Former mayor of Podgorica Ivan Vukovic with the accused head of the so-called Grand Clan Aleksandar Mijajlović He arranged for the municipal police not to turn off the music in the Podgorica hotel, how to "spill Chetnik shit" on the CDM portal, suggested when it would be good for Bemax to sponsor something, how to equip Radio-Television Podgorica, but also asked for fitness equipment and told him who among the owners of Podgorica's bars were "Chetnik bastards"...
This stems from the indictment of the Special State Prosecutor's Office (SDT), which claims that Mijajlović's criminal organization influenced political power, the media, the executive branch, and other important social factors.
They explain that this is determined from the communications that Mijajlović had with other defendants - the former Minister of Defense Predrag Bošković, suspended senior state prosecutor Andrijana Nastic, high-ranking police and secret service officials Drago Spičanović, Milovan Pavićević i Vladan Lazović, then with representatives of political parties in Montenegro and several media outlets whose editorial policy, they claim, he influenced...
Special prosecutors have singled out numerous messages from Vukovićević and Mijajlović, including those in which the then mayor asks the alleged head of the criminal organization on February 22, 2020, to publish a statement on the CDM portal.
After Mijajlović writes to him to "go immediately", they continue the conversation and Vuković sends a message:
"It's great how it was until you started contacting Darmanović."
"He must listen," Mijajlović replied, after which Vuković sent: "For his own good."
"In the continuation of the communication, the defendant Aleksandar Mijajlović sends messages to Ivan Vuković, the content of which is: 'We are all replaceable, including him... And every 10 days he asks me when you will have coffee... I told him when he is better', and Ivan Vuković sends him messages: 'Let him push like this for another few months, and then we will'", the prosecutors quote the correspondence in the indictment.
They also highlighted messages exchanged on March 16 of that year, in which Vuković informs Mijajlović that they have ordered 100 sets of new uniforms for doctors at the Clinical Center, that they are renewing part of the inventory in the Emergency Room and arranging the Health Center in Tološi, and that they are looking to acquire two respirators, and that one costs around 20.000 euros. He then suggests to Mijajlović that it would not be a bad idea for them to do something similar: “...It doesn’t have to cost a lot and the effect would be great.”
"You have the money for one respirator from Bemax...20.000 euros," Mijajlović replied on March 16.
Two days later, Mijajlović forwarded him messages he received from the person memorized as Boris Darmanović, who asks him to check with Vuković to see if the person under surveillance came to the municipality's counter to hand over something for a wedding...
"A well-intentioned suggestion - let them get rid of that story. It can only cause panic among my people," Vuković replied, after which Mijajlović sent: "Just to see how far their imagination goes...".
At the end of that month, Vuković informed Mijajlović that they had announced a competition for the RTP Council, that the facility would soon be completed, that domestic companies were offering them equipment that was 30 to 50 percent more expensive, and that it should be ordered directly "according to the specifications from the Italians...".
"Well, let's finish this," Mijajlović wrote to him, and Vuković replied:
"I gave everything to Ranko that day. As for the rest (you saw that we would need a lot of money) I'm waiting to see the President. He promised help with fundraising... So, as for the radio, you order the equipment when you have the chance. We'll install it when it arrives and then the experimental program starts... Nothing, buy and donate, I don't see any other way."
On April 15, Mijajlović asked him to "green up the stretch between the fence of the Hotel Podgorica and the Bemax Arena", stating that they would do the street and walls, but that the unkempt part to the parking lot was owned by the Capital City...
Five days later, Vuković sent him a message saying he intended to turn a room into a gym and asked how much the equipment would cost, after which Mijajlović wrote to him that he had a price list with him, and on April 22nd informed him that he would order the equipment the next morning.
"I'll order it in the morning... So that it starts tomorrow... So that you can exercise over the weekend," and then forwards him his correspondence with the person saved in Life Fitness Slobodan, from whom he orders the equipment.
