Former Chief Special Prosecutor Milivoje Katnič said that the "Kavački Clan" criminal group cooperated with the Security Information Agency of Serbia (BIA).
"From the beginning, I have claimed that the Kavač clan cooperated with the BIA, and then at one point there was a conflict between Serbian President Aleksandar Vučić and the then Minister of Interior Nebojša Stefanović," said Katnić.
Today, the trial of Zoran Lazović, former assistant director of the Police Directorate and former special prosecutor Saša Čađenović, accused of creating a criminal organization, abuse of office and money laundering, continued at the Higher Court in Podgorica with the presentation of Katnić's defense.
Today, as before at the trial, Katnić presented the court with Sky communications that, in his opinion, were hidden and falsified by the prosecutor. He said that the criminal group Kavački Clan collaborated with the BIA.
"From the beginning, I have claimed that the Kavač clan cooperated with the BIA, and then at one point there was a conflict between the President of Serbia, Aleksandar Vučić, and the then Minister of the Interior, Nebojša Stefanović. That everything I stated was true stems from the evidence that the prosecutor refused to obtain or hid, changed and falsified, as he did with the communications of Danijel Jovanović with PIN 6240CE, a prominent leader of the Serbian Ministry of the Interior, and Ljubo Milović with PIN 5S7GLO, a member of the Kavač clan and an officer of the Kotor Security Department, from January 8, 2020 to December 4, 2020. The prosecutor hid these communications, and additionally changed them, removing Ljubo Milović's messages from each one, so I ask the court to obtain them in the original and present them as evidence at the main trial. The prosecutor is acting in this way in order to conceal the existence of cooperation between the Serbian Ministry of the Interior and the BIA with "...the Kavač criminal clan, as well as the reasons for the bloody clashes between this clan and members of the Škalja criminal clan, and in particular that they are a consequence of the conflict between Aleksandar Vučić and the Minister of Police Nebojša Stefanović during this time period and the use of these clans in that conflict, and then the decision of these structures from the Serbian BIA to send Veljko Belivuk and Marko Miljković to Montenegro and kill them there, and to present everything as a conflict between these criminal clans, and in particular that I deceived the public when I announced that the attempted murder of Veljko Belivuk and Marko Miljković at the Tivat airport was organized by certain structures from the Serbian BIA and that these structures from the BIA cooperated with the Kavač clan in the trafficking of narcotics and provided them with protection," Katnić stated in his defense.
"Zvicer received data on compromising recordings of politicians, prosecutors, judges, as well as recordings of murders"
"Prosecutor Šoškić submits to the 'Libertas' portal, and in order to deceive both the public and the editors of the 'Libertas' portal, a screenshot of Ljubo Milović from 11. 12. 2020 from the joint chat group of Milović, Lazović and Zvicer, with an image of a bank statement or an image of a cryptocurrency bank account showing that there are 49.624.511,10 euros in that account, which was in the Sky communication with a clear suggestion that despite this, I did not initiate criminal prosecution, nor did Saša Čađenović, whose arrest followed. All of this was used by Serbian services and placed via the 'Insajder' portal from 03. 06. 2023, which was reported by the 'Libertas' portal from 27. 09. 2023, that Radoje Zvicer had connections and positions in the Ministry of the Interior and the BIA of Serbia through Ljubo Milović and that he collected data through these connections on members "The Skaljar clan is being prosecuted by the Serbian Ministry of Interior and BIA, which is not true because Radoje Zvicer knew very well who the members of the Skaljar clan were and what crimes they committed," said Katnić.
He also stated that Radoje Zvicer collected and obtained data on the Fifth Directorate of the BIA's collaborator network from Montenegro, as well as compromising recordings of politicians, prosecutors, judges, as well as recordings of murders and the persons who committed those murders, as well as recordings and evidence of which persons from the police and prosecutor's office, the court and politics were corrupt and received money from Serbia and criminal structures.
"The evidence that confirms this has been hidden and further altered by the prosecutor. This is also confirmed by the communication between Radoje Zvicer and Ljubo Milović from March 6, 2021, which the prosecutor hid. So in this hidden and obviously altered communication, which I propose that the court present at the main hearing as evidence, Radoje Zvicer sends a message: 'What do you think I should tell this person to post the recording on YouTube to take the pressure off us', and Ljubo Milović replies: 'Mile to post it', and Zvicer confirms: 'Yes'. Then Ljubo Milović asks: 'Do you think they have the recording too', to which Radoje Zvicer asks: 'Which one, but the prosecutor omitted Ljubo Milović's answer, and Radoje Zvicer replies: 'There is no one without me', claims Katnić.
Katnić said that Ljubo Milović collected data from criminal structures for the Kavači criminal organization, especially in order to protect prominent members of the Kavači clan and organizer Radoje Zvicer, as evidenced by the communication he had with PIN 5S7GLO with an unidentified person with PIN AFDHP4 on January 22, 2020.
