Although he knew that Veljko Belivuk criminal, then assistant director of the Police Directorate Enis Baković lifted his ban on entering Montenegro on August 19, 2020 - by order Zoran Lazović, my colleague and father Petar Lazović, who conveyed the order to him.
This stems from communication with the Sky and Viber applications, which Europol provided to Montenegrin investigators, in which Petar Lazović explains that all this is being done because Belivuk will help in the upcoming parliamentary elections, on August 30, 2020.
Lazović immediately reported to the then-detained drug lord from Pljevlja that Baković had done what was asked of him. Darko Sarić, to whom he tells that the "Grobari" will help them with the election, alluding to the fact that Velja Nevolja is one of the leaders of the Belgrade Partizan fans.
As soon as that police official confirmed that he would do him a favor, he sent Šarić messages saying that Baković was a "s**t", but that it was over...
Lazović explains to Pljevljak that he is Komita, as he addresses the leader of the Kavač clan. Radoja Zvicer, demanded that the entry ban for Belivuk and two of his associates be lifted, promising to help with the elections and "in everything they need."
All of this happened on the eve of the parliamentary elections held on August 30, 2020.
Eleven days before that, Lazović sent Baković the passports of three Belgraders, and a message:
"For three of them, a dog with Z", lifting the ban on comrades".
The then head of the Criminal Police Sector answers him: "And where is this Belivuk, my brother," after which he receives an explanation from Petar Lazović that his father, whom he addresses by his initials, requested it. Z.
"Z just told me to tell you, but that's probably all, they respect everyone. Good guys, brave, fucked up, and friends."
Although he is upset, he writes to Baković that he has made an agreement with Z, but emphasizes that these are criminals.
"I'm just saying, I made an agreement with Z. Criminals. These are, you and I both know, criminals. But if they want help, that's fine. When do you expect them to arrive, should I let them know?"
Petar Lazović replies that he will help the people of Belgrade with everything and that he will not work against state interests.
"They'll take care of everything, real guys, they won't fight against our state's interests. When they start, they'll contact you, and I'll contact you."
He forwarded the correspondence to Šarić, explaining that he had helped in the case because he had previously told him that Komita (Zvicer) was his brother.
"Komita asked about your friends to lift the ban in Montenegro, two gravediggers, and that they would help with everything, including the elections and us if needed. Since you had excluded yourself when he asked, I finished for him and I am doing everything I finish because you said he was a brother, but you are older. Zećo and I will meet that, say that they are your friend's friends, that you said that they should be helped as much as possible. Brother, you must know everything and give your consent, and I know that Komita respects you and will say what is in your interest. I will finish it when they come, respect everything with Delta, say that we will be with you, because Komita is your true friend and that we must stick together. Brother, I grew up with you, so I know a little about how you think," he writes to Šarić.
He sends correspondence with Baković to Tom Pljevljak, in which the policeman emphasizes that Belgraders are criminals, and adds:
"Look at this pussy, but it's over. It's their fault because they keep it." Starlet", and we are releasing these."
Members of the Kavač clan used the nickname Starlet to address the now deceased Jovan Vukotić, the former leader of the opposing Skaljar clan.
At the time he was sending messages to Šarić, the Pljevlja native had been in custody in Belgrade for more than six years, awaiting a final decision in the case in which he was convicted in the first instance for drug smuggling and money laundering.
"HE DIDN'T WRITE OVER THE SKY"
Petar Lazović was deprived of his liberty on July 18, 2022, when he was handcuffed on the orders of the Special State Prosecutor's Office (SDT), on charges that he subordinated the police service to the interests of the Kavač clan and Radoje Zvicer, who is being sought by the police.
Lazović recently denied in the Higher Court in Podgorica that he was a member of the Kotor resident's criminal organization, emphasizing that the charges against him were actually constructed to politically discredit his family.
"This action is a politically motivated persecution. That's why my family was sacrificed," he said, adding that he had dedicated his life to his profession, all for the security of Montenegro.
Two days ago, also in the courtroom, he said that he had never used the Sky app.
That criminal group, gathered around a fugitive with a police badge, Ljub Milović, special prosecutors charge that they have been smuggling cocaine from South America to Europe for years, and investigators have found evidence that they have smuggled several tons of the expensive white powder.
Drugs went to Europe from the port of Bar, but also via Antwerp, Germany and Turkey.
Evidence of this was provided to Montenegrin investigators by Europol, with complete transcripts of conversations conducted via the encrypted Sky application.
Analyzing that evidence, the Special State Prosecutor's Office (SDT) found that Milović involved several colleagues - active and former police officers, mostly his godfathers and friends - in that criminal business.
"Komita asked for your friends to lift the ban in Montenegro, two gravediggers, and that they would help with everything, both with the elections and with us if needed. Since you had excluded yourself when he asked, I finished for him and I do everything I finish because you said he was a brother, but you are older," Lazović explained to Pljevljak.
Criminals or friends of the state?
Almost two years after Petar Lazović was arrested, officers of the Special Police Department also deprived his father, Zoran Lazović, of his liberty on April 14, 2024.
According to the accusations of the special prosecutors, the elder Lazović created a criminal organization whose members also became special prosecutors, and which also worked in favor of the Kavač clan.
The SDT suspects former Chief Special Prosecutor Milivoje Katnić of misleading the public that Belivuk and Marko Miljković entered Montenegro at the request of the Republic of Serbia, and that necessary measures and actions were constantly taken against them.
Former security guard Zoran Lazović is accused of enabling these members of the Kavač clan to cross the border unhindered, at the request of the Swiss.
Mercenaries of the criminal Kavački clan, Belgrade criminals Belivuk and Miljković, entered Montenegro legally on January 17, 2021.
The leader of that organized criminal group, Radoje Zvicer from Kotor, hosted them three months after, as is suspected, they took part in a double murder and kidnapping in Stanjevića Rupa on the orders of a criminal.
