The Police Directorate has adopted standard operating procedures and introduced permanent duty of the Special Police Unit (SPU) to ensure rapid response in situations of highest risk.
The Police Directorate announced that they are continuously taking measures to strengthen human resources, implement reforms, and increase the operational readiness of police forces to carry out the most demanding and high-risk tasks.
"In order to strengthen operational readiness and respond more efficiently to situations that threaten the lives and safety of citizens, the Police Directorate has developed internal procedures for dealing with situations of active threat, guided by the knowledge and practice of renowned partner services with many years of experience in these and similar situations," the statement says.
It is stated that internal procedures and rules guide police officers with precise specific duties and guidelines in dealing with the most challenging crisis situations of an active shooter or active threat.
"Which are unpredictable, dynamic and fast-paced, where the role of the first patrol is to quickly locate, isolate, stop or neutralize and bring the threat under control," the statement added.
As the police said, the goal is to save lives and ensure the safety of citizens.
"The guidelines clearly distinguish security risks in active shooter or active threat situations from situations with "barricaded criminals" and hostage situations in which negotiation tactics and controlled use of force are applied," the statement said.
It is added that all members of the Police Administration at the local and central levels in regional security centers are familiar with the standard operating procedures that are in operational use until the finalization of the drafting and adoption of bylaws and rules of procedure, which will regulate this area in more detail.
"Police officers at the local level have undergone specialist mental-tactical training in dealing with security-challenging situations," the Police Directorate said.
They pointed out that a large number of instructors have been trained in police structures, whose role and purpose is to continuously work on raising the level of readiness and combat readiness of police officers, through practical simulation and training in resolving crisis situations.
"The deployment of special units in combination with trained police officers in patrols is a measure that is part of a broader strategy of proactive action by the Police Directorate aimed at protecting the lives and safety of citizens, preserving public safety and combating organized crime," the statement said.
It is stated that the SJP duty groups will enable a faster and more efficient response to crisis situations of high security risk, including attacks by active attackers and other forms of active threats and serious violence, as well as their use in the fight against serious and organized crime.
"Standard procedures provide guidelines for the first police patrols that have undergone training to respond to such events, while the constant presence of SJP on-duty teams will enable quick and efficient engagement in the shortest possible time," the Police Directorate emphasized.
According to them, in order to optimize and fully interoperability, active work is being done to connect the SJP with the air-helicopter unit of the Ministry of Internal Affairs.
"In order to ensure rapid engagement and greater operational reach of the SJP throughout the territory of Montenegro, with constant tactical training and improvement of procedures in crisis situations," the statement added.