"So an unidentified person sends a message to Ljubo Milović: 'There are a couple of heirs here besides Boban who were in the shadows. I think the slaughter is only just beginning'. In this case, the prosecution also deleted all of Ljubo Milović's messages, and it is clear that he is receiving extremely important information through communication with this person. The prosecutor finds evidence for Zoran Lazović that he formed a criminal organization in the misleading communications of Petar Lazović that he sent to Radoje Zvicer for days. However, the prosecutor also has at his disposal communications conducted by Radoje Zvicer and Milan Vujotić, who is the third man in this criminal organization and a connection to criminal structures abroad. Despite this, the prosecutor hides them and additionally changes and falsifies them because they undermine what he tried to plant in the indictment, along with hiding, changing and falsifying them. So Radoje Zvicer from PIN 8MA869 to PIN DCSLKQ on 24. 01. 2021. sends a message to Milan Vujotić with the following content: 'They know that I bought two blinds and I showed them which ones, they didn't let me pay for lunch the day before yesterday in honor of Ognjen, but Zoran told me to call Kotor or somewhere else and pay, tonight I said when I pay for lunch and to tell them to their faces that they won't make Delić out of me or any other spies, I'm only interested in these enemies. I will help Montenegro within the limits that I think, like now the elections in the National League my relatives and friends'.
"The Swiss didn't want to be a spy"
"So, Radoje Zvicer is completely clear in his position and conclusions and what he is ready to tell Zoran Lazovic to his face, which is that he will not and cannot make him a spy, or an associate. There is no cooperation whatsoever, which the prosecutor speaks of without evidence in the indictment. There is no talk of protection from criminal prosecution. There is no sharing of money. On the contrary, Radoje Zvicer sees Zoran Lazovic as a danger. What he wants to say and what interests Radoje Zvicer are the enemies. For Montenegro, he is ready to do what he personally assesses is necessary, such as enlisting relatives and friends on the side of the authorities and the DPS for the elections in Nikšić," Katnić said at the trial.
"... And when Ljubo Milović informed Radoje Zvicer about all this, he sent Ljubo Milović a message with the following content: 'Brother, I have the UKP, I have the MUP, I'm not talking off the top of my head. Vučić directly sent the police to that same door 40 minutes before you told me to.' So, they are pretending to Europol that they are seriously working against criminal structures, and Vučić is expressing his gratitude to Veljko Belivuk through police officers, creating in him the belief that they are not attacking. The communications of Danijel Jovanović, which have lasted for a year, and the communications of Ljubo Milović and Radoje Zvicer confirm the complete criminal connection between the Kavac criminal clan and the security structures of Serbia, as well as the involvement of the BIA in the commission of the most serious crimes both on the territory of Serbia and on the territory of Montenegro, as well as the personal connections of the highest Serbian officials with Veljko Belivuk, Radoje Zvicer, Ljubo Milović and others. How did Veljko Belivuk and Marko Miljković become burden and danger to the structures of the Serbian government for which they committed serious crimes, the BIA made a decision to send Veljko Belivuk and Marko Miljković to Montenegro where they would be deprived of their lives, and to present everything as a criminal showdown. From these hidden, but significantly altered and falsified communications, it clearly follows that the Ministry of Interior and the BIA of Serbia had not only knowledge, but also enough evidence to arrest Veljko Belivuk and Marko Miljković and not allow them to leave Serbia on January 17, 2021," said Katnić.
"The decision of BIA structures to send Belivuk and Miljković to Montenegro and be deprived of their lives there"
However, despite the reasons given for the decision of the BIA structures to send Veljko Belivuk and Marko Miljković to Montenegro and have them killed there, the intention of these two to independently engage in the upcoming elections in Serbia also stands, said Katnić.
He added that this is confirmed by the communication between Radoje Zvicer with PIN 8MA869 and Marko Miljković with PIN PU0HVI dated January 31, 2021, "which the prosecutor hid and further altered because he removed all of Radoje Zvicer's messages from this communication, so I ask the court to obtain the original and present it as evidence at the main trial."

Marko Miljković has no information that Korac was under BIA protection at the time, so he continues his communication with Radoje Zvicer with the message: 'I would do anything to get this guy out of power. We will push everything through the fans, we don't want to be in the forefront anywhere. ... Believe me, we can succeed, his uncle is strong in the SNS and hates Vučić, and he is the Serbian ambassador to the Czech Republic and his term is expiring and now he is coming back and wants to participate, we are now creating an association and then we will rename it into a party so that it can run in the elections, and he is untainted, educated, has a university degree and is a serious speaker. The girl from the SNS will give us all the documentation about Vučić and his brother about dirty deals, so we can send it to you and sell it to Junior Americans.'
Katnić then continues.
"Veselin Milić, who served as the Chief of the Belgrade Ministry of Interior, and who, according to Danijel Jovanović, was assigned to sweep the Ministry of Interior and the street, on January 16, 2021, in the evening hours, informed Milovan Pavićević, the Chief of the Podgorica Central Police Station, that on January 17, 2021, Veljko Belivuk and Marko Miljković would enter Montenegro at Tivat Airport. After that, he sent him precise information, namely the date, time and flight number, on which they would come from Belgrade to Tivat. Veljko Belivuk spoke about the cooperation with the political and security structures of Serbia, which resulted in their organizing the murder of him, in his defense in the criminal case conducted against him by the SDT, which I led."
