At the session, the Government adopted the Information on the conclusion of the Financing Agreement between the United Nations Development Programme and the Ministry of Internal Affairs, with the aim of implementing the Cooperation Programme between the Ministry of Internal Affairs and the United Nations Development Programme (UNDP) on providing operational support for the years 2025-2027.
As announced by the Government, the Agreement addresses one of the key challenges, which concerns the provision of basic equipment for the work of police officers - the procurement of police uniforms.
"Which is not only part of the visual identity of the institution, but one of the key official characteristics that gives police officers legitimacy in the application of police powers and is of vital importance not only for the efficient performance of their duties, but also for maintaining public trust and the operational readiness of the institution," the statement reads.
During the discussion, it was also pointed out that the procurement of uniforms for the wider Police Directorate was last carried out in 2016.
In order to implement the Cooperation Program, it is necessary to provide financial resources from the budget of Montenegro in the total amount of 4.434.477 euros by the Ministry of Internal Affairs.
"The provision of financial resources will be implemented in two tranches. The first tranche is scheduled for mid-September 2025 in the amount of 1.934.477 euros, while the second tranche in the amount of 2.500.000 euros will be implemented at the end of April 2026. It is noted that the procurement of police uniforms has been recognized as a multi-year project within the Budget Law for the current fiscal year, and that the funds for the payment of the first tranche have been provided by the spending unit of the Ministry of Internal Affairs. The payment of the second tranche is planned after the adoption of the Budget Law for 2026," the Government concludes.
