Abuse of position, excess of authority, unlawful use of physical force, negligent work and violation of the Code of Police Ethics are some of the irregularities recorded by the internal control of the police in the first three months of this year.
According to the reports of the Internal Control Department for January, February and March 2026, the department acted in 48 cases, and the basis for disciplinary, ethical or criminal liability was established in 12 of them.
Of the total number of cases, 30 controls were initiated based on operational and other information, and 18 based on citizen complaints.
The highest number of irregularities was found in March - seven, while three were recorded in January, and two in February, according to monthly internal control reports.
In January, the department conducted seven inspections based on operational and other information, and in three cases, "facts and evidence were established that indicated illegal or unprofessional conduct by police officers." One case involved a police officer from the Security Department (SD) in Budva, who is suspected of committing a serious breach of official duty, "abuse of position or exceeding authority in service." The files were also submitted to the Basic State Prosecutor's Office (SDPO) in Podgorica, it was reported.
Two officers of the Regional Border Security Center "Centar", Nikšić Border Police Station, were also under scrutiny, and are suspected of "abuse of position or exceeding authority in service", but also of "failure to prepare reports on the use of coercive measures".
A disciplinary proceeding has been proposed against a police officer at the Kolašin Police Station on suspicion of "failing to prepare or untimely, incompletely or improperly preparing an official document."
In nine inspections during February, based on operational and other findings, irregularities were identified in one case, which concerned three police officers of the Intervention Unit of the Police Station for Public Order and Peace, Podgorica. As stated, there is a reasonable suspicion against them that they "exceeded their official authority by unlawfully using physical force against a citizen BM"The case, as it says, was also submitted to the ODT in Podgorica."
Although no evidence of illegal or unprofessional conduct was found in the remaining eight February inspections, six cases were submitted to state prosecutors' offices because they related to allegations of abuse of persons deprived of their liberty.
The February report also includes five citizen complaints, and in one case, it is stated that there was a reasonable suspicion that two police officers from the Ulcinj Police Department “violated the provisions of the Code of Police Ethics.” The case, the report states, has been submitted to the Ethics Committee and the Ulcinj Police Department.
The highest number of cases with established irregularities occurred in March, when the Department conducted 14 controls based on operational and other findings, and in four cases established grounds for further action.
One case concerned a police officer from the Kolašin Border Police Station, suspected of negligent or negligent performance of official duties. In the other, it was “established that a police officer from the Regional Border Police Centre 'South', Border Police Station II Bar, committed the criminal offence of abuse of official position under Article 416 of the Criminal Code of Montenegro”. According to that document, a criminal complaint was filed against him with the ODT in Bar.
The March report also records the case of an officer of the Regional Border Police Center "Centar", Nikšić I Border Police Station. As stated, suspicions of negligent performance of official duties, violation of the Code of Police Ethics and "arbitrary abandonment of the workplace or place designated for readiness" were established.
An officer of the Podgorica Police Station is suspected of committing a violation related to "taking or failing to take action that prevents or makes it difficult to perform police work and perform official duties."
In March, the report states, 10 citizen complaints were processed, and irregularities were found in three cases. One related to an officer of the criminal police in Podgorica, who was found to have violated official duty due to "failure to perform or negligent or untimely or negligent performance of official duties."
In another case, based on a citizen complaint, a police officer from the Ulcinj Police Station is suspected of “failing to prepare or untimely, incompletely or improperly preparing an official document”. The third case concerned an officer from the Danilovgrad Police Station, for whom there was reasonable suspicion that he “acted contrary to the Code of Police Ethics”.