"Even the birds on the branch know that I have been in the SNS since 2011"
"Thus, in the minutes of his hearing IP No. 115/21 of 10. 02. 2021, he stated, among other things: 'Even the birds on the branch know that I have been in the SNS since the end of 2011. That I have done everything that was required for them on the territory of the Republic of Serbia. When the late Aleksandar Stanković and I were asked to participate in the overthrow of the political party of the current government for the October parliamentary elections in Montenegro in 2016, I refused. In early October 2016, Nenad Vučković-Vučko told the late Stanković and me that the state is asking us to create a team of a few people who will be physically ready and fit to go to Montenegro before the parliamentary elections, where weapons and instructions will be waiting for us, and to wait until they tell us to storm the parliament or possibly to find out the exact location of Milo Đukanović, to storm it and deprive him of his freedom.'"
Katnić said that he then stated that the ban on him and Miljković entering Montenegro was lifted on the orders of Aleksandar Vulin and Svetozar Vujačić, Marko Miljković's grandfather.
"Without Vulin's approval, there is no possibility for Veljko Belivuk and Marko Miljković to approach Belgrade airport, let alone travel to Montenegro. Members of the 'Skaljar clan', who were at this time under the protection of the Serbian Ministry of Interior and BIA, were informed of their arrival at the same time as Belivuk and Miljković arrived in Montenegro. This could not have been done by anyone other than those who were familiar with this information, which are members of the BIA. That this is true is confirmed by the statement of Milovan Pavićević from May 27, 2024, who on page 4, among other things, states: 'It is easy to check when this information was obtained because it is in the case files and in the police records, so it will be best to determine from this whether we received the information from the collaborators the day before they arrived in Montenegro or the day after they arrived in Montenegro'. The collaborator is the person who was assigned by the 'Skaljar clan to take the life of Veljko Belivuk and Marko Miljković. I have repeatedly asked the prosecutor to provide me with a statement from this associate, which he refused. It is clear that Belivuk and Miljković are not a higher priority target for the Skaljar clan from Montenegro than Slobodan Kašćelan, but they are for members of the Serbian BIA, which is why they are undertaking these activities to deprive Veljko Belivuk and Marko Miljković of their lives. The Skaljar clan could not possibly have found out when Veljko Belivuk and Marko Miljković were returning to Belgrade because they kept it a secret, and Marko Miljković only informed, at Vulin's suggestion, members of the BIA who informed the Skaljar clan. So, I only stated these facts because they are true and completely verified."
Katnić also said that the prosecutor "finds evidence for Zoran Lazović that he formed a criminal organization in the misleading communications from Petar Lazović that he sent to Radoje Zvicer for days."
"However, the prosecutor also has at his disposal communications conducted by Radoje Zvicer and Milan Vujotić, who is the third man in this criminal organization and a connection to criminal structures abroad. The prosecutor is hiding them and additionally changing and falsifying them because they undermine what he tried to plant in the indictment, along with hiding, changing and falsifying them. Thus, Radoje Zvicer from PIN 8MA869 to PIN DCSLKQ on January 24, 2021, sends a message to Milan Vujotić with the following content: ...'And let me tell them to their faces that they will not make Delić out of me or any other spies, I am only interested in these enemies. I will help Montenegro within the limits that I think, like now the elections in the National Football League, my relatives and friends'. Therefore, Radoje Zvicer is completely clear in his position and conclusions and what he is ready to tell Zoran Lazović to his face, which is that he will not and cannot make him a spy, or an associate. There is no cooperation that the prosecutor speaks of without evidence in the indictment. There is no "There is no talk of protection from criminal prosecution. There is no sharing of money. On the contrary, Radoje Zvicer sees Zoran Lazovic as a danger. What he wants to say and what interests Radoje Zvicer are the enemies. For Montenegro, he is ready to do what he personally deems necessary, such as enlisting relatives and friends on the side of the authorities and the DPS for the elections in Nikšić."
"It is not possible for any person to express his position and the relationship that existed between Radoje Zvicer and Zoran Lazovic more precisely than Radoje Zvicer did in this communication with Milan Vujotic. It is clear from it, if we assume it is true, that Zoran Lazovic is trying to hire Radoje Zvicer as an associate, that Radoje Zvicer is preparing to refuse it. That he is not interested in any cooperation and that he is setting a condition that he will deprive the Chief Special Prosecutor, that is, me or Dragan Radonjic, or both, of life if I do not hand over Jovan Vukotic to him. Jovan Vukotic was not handed over to him. On the contrary, his liquidation prepared in the Kotor Security Department was prevented and, as far as I know, based on information from Petar Lazovic. Radoje Zvicer is also charged with this attempted murder," Milivoje Katnic, the former Chief Special Prosecutor, stated in his defense.
