A doctor at the Clinical Center of Montenegro, Vladimir Peruničić, who wrote sexist and offensive comments to City Television host Magdalena Čelanović, has been arrested, and the police have filed a misdemeanor charge against him, "Vijesti" has learned.
He was questioned by the Podgorica police after Čelanović reported him for harassment.
The prosecutor will decide on the possible qualification of the crime after hearing Čelanović.
Last night, she filed a complaint against Peruničić with the Tivat police, stating that he sent her offensive and sexist messages via e-mail and text messages.
"Officers of the Podgorica Security Department acted upon a report filed today by journalist M.Č., employed at City Television, that the person VP had been sending her offensive and threatening comments via e-mail and social media for several days, and after collecting information from both persons, today they deprived the person VP, an employee at the Clinical Center of Montenegro, of his liberty. Previously, M.Č. had filed a criminal complaint against the person VP with the Tivat Security Department due to harassment by this person by leaving offensive and sexist comments as well as direct messages sent to her via the Instagram application, which made her feel afraid for her own safety," the Police Directorate announced.
"Taking into account that VP is staying in Podgorica, Tivat police officers immediately and without delay filed a report with the Podgorica Security Department, after which M.Č. also filed an additional report against this person with the Podgorica police today, bearing in mind that VP continued to make offensive comments until late at night today. Taking urgent measures and actions in this case, police officers brought VP to the premises of the Podgorica Security Department in order to collect information, and after conducting criminal investigation, he was deprived of his liberty and the police officers filed a request to initiate misdemeanor proceedings against him on suspicion of committing a misdemeanor under Article 7 of the Law on Public Order and Peace - insult and insolent behavior. After the information was collected, the state prosecutor at the Basic State Prosecutor's Office in Podgorica was notified, who will declare the possible qualification of the act after hearing the injured party M.Č," the police added.
They said that they will inform the public in a timely manner about further measures and actions in relation to this event.
"The Police Directorate strongly condemns all forms of offensive, threatening and inappropriate behavior towards media employees, especially behavior that insults the dignity of women employed in the journalism profession. The police, within their jurisdiction, take non-selective measures and actions as a priority in relation to all persons whose behavior endangers security, integrity and the right to free and objective expression and reporting in order to create a safe environment for the life and work of media employees," the statement reads.
"Vijesti" reported earlier today that Čelanović gave a statement to the police, in which she said that it all started after a photo of her was published on the official Instagram profile of the City RTV, showing her and the Deputy Mayor of Podgorica, Nađa Ljiljanić.
Underneath the photo, the doctor wrote a vulgar message that Čelanović deleted, and then contacted the Ministry of Health.
The cabinet of the Minister of Health replied that they and Minister Vojislav Šimun condemn such behavior, and that they would forward the email to the director of the KCCG.
There was no word from that health institution for days, and after Čelanović sent them a letter on April 23, 2025, the next day, around 23 p.m., Dr. Vladimir Peruničić began sending her disturbing emails and then messages on Instagram.
Čelanović told the police that the doctor told her not to be afraid of her and that he would find her and assault her, and he sent her a series of offensive and sexist messages.
Čelanović told the police that she fears for her safety because of everything. She added that the doctor took a photo inside the Clinical Center and wrote offensive comments about the City RTV along with the photo, calling it a "septic tank of allergens."
Although they received the first letter on April 8, the KCCG only responded to Čelanović yesterday. They state that they assessed that the doctor did this outside of working hours and the work environment, as well as outside of the working relationship with the parties, and that the words sent in private correspondence do not constitute a violation of work obligations performed at work or in connection with work.
