The Police Directorate announced that the activities of the organization "Fortis Montenegro" have been broken up - the founder and leader and one of the members of the organization have been arrested.

Podgorica police arrested Nenad Kukuličić from Zeta (36) and Đorđe Andrić (33), a Serbian citizen residing in Podgorica, on suspicion of committing criminal acts - violent behavior in complicity.

Several people have been identified and "procedural measures and actions are being taken against them," the Police Directorate announced.

"As suspected, NK committed the aforementioned criminal offense by forming the organization 'Fortis Montenegro' in 2025 and, together with Đ.A. and other members of this organization, whose location is the subject of procedural measures and actions, in March 2025, fraudulently induced them to arrive at two locations in Podgorica, and then rudely insulted and physically attacked two injured parties, striking them in the head and body, as a result of which the injured parties sustained physical injuries. It is also suspected that NK documented the aforementioned actions on his mobile phone in which members of this organization illegally, using physical force, threats and humiliating methods, abused and punished injured parties, with the aim of extorting testimony, publicly humiliating and discrediting them, after which such content was posted on the website of the organization 'Fortis'," the statement reads.

They say that the police in Podgorica and Nikšić, in cooperation with officers from the Department of Criminal Intelligence, have so far identified several members of the organization and filed criminal charges against two individuals with the competent prosecutor's offices on suspicion of committing the crimes of abuse and violent behavior.

"We emphasize that this form of destructive activity is characterized by a foreign element and that the aforementioned group acted under the pretext of assisting in the identification of suspects of sexual harassment of minors, falsely presenting themselves and harassing persons who allegedly committed criminal acts against minors via social networks, using ruthless discriminatory methods, threatening basic human rights, as well as the rights of individuals to a fair and just defense in evidentiary proceedings," the police said.

They said that the Police Directorate will continue to undertake activities to suppress and prevent illegal activities that have harmful consequences for the community and that promote the destabilization of the legal order, the use of violence, and the violation of human rights.

They called on citizens to cooperate with the police to report information or suspicions of crimes related to sexual harassment of minors and other crimes in the area of sexual freedom, and thus provide legal assistance in identifying and prosecuting perpetrators of crimes or misdemeanors, without taking actions and "rights" into their own hands on their own initiative.
