Đordjija Đoko Pavicevic he first thought that trucks Sander Stanaj They enter the port and directly take the cigarettes, but he realized that it was a risky business, so he gave up and decided on another option of taking these tobacco products out of the Free Zone in Bar.
This is what a former secret agent said during a hearing with special prosecutors Dusko Golubovic, claiming that he never participated in this illegal business, but that he only mediated - transmitting messages between the two.
"He always confirmed to Pavićević that 'the fat one' would send a truck that would be at the agreed location, always 'near the cathedral on the boulevard'," the files of the Special State Prosecutor's Office (SDT) state.
During one conversation, he writes, he asked Đoko Pavićević how he was getting cigars out of the Port of Bar for Stanaj, or rather what the system was...
"Pavićević told him that the initial intention was for the trucks sent by Sander Stanaj, and he could send no more than one every few days, to enter the port. However, the driver of that truck would be conspicuous because he did not come often and would be under surveillance by the people working at the gate, so he decided to export the cigarettes from the Free Zone, and from his warehouse, to the warehouse he had at the roundabout in Bar. That warehouse in Bar, he thinks, was called 'ABC' and he later sold that warehouse, he thinks, to some freight forwarder"...
According to him, Pavićević exported cigarettes from his warehouse in the Port of Bar across the customs line, stored them in a facility near the roundabout, and from there loaded them onto Stanaj's trucks.
"Sander's trucks would always be left on the boulevard near the cathedral, the driver would be obliged to leave the key in the lock and go somewhere to have a coffee and return at the agreed time to pick up the truck, which Đoko Pavićević's drivers would take and drive to load and return to the same place," the document adds.
Golubović knows all this because, as he said, Đoko Pavicevic told him everything: "He couldn't have known this in any other way, considering he didn't participate in this part of the job."
He claimed that he never went to Bar when the trucks were being loaded, but that on one occasion, knowing that the truck was going to be loaded the next day, he went to Virpazar when he “met the truck that Sander had told him the previous day would... go to Bar”.
"And 200 meters behind the truck, he saw Sander's brother Nuo in a vehicle, and at that moment he realized that Nuo was following this truck," he told investigators.
He said he first encountered the truck in the Zeta area, explaining that he "went there two or three more times when he knew the truck was going to Virpazar for loading"...
"He saw Nua every time with another vehicle behind the truck, and that was a maximum of three times. The above was not his duty, but he went to check out of curiosity. He saw the truck driver and every time he saw a truck returning from Bar with cigarettes, he saw Nua behind that truck. He does not know the driver's name, but when there was an arrest in this case, he saw that face on TV and recognized it. He has a long, thin face, bony, and a beard like the ones worn by Wahhabis, and he thinks he heard some Muslim name for him," the documents state.
Dating after the "fall of power"
Golubović said during the hearing that "it is a fact that he had a certain role in these events," but that he certainly did not organize a group that was involved in smuggling.
He then said that he had known Sander Stanaj for 20 years, and that he knew his brother Nu Stanaj by sight and had met him several times in his life.
He explained that after the "fall of power" in the 2020 elections, Sander asked him to connect him with Pavićević, whom he had also known well for ten years:
"And he knew that Đoko Pavićević, in addition to being the owner of the basketball club 'Mornar', was a freight forwarder and had a company that dealt in containers in some way. Sander Stanaj did not specifically tell him why he wanted to connect him with Đoko Pavićević, but he assumed it because Sander Stanaj told him that he had some cigarettes that he wanted to take out of the Port of Bar, and now he does not know whether at first he thought that he would take the cigarettes out illegally, because Sander Stanaj had a company 'Tabaco'... which sold cigarettes and is still in business today."
He said, according to the documents, that he doesn't remember well due to the passage of time, but that he thinks he sent Sander Stanaj to meet with Pavićević, who later told him that he "did a good job with Stanaj"...
Children for chocolate
Golubović states that due to the merger with Stanaj, Pavićević treated him to money several times.
He claims that he treated them "at most ten times", with amounts of money ranging from two to 10 thousand euros.
"He said it was for the children and because he had arranged a good job for him with the Stanajs, and he gave him a maximum of 50 thousand euros, although he cannot say the exact amount... Pavićević gave him the money he had given him as an honor for the children, and because of the authority he enjoyed in society, and it was always because he had made a good combination for him, i.e. a favor by connecting him with Sander Stanaj."
He further emphasized, the indictment states, that he had no specific duties or obligations related to that job, that he did not know any customs officers or employees at the Port of Bar, and that it was a fact that he had conveyed messages from Đok Pavićević to Sander Stanaj on several occasions.
He stated that Pavićević called Stanaj "fat" in his communications and that he used to send him a message: "Tell the fat guy to send a truck to that place tomorrow," and that he transmitted such messages about ten times as far as he can remember...
He also said that he knew nothing about the organization in the customs zone of the Port of Bar, how it worked, and how cigarettes could be transported across the customs line:
"Except that he received information from Đok Pavićević, he certainly could not have organized for cigarettes to be taken across the customs line illegally because he does not have his own people there, i.e. customs officers, port workers, police officers, nor would he ever do that."
Following Golubović's arrest, the Special State Prosecutor's Office and the Special Police Department announced that they suspect that the former ANB operative was one of the organizers of a criminal organization that, according to prosecutorial files, has been illegally placing tobacco products on the market since 2020 by smuggling cigarettes from the Port of Bar and through a network of logistics and couriers.
Sander Stanaj from Tuzi, connected to "Rokšped", was identified as the second organizer, and at the time of the action he was not available to law enforcement agencies because he was outside Montenegro.
Meanwhile, the SDT has filed an indictment against Golubović and 14 other people.
A million on real estate and vehicles
In early 2024, MANS published a multi-month investigation into the assets of the family of retired secret agent Duško Golubović, according to which more than a million euros were spent on real estate and luxury vehicles over a ten-year period, which was disproportionate to their reported income.
Golubović claimed that the property was acquired legally, with the help of his family, and that he was never involved in criminal activities.
Research shows that in 2013, his then 20-year-old son Luka bought an apartment, a luxury Audi S3 car, and parts of a business premises, worth a total of nearly 200.000 euros. The following year, his wife Danijela bought a business premises for 45.000 euros and gave it to her daughter Sara.
Over the following years, Luka and Danijela continued to invest in apartments, garages, and expensive vehicles, including a Mercedes G-Class, a BMW X4, and a Porsche Macan.
In mid-2018, Duško Golubović bought a 69 m² apartment in the “Normal Company” building for 93.000 euros, stating that he received the money as a gift from his son, who had previously sold his property in Žabljak. The apartment was later transferred to his daughter Sara. In October of the same year, Golubović also bought a 127 m² office space with two garages, near Capital Plaza, for almost 180.000 euros, without specifying the origin of part of the money.
Upon returning to the police force in 2019, Golubović continued to purchase property, including two Passats, one of which was armored.
According to ASK data, during that period Golubović received around 840 euros per month, and his wife 450, but despite this, savings were also reported, as well as further purchases of real estate in the children's names.
