The security situation in Ulcinj is stable, all crimes committed since the beginning of the year have been solved, there is no primary activity of organized crime groups (OCG) in the city, while operationally interesting investors and suspicious money flows are being monitored.

This is stated in the response of the Police Directorate (PD) to questions from "Vijesti" regarding the state of security and crime in the area of operation of the Security Department (OD) Ulcinj.

"The current security situation in Ulcinj is stable. The state of crime and public order is favorable, which is supported by the fact that not a single criminal offense committed in the territory of the Ulcinj municipality since the beginning of the year has remained unsolved. In the area of jurisdiction of the Ulcinj Police Department, from 1. 1. 2025 to 10. 11. 2025, 157 criminal offenses were registered. Of the total number of criminal offenses, 134 were committed by a known perpetrator, while 23 were committed by an unknown perpetrator. All criminal offenses committed by an unknown perpetrator have been solved in the meantime," the response reads.

When it comes to the public promotion of prostitution through websites, often under the guise of physiotherapy and massage services, the police claim that they are taking all measures and actions in campaigns aimed at detecting, preventing and suppressing prostitution.

"Police officers act upon information about such possible illegal actions and visit the mentioned parts of the city on a daily basis. In doing so, they conduct inspections of potential places where forms of providing sexual services for money could possibly occur. Accordingly, other measures and actions are being taken to identify users of controversial websites where prostitution is promoted, and at the same time, persons who are associated with prostitution are being identified and prosecuted," the response states, recalling that OB officers, in the "Liberterra III" operation, in the Ulcinjsko Polje settlement, on November 20, deprived three Chinese citizens of their liberty for engaging in prostitution and prosecuted them in the competent court.

"Other organizational units of the Police Directorate are also involved in activities related to this area, in connection with measures and actions that are implemented at the criminal police level throughout the country, in actions aimed at detecting, preventing and suppressing prostitution."

They claim that in the area of operation of the Ulcinj Military District there is no primary activity of members of organized crime groups:

"However, during the summer months, since Ulcinj is a tourist destination, persons belonging to organized criminal groups also stay in the city area with tourists from other cities, and accordingly, all necessary measures and actions are taken to locate, record and act against such persons, in order to prevent criminal activities or possible mutual settlements."

Lack of staff, they monitor suspicious money flows

They state that "as in all other organizational units in the Police Department, there is a shortage of police officers in the Ulcinj Police Department."

"This is an inherited problem that we have been facing for some time and for which concrete activities are being undertaken by the current leadership of the Ministry of Internal Affairs and the Police Department. However, even in these circumstances, while the resolution of these problems is ongoing, by setting up the service, planned activities, targeting priority tasks, as well as additional engagement of the existing police force, members of the Ulcinj Police Department can adequately respond to the security challenges that are facing them, and at the same time provide a stable environment for the life and work of the citizens of Ulcinj, as well as for the stay of tourists in the city."

They note that during the tourist season, police officers from other organizational units and a number from other countries have been engaged in assistance in the Ulcinj Police Station, as well as in other coastal cities, as part of an exchange project that has been implemented for years during the summer, which, as they state, greatly contributes to the quick and efficient performance of regular tasks and duties.

The police point out that the problem of illegal construction, in the Ulcinj area, but also throughout the country, is primarily controlled and resolved by other state institutions, whose job descriptions include this in accordance with their jurisdiction - the construction inspection, municipal police and other inspection bodies.

"The actions of police officers, when it comes to illegal construction, in the previous period referred to recording investors of buildings without a building permit, informing the prosecutor's office about illegal activities, and filing criminal charges against persons who committed criminal offenses whose prosecution, in accordance with the law, is undertaken ex officio. Other activities, such as prohibiting the construction of buildings without a building permit, possibly issuing decisions on the demolition or removal of such buildings, are in the domain of other state bodies and institutions. The police monitor suspicious money flows, both domestic and foreign investors, and in cooperation with other organizational units of the Police Directorate, measures and actions are taken to suppress such phenomena. The focus is on operationally interesting persons from the country and the region, as well as on the possible investment of money acquired through criminal activities."

Migrants are not the problem

The police claim that migrants do not pose a particular security risk to the city.

They state that "there is no information that such persons reside, or that they are staying in the city in an organized manner or in groups."

"Ulcinj was, in the past, a transit route for migrants, and even then such persons did not stay in the city area. Also, in the last few years, a very small number of migrants passing through the territory belonging to the municipality of Ulcinj has been recorded."

They add that the number of migrants attempting to migrate through the territory of our country to European Union countries is now lower than in the previous period.

"Although migratory movements on the Western Balkan route are constant, the number of registered migrants in Montenegro is 16 percent lower this year compared to the previous year, while there are almost no significant migratory movements recorded in the territory of Ulcinj, and these are mostly periodic and individual phenomena that do not pose a particular security risk at this time."

194 drivers behind bars for drugs and alcohol

In response to the question regarding the detection and prevention of the distribution and use of narcotics, it is emphasized that members of the Ulcinj Police Department conduct targeted actions aimed at combating drug abuse.

"Where persons suspected of distributing or abusing narcotics are continuously identified, detained, deprived of liberty and prosecuted. At the same time, members of the Ulcinj Police Department, in targeted actions, continuously test drivers for the presence of narcotics while driving, and on that basis, on a monthly basis, dozens of drivers are deprived of liberty, including drivers who refused to be tested for the presence of narcotics, after which these persons are brought to the jurisdiction of the Budva Minor Offences Court - Ulcinj Department."

It is added that this year, as of November 10, police officers have arrested 83 drivers for driving under the influence of alcohol, as well as for refusing to submit to a breathalyzer test.

In the same period, it is emphasized, 113 drivers were deprived of their liberty for driving under the influence of psychoactive substances, as well as for refusing to submit to testing for the presence of psychoactive substances in their bodies.
