Criminal charges filed against the executive director of the Bijelo Polje municipal company, suspected of abuse of official position

The Police Directorate (PD) announced today that it has filed a criminal complaint with the Basic State Prosecutor's Office (ODT) in Bijelo Polje against the executive director of Komunalmo Lim doo - Bijelo Bolje, Muradif Grbović, on suspicion of committing the criminal offense of abuse of position in business operations.

As suspected, Grbović committed the aforementioned criminal offense by concluding service contracts and their annexes with RS for the work of an advisor, even though that position was not provided for by the Rulebook on the Organization and Systematization of Work Positions, and by concluding a contract with lawyer MS even though the company had a legal department.

"It is suspected that the criminal offense was committed in such a way that the suspect, as the executive director of the aforementioned company and a responsible person in it, abused his position by concluding service contracts and their annexes with the RS, starting from April 2023, for the duties of an advisor to the executive director, although that position was not provided for by the Rulebook on the organization and systematization of jobs, on the basis of which continuous monthly payments were made. Also, in April of the same year, he concluded a contract for the provision of legal services with lawyer MS, under which payments were made until July 2024, although the company had an organized legal department," the UP statement states.

In this way, as the police add, without any real business need, the aforementioned individuals obtained unlawful material gain, while the company suffered material damage that will be determined later.

"The primary focus of the Police Directorate is the fight against corrupt practices in state and local government bodies at all levels, as well as a non-selective approach and timely and lawful undertaking of measures and actions aimed at shedding light on all forms of crime and establishing legal certainty in the application and compliance with legal regulations and authorizations," the statement concludes.
