The Police Directorate claims that the video clearly shows that the foreign suspect is holding a knife in his hands, while they are still investigating what the Montenegrin citizen was holding in his hand during the conflict in the Podgorica neighborhood of Zabjelo on October 26.
This is how the institution reacted to the allegations of a Montenegrin portal, which published a clip from the video, stating that "Turkish citizens were victims of bullies, not attackers?".
"In order to prevent the spread of misinformation and transparently inform the public, we are attaching a clip of a video taken from this portal, which shows the suspect, from under his clothes, pulling out a suitable tool - a knife, which is suspected of being used in the commission of a criminal offense. While in relation to other participants in the event from the video, as well as the person - a Montenegrin citizen shown in the picture from the aforementioned portal, in relation to the object that this person is holding in his hand, responsibility will be determined through detailed analysis and expert examination, as well as which suitable tool it is," the police statement reads.

They said that the Police Directorate and the competent prosecutor's office are continuing to implement further measures and actions in that case, and in relation to the other participants in the event.
"Regarding the text published on the Kodex.me portal entitled 'Video reveals the truth – Turkish citizens were victims of thugs, not attackers?' which refers to the event of 26.10. 2025, when a person was injured by a knife in the Zabjelo neighborhood in Podgorica, and in order to provide accurate and objective information, we inform the public of the following: police officers of the Podgorica Security Department immediately upon learning of the incident took measures and actions within their jurisdiction, notified the Higher and Basic State Prosecutor's Offices in Podgorica, identified eight persons, participants in the event, three of whom - Montenegrin citizens - were in the company of the injured party - MJ. Also, among these eight persons, four foreign citizens were identified - two persons were deprived of their liberty on suspicion of having committed the criminal offense of violent behavior against MJ (YG, 31, a citizen of Azerbaijan, and ND, 54, a citizen of Turkey), while search measures and actions are being taken in relation to the remaining two persons with the aim of locating and detaining them," the statement reads.
They say that the Podgorica police have taken all measures and actions within their jurisdiction in their activities so far and have promptly removed the video surveillance covering the scene, as well as "all information collected from individuals", and submitted all documentation and case files to the Basic State Prosecutor's Office in Podgorica and the Higher State Prosecutor's Office in Podgorica for assessment, opinion, determination of the responsibility of all participants in the event and legal qualification.
They remind that the legal qualification of the committed criminal offense and the determination of the responsibility of the participants are carried out by the State Prosecutor's Office, not the Police Directorate.
"The competent state prosecutor's office will take further measures and actions in the further course of the procedure, and conduct a detailed analysis and necessary expert assessments in order to fully clarify the event and the exempted video surveillance. In order to prevent the spread of misinformation and transparently inform the public, we are attaching a clip of the recording taken from this portal, which shows the suspect, from under his clothes, pulling out a suitable tool - a knife, which is suspected of being used in the commission of a criminal offense. While in relation to other participants in the event from the video, as well as the person - a Montenegrin citizen shown in the picture from the aforementioned portal, in relation to the object that this person is holding in his hand, a detailed analysis and expert assessment will determine responsibility and which suitable tool it is. The Police Directorate and the competent prosecutor's office continue to implement further measures and actions in this case and in relation to other participants in the event," they announced.
