' petitions, as well as monitoring the Ministry's web portal and social platforms and other interactive communication services.
Upon arriving at the Ministry of Justice, Milović signed a contract with Vladan Jeknić, whom he hired as a media advisor. His initial fee was 500 euros, and that amount was then doubled after his engagement was extended several times.
How much he meant by strengthening PR is also evident from the fact that Milović hired a graduate journalist, Miodrag Babović, whom he tasked with preparing documents, letters, reports, analysis and acting on citizen petitions, as well as monitoring the Ministry of Justice's web portal and social platforms.
Babović's contract was extended by the current Minister of Justice at the end of July last year. Bojan Božović.
Based on the analysis of the submitted documentation, during the one-year period, a total of 126 service contracts were concluded at the Ministry of Justice, which were initially signed for a period of one month, and then mostly extended for three months.
During that period, eight contracts for additional work were concluded, one for the provision of services, and two contracts for volunteer work at the Ministry of Justice.
Based on the submitted documentation on temporary or occasional engagement, it is apparent that service contracts were also concluded for work, or rather the need for technical support in classifying cases and sorting documentation and archiving due to the relocation of the headquarters of the Ministry of Justice to new premises.
Contracts were also concluded for the classification of materials and preparation of materials for the production of statistical research and publications, as well as for the production of reports on the annual number of requests for issuing certificates from criminal records, as well as for the production of reports of final court decisions for persons convicted in Montenegro.
For the digitalization of justice 2.000 per month
In the first year of the 44th Government's work, the Ministry of Justice concluded another consulting contract with Dejan Abazović's company, which was tasked with providing services for the development of the Draft Strategy for the Digitalization of Justice 2024 - 2027.
Last year, the Ministry of Justice formed a working team, led by the Director General of the Directorate for ICT Justice and Data Security, which will digitalize the judiciary in three phases.
According to the contract, which was concluded on March 1, 2024 and was valid until July 1 of last year, Abazović was obliged to develop a Draft Strategy and Action Plan 2024-2025 based on the collected data and guidelines received from the working team.
He was paid 2.000 euros per month for that job.
