The Human Rights Action (HRA) announced that lawyer Veselin Radulović filed two criminal reports with the Special State Prosecutor's Office (SDT) and two lawsuits with the competent court to establish mobbing, which included officials and employees of the Ministry of Internal Affairs, the Police Administration, CEDIS, as well as Democratic Montenegro.

"The allegations in the reports and lawsuit indicate violations of the law and abuse of authority, including:

- multiple denial of the right to defense to police officers through declaring reports on "security disturbances" secret;

- massive use of unverified or fabricated operational data as a basis for suspensions;

- targeting lawyers, journalists and human rights activists who point out irregularities as members of criminal clans, which endangers their safety;

- suspicious public procurement procedures, including the procurement of vehicles for the police and the entrustment of work to companies for the trial use of radar without a public call for tenders in favor of companies from the Republic of Serbia and Republika Srpska;

- political recruitment and other abuses in CEDIS;

- long-term mobbing of police officers through humiliation, exclusion from work, uneven workload and endangerment of reputation," the HRA said in a statement.
