The Bar police have filed criminal charges with the Basic State Prosecutor's Office in Bar against DE from Russia and the company "Montelibero", of which he is a co-owner and executive director, on suspicion that they built facilities without registration and documentation, the Police Directorate (UP) announced today.

The UP added that it is suspected that, in addition to this, DE and "Montelibero" committed another criminal offense - construction of a building without registration and construction documentation - by starting construction of a residential and commercial building on another plot, also in Bar, while avoiding paying taxes and other duties, which caused material damage to the Montenegrin budget in the amount of around 9.000 euros.

"At the same time, in accordance with the provision of Article 5 of the Law on the Liability of Legal Entities for Criminal Offenses, the legal entity doo 'Montelibero' is liable for the criminal offenses committed by DE, given that he committed them acting on behalf of this legal entity with the intention of obtaining material benefit for that legal entity," the statement reads.

The UP said that a third criminal complaint was also filed against DE, as the executive director of the company "Montemodule" from Bar, as well as against that company, on suspicion that they committed the criminal offense of constructing a facility without a building permit and documentation.

"They are suspected of committing this criminal offense in the period from 2024 to the end of April 2025, DE, in his capacity as executive director of the aforementioned legal entity, on a cadastral plot in Bar, which is formally owned by the company doo 'Montelibero', where DE, the founder, owner and authorized person, began the construction of a prefabricated building without a construction registration and construction documentation, thereby avoiding the payment of taxes and other duties, thereby causing material damage to the budget of Montenegro in the amount of approximately 13.000 euros," the statement reads.

The UP said that at the same time, in accordance with the provision of Article 5 of the Law on the Liability of Legal Entities for Criminal Offenses, the legal entity "Montemodule" Ltd. is responsible for the criminal offense committed by DE, given that he committed it acting on behalf of this legal entity with the intention of obtaining material benefit for that legal entity.

"Due to evading taxes and other duties, these individuals caused material damage to the Montenegrin budget in the total amount of around 51.000 euros," the UP said.
