Officers of the Police Directorate, in joint activities with the Higher State Prosecutor's Office in Podgorica and in close cooperation with officers of the Intelligence and Security Directorate of the Ministry of Defense, as well as in previous communication with the Basic State Prosecutor's Office in Podgorica, implemented the multi-month police operation "Lugansk", aimed at proving the participation of persons in foreign armed formations, contrary to the law and the rules of international law.
Danko Savić (61) and Dejan Braletić (64) were arrested in the operation.
Searches were also conducted at the homes of Jovan Burić, Đorđi Vukmir, Borislav Jovović, Žarko Jovanović, Goran Kovačević, Branko Grujičić, Mladen Ajkunić and Danka Vukčević.
This was announced by the Police Directorate, stating that 12 people have been included in the operation so far, and that during yesterday's day and night, searches were carried out at 13 locations - 12 residential and auxiliary buildings and one law firm, in the area of three cities: Danilovgrad, Nikšić and Podgorica:
"In which were found and seized: 24 firearms, over 1.000 rounds of ammunition, several frames, nine knives, sabers and bayonets, as well as uniforms, flags and other insignia of formation organizations and groups, and other items that can be seized according to the law, in connection with these and related criminal offenses."
"Police officers of the Danilovgrad Security Department, together with officers of the Podgorica Security Department and the Nikšić Security Department, in this significant police operation, based on the conducted police-prosecutorial activities and appropriate expert assessments, identified and deprived of liberty DS (61) from Danilovgrad, suspected of committing the criminal offense of participating in foreign armed formations.
"Material evidence collected in the previous period indicates suspicion that DS, contrary to the law and the rules of international law, participated in a foreign armed formation of the Russian Federation, including in Lugansk, in the war that Russia is waging against Ukraine on Ukrainian territory, in the period from the beginning of 2023 to the beginning of 2025, and that based on participation in a foreign war and in connection with the commission of this criminal offense, he illegally acquired and possessed huge amounts of money, of which 1.500.000 euros (one million and five hundred thousand euros) were in the current account of this person," the UP said.
They explain that during a search of the residential and other premises used by Savić, the police found and confiscated: "An air rifle without the necessary documentation, several pieces of military uniform, body armor, helmets, Cossack Brotherhood uniforms, communication devices, SIM cards, membership cards, a large number of bills and payment slips, certificates of citizenship and passports of foreign countries, a booklet for participation in the front, proof of ownership of valuable real estate, as well as other objects and things."
The UP explains that police and prosecutorial activities have been expanded to include 11 more people.
"One person, in whose possession a weapon was found - DB (74) from Danilovgrad, was also deprived of his liberty, on suspicion of having committed the criminal offense of illegal possession and carrying of weapons and explosives, and during the search, in addition to this weapon - a hunting rifle in illegal possession, 18 pieces of ammunition were also found."
They point out that during a search of the apartment and other premises used by Jovan Burić (64) from Nikšić, a "Zastava" M57 pistol with three magazines containing 27 rounds of ammunition, a rifle bullet, a maneuvering bullet, a uniform, a Russian flag, a Cossack flag, five larger knives and a Cossack sword were found and seized.
During a search of Đorđi Vukmir from Nikšić, police officers found two Zastava pistols, 803 rounds of ammunition, a pistol frame with eight rounds of ammunition, a USB memory stick, a drone, and three laptops.
During a search of the premises used by Borislav Jovović (47), a resident of Danilovgrad, police officers found a Cossack saber, a Cossack uniform, several emblems, two bayonets, military equipment and means of communication.
"A search of the house of Ž.J. (38) from Danilovgrad resulted in the discovery of a communication device, a pistol holster, a spare frame holster, binoculars and a laptop. A search of the house of GK (49) from Danilovgrad resulted in the discovery of five means of communication, a flash memory, two SIM card covers, emblems, military equipment, a Cossack uniform and three travel documents. A search of the apartment of BG (55) from Nikšić resulted in the discovery and seizure of two communication devices. A communication device, a tablet and two SIM card covers were found and seized from MA (35). A search of the house of DV (31) from Podgorica resulted in the discovery and seizure of two communication devices and SIM card covers.
"A search of the apartment and other premises of Vukoman Bulatović (59) in Podgorica resulted in the discovery and seizure of 20 weapons, for which comprehensive checks will be carried out on the legality of possession and acquisition, in accordance with the Law on Weapons, in order to determine the legality and justification of collecting and keeping weapons. A search of Đ.V.'s law office in Podgorica was also carried out, during which no illegal items or objects were found," the UP said.
They pointed out that they were looking for Ž.O.
"The competent state prosecutors have been informed about the incident and the found and seized items, for further action. In order to conduct further evidentiary actions for the commission of the criminal offense of participation in foreign armed formations, the case files and items will be submitted to the Higher State Prosecutor's Office in Podgorica. When it comes to the person DS, deprived of liberty for the aforementioned criminal offense, we remind you that officers of the Danilovgrad Security Department deprived him of liberty in the previous period, in June 2025, on suspicion that he had committed the criminal offense of unauthorized possession and carrying of weapons and explosive substances, when a search of his house found 12 kilograms of explosives, packed in smaller packages of 200 grams in the form of a belt. The person was then handed over to the competent state prosecutor, with a criminal report," the UP said.
They say that the Montenegrin police are determined to continue their planned coordinated measures and activities to confront modern high-ranking security threats, by identifying and detecting malignant and hybrid activities, which come from within and with elements of foreign countries, and by precisely operationalizing activities to demystify criminal manifestations and neutralize all illegal activities of organized criminal groups and persons associated with them operating on the territory of Montenegro and around the world.
