The Budva police have suo motu filed a criminal complaint against Dražen Šćekić (24), Cetinje resident Vukan Vujačić (30), Serbian citizen Nikola Mirić (39) and another unknown person, on suspicion of committing a criminal offense - criminal association and a criminal offense - forgery of a document, the Police Directorate announced.
They explain that they did this as a continuation of activities related to the recovery of a stolen vehicle from July 10th in the territory of Budva.
Šćekić was arrested on September 4th by order of the Basic State Prosecutor's Office in Kotor, on suspicion of committing a criminal offense - forgery of a document, after which he was ordered to be detained for up to 30 days. The returnee is in custody various criminal offenses.
Vujačić and Mirić, who are said to be members of the Kavač criminal clan, are still being sought.
"Police officers of the Budva Security Department, in continuation of the activities regarding the discovery of a stolen vehicle on July 10.7, 2025, in the territory of the Budva municipality, have taken numerous measures and actions and, in accordance with Article 270 of the Criminal Procedure Code, have sued on their own initiative against three identified suspects, namely: D.Š. (24), VV (30), NM (39), citizens of the Republic of Serbia, and a fourth unknown person due to the existence of grounds for suspicion that they committed a criminal offense under Article 401 of the Criminal Code of Montenegro - criminal association and a criminal offense under Article 412 of the Criminal Code - forgery of a document. Namely, on July 10, police officers of the Budva Security Department, by visiting and observing locations and roads that are characteristic in terms of the movement and residence of persons of operational interest, found a passenger motor vehicle of the MG brand that was parked on inaccessible terrain, at the end of the dirt road in the town of Crvena glavica. By undertaking further operational and investigative activities in "With regard to the vehicle in question, it was determined that an international arrest warrant had been issued for the vehicle by the NCB Interpol Ljubljana and that it was also the subject of a search in the Republic of Serbia, and it was also confirmed that the vehicle had illegally entered Montenegro. Additional checks revealed that the vehicle had Podgorica license plates attached to it, which had been stolen from another vehicle in the territory of the Podgorica municipality," the UP explained.
The institution states that, based on the police and prosecutorial activities undertaken so far, expert examinations and other procedural actions, as well as operational and tactical measures and actions, international police cooperation, there is a reasonable suspicion that the aforementioned persons committed the criminal offense of criminal association, which had the aim of committing a criminal offense for which a prison sentence of one year or a more severe punishment can be imposed.
"Through the actions taken by the association, these persons forged documents and concealed the criminal act of theft, committed on the territory of another state, and made available funds and provided conditions for the committed criminal acts, thereby creating conditions for the commission of other more serious criminal acts, while also using means for degradation - the destruction of traces in order to remain undetected during the commission of these and other criminal acts," the police added.
Mirić was previously convicted of planning the murder of the now-deceased Milić Minja Šaković in early 2021, as well as for illegal possession of weapons.
"Police officers of the Budva Security Department have taken numerous other measures and actions on the basis of which they filed a criminal report in regular proceedings against the above-mentioned persons, and based on the obtained order of the competent court, they carried out searches of the apartment and other premises at certain locations, with the aim of finding objects and traces related to the criminal offenses and locating VV from Cetinje and NM, a citizen of Serbia, for whom the Police Directorate is intensively searching. The suspect VV is registered in the records of the Police Directorate as a member of an organized criminal group, while NM is also a member of the same criminal group, who was deprived of his liberty during 2021, and then finally convicted and served a prison sentence at the end of 2024, for the criminal activities of planning the murder of one of the leaders of a branch of an opposing criminal group and the illegal possession and carrying of weapons and explosives," the statement reads.
The Police Directorate announces that they are continuing to investigate and uncover criminal offenses that have been committed in the territory of Budva and the Montenegrin coast in recent times, and that the public will be informed in a timely manner about the outcome of the results and the identification of related persons.
