Acting Director of the Police Administration Lazar Šćepanović denied the allegations of Olivera Krivokapić, former head of the Branch for Administrative Affairs, Citizenship and Foreigners in Cetinje, and also provided the media with a letter that was delivered to her in July 2021, which refers to the initiation of administrative proceedings against Vuk Borilović, who committed mass murder a year later.
Although Šćepanović did not mention her by name yesterday, Krivokapić submitted a response to the media earlier today in which she wrote that his allegations made at the 29th session of the Security and Defense Committee were incorrect and unfounded.
"As the acting director of the Police Directorate, I deny the allegations from the text published in the media in which OK, a former employee of the Ministry of Internal Affairs as head of the Branch for Administrative Affairs, Citizenship and Foreigners in Cetinje, claims that the aforementioned Branch was not notified by the Police Directorate of the request to initiate appropriate administrative proceedings in relation to the person Vuk Borilović, in accordance with the Law on Weapons.
Namely, on July 9.7.2021, XNUMX, officers of the Cetinje Security Department sent an official letter to the Cetinje Branch for Administrative and Internal Affairs, addressed to the then head of the OK Branch, informing her of the filing of a criminal complaint against Vuk Borilović on suspicion of committing the criminal offense of violent behavior, in order to initiate appropriate administrative proceedings against this person in accordance with the Law on Weapons, bearing in mind that he had a firearm in his possession - a hunting rifle with a valid weapons license.
By implementing continuous activities to prevent violence caused by firearms, the Police Directorate officers undertake measures and actions to identify, misdemeanor and criminally prosecute persons whose actions violate the provisions of the Law on Weapons or who, through certain behavior, show that they may pose a threat to the safety of citizens, and promptly inform the competent organizational units for administrative internal affairs in the Ministry of Internal Affairs of the same for the purpose of legal action and revision of certain decisions for persons suspected of violating the provisions of Article 13 of the Law on Weapons, which clearly prescribe the conditions for approval and possession, as well as the conditions under which the right to possess weapons is lost in violation of the provisions of the Law, which clearly indicate the prohibition of issuing permits to persons suspected of, among other things, committing criminal offenses with elements of violence.
The indisputable facts about the violation of the Law on Weapons and the failure to take legally prescribed measures and actions are additionally indicated by the indictment filed against the person OK by the Basic State Prosecutor's Office in Cetinje.
In relation to the suspicions of illegal issuance of weapons permits, we remind you that the Police Directorate informed the public in an official statement dated January 19.1.2025, 51, that officers of the Crime Prevention Sector deprived the officers of the Branch for Administrative Affairs, Citizenship and Foreigners in Cetinje MP (63), and filed a criminal complaint against the former head of the Regional Unit for Administrative Affairs, Citizenship and Foreigners in Cetinje OK (2019) on suspicion of committing criminal offenses of abuse of official position committed in the period from 2022 to 13, by unlawfully exploiting official position and acting contrary to the provisions of Article 28 of the Law on Weapons, when they issued permits for the acquisition of weapons for three persons VV, BV and EM, from whom weapons were seized during searches, as well as other persons, thereby enabling them to acquire XNUMX firearms, contrary to legal regulations.
Among other things, the criminal complaint states that the person BV submitted a request for a weapons license to possess and carry weapons, which approval was issued in the name of the person EM from Rožaje, according to the records, even though the person's personal documents were issued at the Rožaje Branch, and therefore the act was contrary to legal regulations.
As the Acting Director of the Police Directorate, I would like to emphasize that in my communication with citizens and in public addresses, I have never disavowed the public or presented incorrect information, consistently respecting the principles of transparency and truthfulness.
"In the attachment to the text, we are submitting for publication an official letter addressed to the Cetinje Branch with the aim of transparently informing the public regarding the specific event," Šćepanović's response reads.