"Great, just tell me how much this pleasure costs and we've agreed on everything," Vuković wrote to him with a smiley emoticon, and Mijajlović responded with a thumbs up emoticon...
The device, as emerges from the correspondence, arrived on May 6th, when Mijajlović informed Vuković about it.
Meanwhile, Vuković sent him a message on April 26th that the Pipers would soon be ready for asphalt and that they would not have finished so quickly if they had not come to their aid, and that they would finish by May 21st.
"Great!! Just let it end... And of course, let's beat them in the elections," wrote Mijajlović.
Vuković asked him to buy a grez, even though, as he writes, he knows they don't sell it...
Mijajlović also wrote to Vuković about the radio equipment on May 6, when he informed him that if he paid for it with VAT, then it was owned by Bemax, and that he was only paying VAT in vain when it came to donations, so he asked him to draw up a contract for them to pay for the Municipality of Podgorica, according to the donation contract...
"Tell me how we can do it for the radio. Just so that someone from the opposition doesn't call you out tomorrow, that you are both clean from the Municipality and Bemax," Mijajlović wrote to him, and Vuković replied:
"I just know that they received an offer from a local company and I gave him the order to complete it as agreed. The president asks me about RTP every now and then, so I want to make sure we don't waste time. I'll look into it and let you know."
At the end of May, Mijajlović forwarded messages from Darmanović to Vuković:
"Let them cooperate and they will comply with EVERYTHING the Capital needs... In general, for any information. If they ever need to skip something, CDM is always there to listen," the forwarded message reads.
"Agreed. Forwarded to my colleague. Boris will be contacted. Thank you always," Vuković replied, and Mijajlović wrote to him: "He will complete everything you and the city need..."
ORDERED TEXTS, WITHDRAWN THE MUNICIPALITY
In June of that year, Vuković sent Mijajlović something to publish on that portal, and he did the same on July 5, when Mijajlović forwarded him the correspondence with Darmanović.
On August 1, Mijajlović sent a message to Vuković regarding the employment of a certain Anđušić, noting that “Zoran Lazovic asked if there was space to help him". On September 1 and 20, the former mayor of Podgorica again sent Mijajlović something to publish on CDM, with the following messages:
"Chetnik orgy...And Zdravko Krivokapić at 3.40...For CDM," he wrote to him on September 20, and Mijajlović forwarded him a message from Darmanović that they had had it for a long time: "I'm saving it for Dritan...You'll fly away, you owl," he wrote in one of the forwarded messages...
In May 2021, Mijajlović sent Vuković: "Just don't forget about the Podgorica hotel. Let the municipal company look the other way for the guests," to which the then mayor, after specifying that this was necessary that same evening, replied: "Reported"... Mijajlović also asked on June 22 of that year for the municipal company to withdraw from the hotel, because they came because of the noise, and then on September 20, when they disrupted a performance that was being performed across the street with music...
"...Called Dusko Kovačević from the theater to turn off the music because there is a performance across the street that they didn't announce to anyone until 15 minutes ago. They are sending the municipal police... The music won't be loud, but they shouldn't send us the municipal police," he writes, explaining that the small company is celebrating its first birthday.
Prosecutors also highlighted their correspondence from 2022, including messages in which Mijajlović urges that asphalt be laid in the village of Vrbica, noting that the only Montenegrin road in Kuči is more than half-finished, and that it is constantly being skipped...
HE REMEMBERS ALMOST NOTHING.
During his interrogation at the Special State Prosecutor's Office (SDT), Vuković could not remember almost any conversation he had with Mijajlović, but he explained that he had been communicating with him for years. He did not remember either that they asked each other for jobs for certain people, or that the municipal police did not intervene at the Hotel Podgorica.
He said he often sat with Veselin Kovačević, Ranko Ubović and Aleksandar Mijajlović, but that the Bemax company, while he was mayor, only got one job in Podgorica...
