The storm was initiated by the proposal of the Faculty of Law Council to assign all four professional courses, in the field of criminal law, to Professor Mihailović, who has a doctorate in the field of commercial law - on the topic of "Derivative Claims".

Former Acting Police Director, Assistant Professor Dr. Nikola Terzic, he told "Vijesti" that it is true that he applied for a job vacancy in one of the four courses at the Specialist Studies, namely the Criminal Investigation course.

"The justification for this procedure lies in the fact that I have been employed in the Police Directorate for 22 years, part of which I spent in criminal investigations. Furthermore, I have written a large number of scientific papers in this field. The Commission made a decision without a clear explanation and without clear criteria/rules by which it was obliged to act. In relation to this issue, I can conclude that, at the very least, a strange decision was made because Dr. Mihailović has no experience in the areas for which she applied, although this job was performed years earlier by prominent practitioners. There was a violation, if nothing else, then of the Code of Ethics, but I do not exclude the criminal liability of those people who participated in the procedure. For all this, I will react adequately with all available legal means," Terzić said.

In his application, he stated, among other things, that he would perform his work on the Criminal Investigations case without any fees.

In its response to "Vijesti", the Faculty of Law stated that the Commission made the decision to hire Professor Mihailović, as they stated, because she has the necessary scientific references and pedagogical experience, as well as published works on the SSCI and A&HCI lists and a monograph published by a renowned international publisher.

"In particular, when making its decision, the Commission took into account that, based on the decisions of previous faculty administrations, for five consecutive years, colleague Mihailović was and still is engaged as an associate at the Criminal Law Department of the Faculty of Law, and that, in addition, in the academic years 2023/2024. and 2024/2025, based on the decisions of the Council of the Faculty of Law, she was also engaged as a subject teacher (in the capacity of an associate in teaching with a doctorate) in the subject Criminal Procedure Law, the main subject in the criminal law field at the Basic Academic Studies of the Faculty of Law of the University of Montenegro," the response reads.

Ivanovic confirmed that he applied for the competition, and that he has been teaching these subjects for 12 years.

In a brief statement to "Vijesti", he told the daily that he had not been officially informed of the Commission's decision, and that he was not too surprised by the Commission's decision, which he learned about from unofficial sources.

Ivanovic stressed that he would "respect the decision, whatever it may be."

"My desire was to pass on my extensive experience to young people in order to contribute to how we can combat challenges and preserve security. I have never seen myself in science and the profession, but science and the profession in myself. I wish the Faculty of Law all the best, I have fond memories of our long-standing cooperation," said Ivanović.

In explaining the decision, the Faculty of Law, in its response to Vijesti, provided an explanation that the Commission for Reviewing Documentation took into account that Dr. Andreja Mihailović is already in her fifth year of work as an associate at the Criminal Law Department of the Faculty of Law.

"It is important to point out, in relation to the four courses at the Specialist Studies - Criminalistic Counteraction to Contemporary Forms of Crime, that these are courses in a study program that was discontinued a number of years ago and in which the Faculty of Law of the University of Montenegro will enroll only one or two students this year, who have in the meantime met the enrollment requirements. In comparison, many years of experience in working with a large number of students on courses in the criminal law field at the Basic Academic Studies of the Faculty of Law, and the responsibility that the administration and the Council of the Faculty of Law entrusted to Dr. Andreja Mihailović in this regard in the previous period, determined the Commission for the aforementioned recommendation," the Faculty of Law states.

Candidates with academic/scientific titles, prominent practitioners/prominent alumni with a PhD degree, or prominent artists whose field of scientific or artistic work is related to the subjects, had the right to apply to the UCG advertisement. The decision on engagement is made by the Senate, at the proposal of the organizational unit council, and based on the report of the engagement commission, appointed by the dean.

In the advertisement, the University of Montenegro states that preference will be given to candidates with an academic/scientific title who are employed at the higher education institution or scientific research institution where they were selected.
