Phone messages from two police officers at the time reveal that he is a protected witness in a murder case. Scepan Roganovic underwent police torture after being arrested in February 2020 as a member of the group that organized that crime.
The files of the Special State Prosecutor's Office (SDT) cite communications from former police officers Ljub Milović i Ivan Stamatović a month later - between March 26 and 27 of the same year.
It appears that Stamatović first informed a colleague that he had just returned from work and that “they were working with a person from Herceg Novi,” who was currently in Podgorica. The messages apparently refer to the person who was then deprived of his liberty. Miloš Đuričković.
"I just got back from work. We did the same thing as in Bar, with a person from HN, but he went to Pg, because he's here now... He went to work in Malta, to hide, because he was doing drugs and gambling and was in debt, etc. He told everything. He worked for both the Roganovićs and for Mrva and Vulić... bought drugs from both, and was in debt to both. And he wants to be a cooperating witness for now, although everyone tells us that when we question them. He said all sorts of things... Basically, I asked Backa, he said, if he repeats it to the prosecutor, that they have a bomb that they found, and Zajevac was supposed to activate it," Stamatović's messages state.
Šćepan Roganović was killed in Herceg Novi on February 13, 2020, and the team from the Škalja clan feared that Đuričković might "speak out", which is why they tried in every way to "silence" him...
Police officer Stamatović then informs Milović that the arrested person is going to the prosecutor for questioning: "He's going to the prosecutor now, we'll see if he'll talk there."
Then he explains to him that the suspect is ready to speak, to tell everything he knows, and that he will mostly "get Vlad and Zurovac involved"...
"He says he knows about both of them... And they know that he's been with Kićo and Mrvo lately, so they brought him in to see what he knows about the murder of Roganović," he writes.
He again emphasizes that Zurovac and Dule will be arrested if he repeats everything he told them, after which Milović states: "So he got Dule involved too"...
"And he says that Dule was the most aggressive of all," Stamatović, aka Batica, replies.
Milović is interested in "whether it opened easily", and his colleague replies:
"Like that. We kidnapped him well. Put him in the car. We kept quiet until he got up, put a bag on him, beat him up, tied his legs and then he started a little bit. Well, after a solid beating and a bag, he started from the moment he was born... He told everything he knew... We tortured him, brother, Backo and Nikola talked to him, he told everything and now I can't remember specifically what specifically about him (Dula), because he talks and then he doesn't say names but nicknames. He mentioned someone Gli, he calls him...", Stamatović answers.
He explains that he couldn't understand everything the arrested man said, "because when he opened up, he started with those unimportant things, from the beginning": "How he sold drugs, bought 5 grams each, from Roganović, and then everyone who did drugs would tease him, and then how the Roganovićs bought the house"...

Milović then forwarded to Stamatović a correspondence that, according to the documents, he had with a person who wrote under the name Carlos. That nickname on the once-protected Sky app was used by the leader of the Kavač clan. Radoje Switzerland.
At the same time, that group feared that Đuričković would "sell out" their comrades from the mafia organization.
"I know how far I can go with them, we are again at the source of information... Batica and a few other friends are there again, we are in the story and we know when something is happening," Milović writes to Zvicer.
Stamatović tells him that there will definitely be arrests, "they said - the prosecutor is satisfied."
"And brother, let's take this a little seriously, because we don't have any credibility of witnesses to measure. Let's get out of here until we see what the prosecutor will make of all this and move forward... And this kid remembered everything and is telling the details. He even quotes people as they told him... Dula, Vlado and Šćepan"...
He then tells him that in an hour they will be going on an operation in Herceg Novi and that the details the arrested man has told threaten to reveal their mutual collaborators...
"We have some arrests and searches to do, but I remembered that the kid was talking about a hole in the house under the floor, where the parquet was removed and he took his phone out of there. Well, just in case, because if we go to their place, we'll have to look for it, so it wouldn't be obvious that we didn't look for it, and this guy told us... But they don't have anything in the hole, if we happen to find him... I don't know who we're going to and who we're going to arrest... but just in case, for now, he should hide"...

Changed physical appearance
A year after Đuričković's arrest, after the Skalja people had already worked hard to silence him, judge Vesna Kovačević said that the physical appearance of M. Đ. - a cooperating witness in the trial for the murder of Šćepan Roganović from Novalja - was changed due to security concerns.
She then explained that the court had been informed that the same person was in the witness protection program, explaining that she had been informed by letter that there had been a change in her physical appearance since March 27, 2023:
“And that his safety is at risk.”
She then suggested that he be interviewed under a pseudonym and with his voice and appearance protected.
In the case of the murder of Šćepan Roganović, two court proceedings were merged.
The Special State Prosecutor's Office filed the first indictment in October 2020, and the defendants were Krsto Vujić, Mili Bajramović, Miloš Đuričković, Igor D. Glavaš, Dino A. Ibrahimović, and Miloš B. Komar.
The second indictment from September 2023 charged Igor V. Vukotić, Slavko Radulović, Miloš Ž. Gvozdenović and Marko T. Radović from Hereg Novi.
The indictment alleges that in the second half of 2019 and throughout 2020, they became members of Krsto Vujić's criminal organization.
The prosecutor alleges that in order to carry out a criminal plan, Vujić, Đuričković, Bajramović and Glavaš treacherously killed Šćepan Roganović in Herceg Novi on February 13, 2020, in an act of complicity and in accordance with a prior agreement.
"Bajramović Mili intentionally killed Šćepan Roganović in a treacherous manner, by coming armed with a firearm to the park with the bust of Simo Matavulj, waiting for the arrival of the injured party Šćepan Roganović who was descending the stairs from the direction of the Kanli Tower towards Nikola Đurković Square, and suddenly, in a busy place, when the injured party was not expecting it, approached him with quick steps and without talking or verbal conflict, fired several projectiles from a 'red flag' pistol, six of which hit him. After which the accused Bajramović fled in the direction of Bokeške brigade Street, where the accused Vujić Krsto was waiting for him on a 'pjađo' motorcycle, after which both of them drove away on the said motorcycle to the place Sasoviće, where they set fire to the said motorcycle and the pistol," the document states.

"Vijesti" previously reported that Krsto Vujić from Novalja claimed that he killed a person nicknamed Zemun in order to remove another potentially inconvenient witness who participated with them in the liquidation of Šćepan Roganović.
According to the phone messages, he did this after an agreement with the recently arrested Mili Bajramović, while both feared that he might also speak out about the crime in Herceg Novi on February 13, 2020, since Miloš Đuričković had already been arrested.
After information began to leak that Đula, as the now protected witness Đuričković was called, had told the police everything, Vujić informed Bajramović that he was in touch with Zemun, who admitted to him that he had made a big mistake after murdering Roganović.
After several days of correspondence and Bajramović's suggestions to "move the little guy," Vujić replied that he would bury him where no one would ever find him.
