On the continent Martin i Stefan Jankovic, Edin i Elvin Muratovic, Vladimir Ulama, Marko Perunicic i Stefan Mićić were sentenced to a total of 19 years in prison because, on the orders of the head of the criminal group, they monitored and observed during August 2020 Nikola Spasojevic, certain Ivana and some other persons and waited for instructions for their liquidation.
The verdict, which was reached solely on the basis of circumstantial evidence, was pronounced by the Panel of Judges at the Podgorica High Court on October 15th of this year. Igor Đuričković.
Martin and Stefan Janković, Elvin Muratović and Marko Peruničić were sentenced to two years and six months in prison, while Edin Muratović, Vladimir Ulama and Stefan Mićić each received half a year more in prison.
“On 15. 10. 2025, the Higher Court in Podgorica issued a verdict by which the defendants J. M, J. S, M. E, M. E, U. V, PM and MS were found guilty of the criminal offense of creating a criminal organization under Art. 401a, paragraph 2 in conjunction with paragraphs 1 and 6 of the Criminal Code of Montenegro and sentenced to prison terms, namely the first defendant JM to a prison sentence of 2 (in words: two) years and 6 (in words: six) months, the second defendant JS to a prison sentence of 2 (in words: two) years and 6 (in words: six) months, the third defendant ME to a prison sentence of 3 (in words: three) years, the fourth defendant ME to a prison sentence of 2 (in words: two) years and 6 (in words: six) months, the fifth defendant UV to a prison sentence of 3 (in words: three) year, the sixth defendant PM to a prison sentence of 2 (letters: two) years and 6 (letters: six) months, and the seventh defendant MS to a prison sentence of 3 (letters: three) years", was answered by "News" from the High Court.
The Special State Prosecutor's Office (SDT) charged these members of the Bar cell of the Skaljar clan with creating a criminal organization and preparing a liquidation.
Special prosecutor Miroslav Turković During the investigation, he collected material evidence, which supported Europol's allegations, submitted through international legal assistance.
According to the prosecution's files, the Bar skaljarci (scoundrels) were involved in a series of acts for months in the summer of 2020, at the behest of the organizer, now deceased. Milo Radulović called Captain, developed several plans to eliminate Spasojević, an associate of the accused drug lord from Pljevlja Darko Sarić.
They planned to have Spasojević killed by their "kamikaze" in a public place - in a shopping mall or in front of a polling station - in order to demonstrate their power.
In parallel with these plans, they also considered the possibility of killing Spasojević while he was meeting with a woman from Budva, during a meeting at a villa in Reževići, which is why the soldiers of the Škaljari army began to spy on them.
They forged those plans in the summer of 2020, before the parliamentary elections, but also after that, when they monitored Spasojević and his family members.
The SDT claims that in August 2020, the now-convicted Baranis, aware of their actions, became members of a criminal group organized by the late Radulović, who used a mobile phone with an encrypted communication application - Sky, with the code KJT8N6.
The criminal group, as stated in the SDT indictment, from August 28 until the first half of September, divided into two groups, monitored Spasojević.
"From convenient positions, they monitored Spasojević, his house, and his car, with the aim of taking his life out of ruthless revenge. Divided into groups, Stefan Janković and Edin Muratović, and the second group consisted of Edin Muratović and Stefan Micić, monitored Spasojević's house in Bar from a convenient position on a hill, which remained undefended. Every day, arranged in shifts, with the help of technical devices - cameras, they monitored the house and two vehicles, a 'Mercedes' and a 'BMW'," the indictment states.
Mićić and Martin Janković observed Spasojević in the center of Bar, sharing information and photos of his movements through a joint group on Sky - KJT8N6:13.
The SDT states in its files that the defendants Ulama and Peruničić, on the orders of the organizer, followed Spasojević from positions in Sutomore and Virpazar. According to these allegations, Ulama recruited another unknown person to watch the main road in Virpazar with him.
The convicted Skaljarci from Bar, as stated in the files, monitored Spasojević's house and car until September 7th of that year, when the street near his house was closed due to construction work.
However, it is claimed that until October 14 of that year, they exchanged information through Sky that was important for tracking Spasojević, whom they planned to kill in a "convenient position."
"They took these actions until October 14, 2020, when the activities ceased, because Mile Radulpović was kidnapped and then deprived of his life, for which the SDT filed an indictment on June 6, 2022," the indictment states.
Organizer Mile Radulović was first lured to a meeting in Stanjevića Rupa in Spuž, a few months after Spasojević was stalked, on October 14, 2020, where he was kidnapped.
After a little over two months of brutal torture, members of the Kavač clan strangled the man with an electrical extension cord on December 21, 2020, and then took his body to Lovćen and burned it at the stake.
Radulović was kidnapped in Spuž on the same day as Damir Hodzic and his brother-in-law Adis Spahic, who had no criminal record. They were killed on the same day.
Their bodies, like Radulović's, were never found.

Monitored movements, house, family...
Special prosecutors claim that the organizer planned the murders and determined who should be killed, the way it should be done, and the place where the murders would be carried out.
According to the SDT files, this person issued orders and instructions to members of the criminal organization, provided money and motor vehicles for the commission of criminal offenses, weapons and explosives intended for the commission of criminal offenses for which the criminal organization was created. He also supervised and controlled members of the criminal organization and incited them to commit criminal offenses.
Martin Janković's role, the special prosecutors claim, was to collect information and data, both alone and with his team, about the place, time and method of most favorable execution of the murders of those people who were on the list for execution.
In addition, his duties included observing and monitoring the movements of "targets" and informing the organizer and other members of the criminal organization about the information collected.
His brother Stefan, who is on the run, was tasked with observing and monitoring people whose murders were planned, along with other members of the criminal organization, and collecting data on cars used by "persons who are the subject of interest of the criminal organization."
The SDT files state that the brothers Edin and Elvin Muratović had similar duties to the Jankovićs. Edin's was to monitor and collect data on the movements of persons of interest to the criminal organization, i.e., whose murders were planned, and to report the information collected to the organizer. His brother agreed that, together with other members of the criminal organization, he would observe and monitor those whose murders had been arranged.
It is written in the files that the defendant Vladimir Ulama, who is also on the run, was in charge of following those whose murders were planned in the territory of Virpazar.
Baranin Marko Perunović was tasked with observing the movements of persons whose murder was planned and delivering the collected information to the organizers of the criminal organization.
The role of Stefan Mićić, who has been in prison for a long time, was to collect information about the place of residence of those who were on the list to be killed, but also to procure and deliver to other members of the clan photos of those people, their houses, vehicles...
Allegedly, he delivered those photos to the organizers of the criminal group and other members of the clan.
