Get everyone out of the house... And say you didn't attack them and that you didn't have a weapon... Say they attacked you on your property, to take down your Montenegrin flag.
With those words, the policeman Petar Lazovic he taught Zoran Žuto Đukanović What should he do, after he was publicly accused by the Democratic Montenegro (Democrats) of physically and verbally attacking an official during the election campaign for Nikšić? Krsto Radović and activists of that party.
The former secret agent, at the invitation of the now-indicted member of the so-called Tobacco Grand Clan, joins the election race to help the Democratic Party of Socialists (DPS), after noting that everyone from the DF is roaming the city, that a lot of people have come from Serbia:
“And everyone is involved against us, along with this local scumbag of ours,” Žuti says in a message sent on February 23, 2021.
The elections in that municipality were held in March of that year, when the DPS "moved" to the opposition benches - the campaign was full of negative charges and the previous government and the opposition exchanged serious accusations.
Correspondence of Lazović, who wrote on Sky under the pseudonym Junior, with Đukanović hidden from view Lover, was preceded by a conference of the Democrats, from which they accused certain Nikšić criminals of the attack that day.
Radović told reporters that the physical attack occurred during a tour of Kočani and that the people who attacked them were armed:
"According to my knowledge, these are individuals who are very well known in the Nikšić criminal milieu," said a Democratic official at the time.
At the same time, he stated that the police did not protect them, but rather harassed them further.
Remove everything...
Shortly after the information about the attack was published in the media, the then active police officer organized how to cover up the case, or rather, turn it around in their favor.
"Remove everything from the house that doesn't belong there... And say that you didn't attack them and didn't have a weapon, that they attacked you on your property to take down your Montenegrin flag," Lazović writes.
The accused cigarette smuggler, almost two hours later, reports to the police that everything is clean in the house, announces that he will listen and report the other party to the police...
Then he brags about his "results from the field": "The bitch is crying and apologizing, 4 of them brothers, and me and my son"...
A few hours later, the man from Nikšić informs Lazović that he has finished everything, but that he has again met with the "warring party"...
"I just finished a lap around town when this trash is in front of their club... I go out and do all sorts of things. F*ck, I said, were there four of you today and you were silent and then you barked like I had a weapon. The misery has gone to shit," explains Đukanović.
When asked by the policeman - Who is that, he replies: "Krsto Radović, the one from Bd, scum... The President of the Assembly, I think, with 3 others... You bastards, they've been let off too much, believe me"...
Arrests
Three years after that correspondence, Đukanović was arrested in an operation by the Special State Prosecutor's Office, as part of a group of cigarette smugglers that he led. Aleksandar Aco Mijajlović.
The prosecution documents state that Mijajlović organized a criminal group in 2019, whose members included Đukanović, as well as Dejan Jokić, Golub Vojinović, Milenko Rabrenović, Radoje Rabrenović, Mirko Mijušković and Dragan Backović, "as well as other currently unidentified persons"...
"Whereas each member of the criminal organization had a predetermined task and role, and the activities of the criminal organization were planned for an unlimited period of time, with the application of precisely defined rules of internal control and discipline of members, where the activities of the criminal organization were planned and implemented on an international scale, and the activities used economic and business structures, in such a way that the accused Aleksandar Mijajlović, together with another now unidentified organizer of the criminal organization, in order to implement the criminal plan to deal with the transfer and sale of cigarettes, goods whose circulation is restricted, across the customs line while avoiding customs supervision measures and selling, distributing or concealing undeclared goods - cigarettes, recruited the accused and other now unidentified persons as members of the criminal organization, assigned them roles and tasks, and directly or through other members of the criminal organization gave instructions and directions to members of the criminal organization to commit criminal offenses for which the criminal organization was organized in order to acquire unlawful material gain for itself and the criminal organization, and thus procured cigarettes from abroad, organized their "delivery to Montenegro, storage, transfer across the customs line, while avoiding customs supervision measures," the files of the Special State Prosecutor's Office state.
Arrest of Lazović
Petar Lazović was arrested on July 18, 2022, when he was handcuffed on the orders of the Special State Prosecutor's Office (SDT) on charges that he subordinated the police service to the interests of the Kavač clan.
These accusations followed after the SDT, on the orders of the then-elected Chief Special Prosecutor Vladimir Novović, re-established a criminal case in May 2022, based on data that Europol had sent to the previous leadership of the prosecutor's office in June 2021.
Previously, the then Special Prosecutor Saša Čađenović decided in January 2022 that there were no elements to initiate criminal proceedings against anyone. At that time, the Chief Special Prosecutor was Milivoje Katnić.
Čađenović was arrested on December 9, 2022, on suspicion of becoming a member of a criminal organization, and Katnić and Petar Lazović's father, former police official Zoran Lazović, were arrested on April 14, 2024. They are also accused of protecting the Kavčani people.
Election result
In the elections in Nikšić, held in March 2021, the coalition "European Team for Nikšić", gathered around the Democratic Party of Socialists (DPS) which was then managed by Milo Đukanović, won 40,4 percent of the votes (18 mandates), the coalition "For the future of Nikšić ", led by the Democratic Front (DF), won 25,9 percent (11 mandates), the Democrats' list "Peace is our nation" was voted by 23,2 percent of citizens (10 mandates), the "Black on White" coalition of the Civic Movement (URA) was supported by 4,5 percent of citizens (one mandate), and the People's Movement of Miodrag Daka Davidović by 3,3 percent (one mandate).
The government was formed by DF, Democrats and GP URA, and DPS, which until then governed Nikšić, moved to the opposition.
