Lawyer Veselin Radulović filed a criminal complaint with the Special State Prosecutor's Office against the Democratic Republic of Montenegro, the Minister of Internal Affairs Danilo Šaranović, the acting director of the Police Administration Lazar Šćepanović, as well as party officials Aleksa Bečić, Boris Bogdanović, Anđela Vojinović, members of the Commission for the Verification of Security Obstacles to the Performance of Police Work, and several unidentified police officers, responsible for entering operational data, due to reasonable suspicion that they committed the criminal offense of creating a criminal organization in conjunction with the abuse of official position for an extended period, forgery of official documents, and endangering security...
In the explanation of the criminal complaint, which he wrote on as many as 13 pages and submitted to "Vijesti", he stated that since the end of October 2023, the reported individuals, as he stated, had become members of a criminal organization organized by a currently unidentified person, whose goal was to commit criminal offenses "for the purpose of acquiring illegal profit and power for the benefit of the political party - 'Democrats of Democratic Montenegro'".
In the report, he also wrote that the reported individuals had a goal to the detriment of the filer of the criminal report and other police officers, and ultimately to the detriment of the state, to have a predetermined plan and task, rules of internal control and discipline of members, and that in their actions, as he stated, they "applied intimidation" but also influence on the political authorities, the media, and the legislative and executive branches.
Lawyer Radulović recently announced the filing of criminal charges after, as the representative of several UP officers, against whom disciplinary proceedings were initiated within the MUP system due to security concerns, he criticized the manner and motives behind vetting within the public service.
The Democrats reacted to Radulović's claims, accusing him in a statement of being a "public representative of criminal structures" and claiming that they are reporting him to "the Kavački and Škaljar clan"...
Radulović believes that in the criminal organization, the political party Democrats had the role of appointing officials who, by abusing their official position and exceeding their official powers, would gain illegal political and economic gain for the benefit of that party.
According to the allegations in the complaint, the Minister of the Interior was tasked with, after the formation of the Commission for the Verification of Security Disturbances, to order the members of that commission to determine the existence of security disturbances for certain police officers, contrary to the procedure prescribed by the Law on Internal Affairs.
Šaranović, according to the lawyer, used his official position to accuse and present any critic who points out illegal work, reveals criminal acts, or prevents and hinders their commission as a member of criminal clans.
For the head of the Police Department, according to the allegations in the file, Radulović stated that his role was to give orders to unidentified police officers to continuously enter unverified, unconfirmed and untrue operational data for colleagues "designated by the criminal organization for security checks" in the "InfostreamV2" application with the indication of the intelligence project "Badge".
"All of this was done to establish security obstacles to their further work in the Police Directorate," the report states.
Radulović also stated that the members of the Commission for Checking Security Disturbances accepted such tasks illegally - contrary to the provisions of the Law on Internal Affairs, they "conducted security checks."
"In dozens of cases, they did not seek the opinion of the National Security Agency in accordance with Article 162, paragraph 1, item 2 of the Law on Internal Affairs, but rather, by exceeding their official authority, they themselves determined security obstacles," the report states.
Lawyer Radulović also stated that the task of Deputy Prime Minister for Security Aleksa Bečić was to falsely present to the public that he was "leading the fight against crime through so-called vetting in the police."
"At the same time, he falsely labeled police officers who were illegally suspended as members of criminal clans, thus endangering their safety and violating fundamental human rights and freedoms," the report, which was submitted to the SDT, states.
Radulović also wrote that Boris Bogdanović had access to classified information, and his role, according to the complaint, was to falsely represent both lawyer Radulović and police officers as members of criminal clans in statements he wrote for himself and others in the public, endangering their safety.
"The registered Anđela Vojinović was tasked with reading and transmitting the statements written to her by Bogdanović."
In the explanation, the lawyer writes that the leaders of the security sector, after taking office, began to implement the plan and directed their activities towards taking full control over the Police Directorate.
"Their strategy was to target anyone who hindered them in the implementation of their criminal plan and present them as criminals," the report states.
"They are running a dirty campaign"
In his criminal complaint, the lawyer also referred to the manner in which, as he wrote, a dirty campaign was waged against him and later continued with the targeting of the Executive Director of the Human Rights Action, Tea Gorjanc Prelević.
He mentioned some of the qualifications against him, which were written in statements by party officials.
"The threats are serious because they come from people who run the repressive apparatus, and they are especially serious because they come from the political party and officials for whom this prosecutor's office has evidence in the form of SKY correspondence that members of criminal clans bought votes in their name and on their behalf," the lawyer states.
