The President of the Municipal Board of the Justice and Reconciliation Party (SPP) Bijelo Polje, Admir Camić, filed a criminal complaint with the Basic State Prosecutor's Office in Bijelo Polje against the Secretary of the Secretariat for Construction of the Municipality of Bijelo Polje, Mensur Hajdarpašić, as well as against unidentified persons employed in the Municipality, competent inspection bodies and contractors, due to reasonable suspicion of abuse of official position.
The criminal complaint relates to the execution of asphalting works on a private road in the local community of Gubavač - Oluja locality, which is located on private cadastral plots, and which is not a public or categorized road, nor is it included in the Spatial Planning and Investment Activities Program of the Municipality of Bijelo Polje for 2026.
There is a reasonable suspicion that the above works were carried out with public funds from the budget of the Municipality of Bijelo Polje, contrary to the law and applicable planning documents, which resulted in: unlawful material gain for private individuals, material damage to the budget of the Municipality and its citizens, and violation of the principle of legality and appropriate spending of public funds.
"This is not a political issue, but a matter of legality and protection of the public interest. No individual has the right to use public funds for private needs, while numerous citizens and villages have been waiting for basic infrastructure for years," Camić said in a statement.
The criminal complaint proposed conducting a series of evidentiary actions, including inspecting cadastral data, planning documentation, questioning the responsible person of MH, visiting the site, conducting an expert assessment of the scope and value of the works, as well as seizing complete documentation from the Construction Secretariat.
"The Justice and Reconciliation Party expects the competent prosecutor's office to act professionally and independently, and that those responsible are prosecuted in accordance with the law, in order to send a clear message that the misuse of public funds is unacceptable and that no one is above the law," the statement reads.
