There is no competition for a position in the SDT: One application was received for the position of special state prosecutor, although the advertisement sought eight positions

No one wants to work in the Special State Prosecutor's Office - that would be a brief summary of the repeated advertisement by the Prosecutorial Council, which received only one application to fill eight positions.

This is a candidate who submitted and then withdrew his candidacy for the position of special state prosecutor in the first public advertisement in March this year.

The Secretariat of the Prosecutorial Council confirmed in a response to "Vijesti" that there is no competition for the SDT.

"Regarding your question, we inform you that one candidate has been registered and that an interview will be conducted before the Prosecutorial Council at the first following session," the response from the TS Secretariat reads.

The previous advertisement published in March 2026 failed due to lack of interest, as only one candidate applied for eight positions, who withdrew his candidacy just before the interview.

The non-governmental sector, as well as lawyers, assessed such a situation as a serious alarm, explaining that the reasons for the low interest lie not only in the complexity and great responsibility of the job, but also in political pressures and an unattractive environment for prosecutors to work.

The decision on the number of state prosecutors determined that the Special State Prosecutor's Office has a chief special prosecutor and 20 special prosecutors, but at this moment that number seems unattainable.

The prosecutorial function in the Special State Prosecutor's Office is currently performed by GST Vladimir Novović and eight special prosecutors, as well as five state prosecutors, who were seconded to the Special State Prosecutor's Office by the Prosecutorial Council on several occasions for a period of two years.

The SDT now has special prosecutors: Tanja Čolan Deretic, Sanja Jovićević, Miloš Šoškić, Miroslav Turković, Zoran Vučinić, Vukas Radonjic, Ana Perović Vojinović i Ivan Medojević, and prosecutors were sent to the SDT for assistance Jovan Vukotic, Sinisa Milic, Maja Jankovic, Ivana Petrusic Vukasevic i Marko Ivanovic.

Two special prosecutors left the Special State Prosecutor's Office during 2025, Zivko Savovic and Natasa Boskovic, who resigned, and their positions were terminated in June 2025 after a final and binding conviction. Lidija Mitrović.

By decision of the Prosecutorial Council of December 13, 2022, due to criminal proceedings, the special prosecutor was temporarily removed from duty. Sasa Cadjenovic, while she is a special prosecutor Ljiljana Lakić, since November 21, 2019, has served as a member and president of the Board of Directors of the Center for Training in the Judiciary and State Prosecutor's Office.

At the beginning of the year, a new Rulebook on the internal organization and systematization of the Special State Prosecutor's Office came into force, which provides for a 30 percent increase in the number of employees from 60 to 93. However, that figure of 93 is quite far, as at the end of last year, 55 civil servants were employed in the SDT.

The Special Police Department (SPO), which handles SDT cases, has not been staffed for years.

Due to the large number of complex cases in the field of organized crime and high-level corruption, a significant increase in the number of prosecutors, police officers and financial experts was requested.

The European Commission has continuously insisted in its reports that Montenegro urgently strengthen the administrative and human resources capacities of the Special State Prosecutor's Office and the Special Police Department.

The reports also noted a staffing deficit in the Special Department of the High Court, where they also face very poor infrastructure, equipment, and technological resources.
