And while we wait for clarification on who it is and on what grounds To Danilo Mandic, nephew of the speaker of parliament Andrije Mandić, gave the keys to the parliamentary jeep, the institution responded that for security purposes, a graduate political scientist has been hired under a contract of employment in the cabinet since January 2024. Mihailo Čađenović.

According to the documentation, which "Vijesti" obtained through free access to information, Čađenović is responsible for preparing analyses of security acts, preparing security analytics and coordinating events for the needs of the office of the Speaker of the Parliament, both in the country and abroad.

According to the basic contracts and their annexes, his monthly remuneration ranged from 850 euros to 1.650 euros, which was paid to Čađenović in March this year due to additional work commitments.

Čađenović was one of the defendants in the "coup d'état" case, and by a first-instance decision, as a driver of the former Democratic Front (DF), he was sentenced to 18 months, and then last summer, in a retrial, he, like all other defendants, was acquitted of charges for attempting to violently overthrow the government in October 2016.

"Vijesti" requested information from the Parliament, via the MANS application, about the employment and earnings of Danilo Mandić and Mihailo Čađenović, who have been in the private security of protected figure Andrija Mandić for years, but the Parliament reiterated that the nephew has never been employed in that institution on any basis.

"I would like to inform you that the Parliament of Montenegro did not hire Danilo Mandić on any basis, while for Mihailo Čađenović we are attaching the service contracts and contract surveys," the response from the Legal Affairs Bureau, signed by the head, states. Ivana Ivanovic.

Čađenović was hired to work in the Parliament two months after Andrija Mandić was elected head of the legislative chamber, working on cabinet security matters.

It is unclear why the head of parliament needed additional security in his office, given that as the President of the Parliament, he has the status of a protected person according to the Government Decision on Designating Persons, Facilities and Spaces Secured by the Police Directorate.

Contracts and annexes

In the 18 months that the political scientist graduate was employed for security purposes in the office of the head of parliament, Čađenović signed two service contracts, as well as six contract annexes, which significantly increased payments in certain months of work engagement.

When the total value of payments is added up, under two contracts and several annexes, Čađenović was paid a gross amount of 2024 euros for 15.385,34, or a net amount of 13.556,32 euros.

The contracts were regularly amended with annexes, as many as six times in the period from October 2024 to April 2025, with changes being made to the amounts of compensation, as well as the scope of work.

The first service contract with Mihailo Čađenović was concluded on January 6, 2024, between the Parliament of Montenegro, represented by the Secretary General Aleksandar Klaric, and according to that document, the work engagement was supposed to last until December 31st of last year.

The client, for the needs of the office of the President of the Parliament, obliges Čađenović to "perform the work according to the instructions received from the client".

"The client will ensure control over the execution of the work," the contract states.

According to the first contract, the Assembly undertook to pay Čađenović a net salary of 26 euros from January 29 to February 2024, 1.006,32, and for the period from March 1 to December 31, 2024, an amount of 850 euros per month, as well as to provide him with working conditions.

The first annex to the contract was concluded on October 17, 2024, which significantly increased earnings in certain months.

This annex increased Čađenović's salary for the period from April 1 to May 31, 2024, as well as for July, September and October 2024. In those months, the Parliament committed to paying him a net salary of 1.350 euros.

A new annex was signed on November 18, 2024, which stipulated that Čađenović would be paid 1.450 euros for his engagement that month, and another was concluded in December, where he received the same salary in the last month of last year.

On the penultimate day of 2025, Čađenović signed a new service contract with the Parliament, which provided for a net salary of 850 euros for the engagement.

But as in 2024, his earnings from work were increased by annexes.

On January 17, the Assembly signed an annex, which stipulated that Čađenović would be paid 1.450 euros that month.

The highest salary for working in the office of the Speaker of the Parliament, Čađenović, was paid in March of this year, when his net salary was 17 euros, according to the annex to the contract dated March 1.650th.

According to another annex dated April 14, Čađenović's salary for that month amounted to 1.650 euros.

The salaries of most MPs in April this year were only about a hundred euros more than the fees that Mihailo Čađenović received in certain months.

Mandić in custody, investigation still ongoing

The Podgorica Higher State Prosecutor's Office suspected Danilo Mandić of attempted aggravated murder, claiming that on April 19th he wounded Darko Perović and Aris Turković in the city center.

He has been in custody since then, which has been extended several times.

Meanwhile, on June 3rd of this year, the State Prosecutor's Office assessed that the actions of Mandić (35) did not constitute the elements of the criminal offense of attempted aggravated murder.

They said that the collected evidence points to criminal acts that are not within the jurisdiction of that prosecutor's office, which is why the case was forwarded for further action to the Basic State Prosecutor's Office in Podgorica.

After the shooting in the city center, the Police Department announced that Mandić blocked the path of Perović and Turković with the Assembly's official vehicle, a Range Rover jeep, and fired "several shots at them, which injured the injured in the leg area"...

The permanently confiscated jeep was handed over to the Parliament of Montenegro for use by the State Property Administration last year.
