Criminal charges were filed against HK (43), KA (35) and RJ (42) and the company "HP" on suspicion that they, as co-perpetrators, committed the criminal offenses of constructing a facility without a permit and construction documentation and removing and violating the official seal and emblem.
It is suspected that they have thereby damaged the budget of the Municipality of Ulcinj by at least 200.000 euros, based on the unpaid fee for communal equipment of the land.
The criminal complaint was filed yesterday by officers of the Police Crime Prevention Sector - Department for Combating Corruption, Economic Crime and Conducting Financial Investigations, in cooperation with urban planning and construction inspectors of the Ministry of Spatial Planning, Urbanism and State Property, on April 16.4.2025, XNUMX, acting on the order of the Basic State Prosecutor's Office in Ulcinj.
"In the process leading up to the filing of the criminal complaint, it was determined that the reported HK, KA and RJ committed qualified criminal offenses by acting in the name and on behalf of the reported legal entity 'H.P', in January 2025, in the town of Pinješ, Ulcinj Municipality, they began the construction of a residential building without previously submitting an application and construction documentation, and after the construction site was closed and the Urban and Construction Inspection issued a decision prohibiting the work, they removed the seal and continued with the work," the Police Directorate announced.
They announced that officers of the Crime Prevention Sector will continue intensive and coordinated joint planning activities with urban planning and construction inspectors to combat illegal construction of buildings throughout the territory of Montenegro, which, as they point out, in addition to devastating the area, also causes enormous material damage to the state budget and citizens.