Vuković said that it is possible that he had communication with Mijajlović about purchasing a treadmill for training.
Explaining the message that "we need to endure" Željko Ivanović”, he told the prosecutor that it “represents his expression of criticism of some political positions that were related to the fact that Aleksandar Vučić received political space in Vijesti, and whom he considers to be an enemy of Montenegro".
"So in private communication he used an inappropriate and colloquial expression that did not have any bad connotations..."
The SDT accused Mijajlović of having created a media network for years solely in order to deal with dissenters, primarily from the political and security leadership and the church, through loyal journalists and media platforms, but also to influence the political and security situation in the country.
The SDT suspects that Mijajlović was directly assisted in this by the suspected high-ranking police and secret service officials Drago Spičanović, Milovan Pavicevic and Vladan Lazović, as well as his cousin, Prosecutor Nastić, who provided him with intelligence and classified information.
The organizer of the criminal group, as suspected by the SDT, received data obtained through secret surveillance measures, the content of numerous intercepted conversations, and allegedly had access to intelligence data and recordings from the National Security Agency for years on a daily basis from the accused members.
“I’ll fuck everyone on the list”
Less than a month after the parliamentary elections on August 30, 2020, Vuković and Mijajlović commented on the negotiations on the formation of the Government.
"They're turning the government into a church... The civilized world hasn't known that for 300 years," Vuković wrote on September 22nd.
"And our services are not going to come and film it," Mijajlović replied, after which Vuković responded with curses:
"I'll f*ck them all on the list, headed by Amfilohije."
Mijajlović then writes to him that he sent his worker to film them.
"I sent my farm worker to take pictures and selfies... He'll be dead before tomorrow"...
On that day, a meeting was held at the Ostrog Monastery between the then Metropolitan Amfilohije and the leaders of the three coalitions that won the majority in the elections held on August 30, 2020. The meeting was attended by the leader of the coalition "For the Future of Montenegro" Zdravko Krivokapić, the leader of the coalition "Black on White" Dritan Abazović, the leaders of the Democratic Front Andrija Mandić and Milan Knežević, as well as representatives of Democratic Montenegro and the president of the Socialist People's Party Vladimir Joković.
What should be published on the CDM portal? Vuković sent it on September 27th, but also on October 10th, with the message:
“CDM needs to publish this, to spread this Chetnik shit”...
They also corresponded about a temporary location for a shop, as well as the provision of an apartment for use, and on October 29th, Vuković again sent him a text he had authored to be published on the CDM portal, with the note "we will push it through the networks"...
On the same day, he sent him a message that Amfilohije had died, and the next day he lashed out at the dean of the Faculty of Architecture: "The national flag on the building of the Faculty of Architecture is at half-mast... The dean is an old Chetnik. A nice story for the CDM."
After Mijajlović replied that he had sent it, Vuković wrote to him: "By the way, incense is constantly burning in the building, etc. Just so you know, it's no coincidence."
In early December, they discussed sponsorship for several local sports clubs, and on the 10th of that month, Mijajlović sent messages to Dragan Bokan criticizing him for an advertisement on the show Načisto, with the comment: "And not a cent in CDM... But that's okay, we Montenegrins are like that"...
In February 2021, Vuković asked Mijajlović to forward information about the owner of the Tarantino bar to a certain Ranko. “Hello, buddy. Please forward it to Ranko. We mentioned this scoundrel yesterday (he owns Tarantino and a few other bars in Bokeška),” he wrote to him on February 8, 2021.
Mijajlović replied that the town was talking differently, after which Vuković wrote:
"Well, yes... A Chetnik rascal who has been hiding for years because of work... We know each other well."
He also forwarded messages to Ranko on April 5 of that year, informing him of what would be "on the government" on Thursday, with the remark - "If it passes, there will be no more Montenegro."
"True. He's just collateral. They'll get away with it while we're quiet," Mijajlović replied.
