Fugitive Duško Roganović from Novalja is officially suspected of organizing the murder of Predrag Pedo Pejović from Nikšić in May 2018, and he was supposed to be held accountable for that crime at the end of 2020, but the Special State Prosecutor's Office believes that the investigation saved him, as accused former Chief Special Prosecutor Milivoje Katnić, his deputy Saša Čađenović, former Assistant Director of the Police Administration Zoran Lazović, and operative Petar Lazović.
After a full eight years, the Special Police Department and the Special State Prosecutor's Office have shed light on the murder of Pejović, who was killed on May 2, 2018, after an explosive device was activated under a car near his house on Trebješka Street in Nikšić.
The SDT suspects that this crime was organized by a high-ranking member of the Kavak clan, Duško Roganović from Herceg Novi, while the bombing is believed to have been carried out by his top special operations team members - Igor Bošnjak and Radovan Mujović.
The Special State Prosecutor's Office announced this morning that, acting on a criminal report from the Special Police Department, they have issued an order to conduct an investigation.
Criminal proceedings were initiated against the defendants Roganović, Bošnjak and Mujović for the criminal offense of creating a criminal organization because the Special Police Department suspected that they organized and committed the murder of Predrag Pedo Pejović.
The SDT has also launched an investigation against the defendant Mujović and Bošnjak for the criminal offense of illegal possession of weapons and explosives.
"The subject of the investigation is the activities of a criminal organization organized by the defendant DR, whose members included the other defendants and other currently unknown persons, during 2018, with the aim of committing the criminal offenses of murder and aggravated murder, including the aim of depriving the life of the deceased injured party PP in order to acquire illegal power, which was carried out on May 2, 2018 in Nikšić," the SDT statement reads.
The prosecution alleges that the criminal organization, in a treacherous manner - using an explosive device of great destructive power - killed Pejović and seriously injured another person.
Nikšić resident Predrag Pedo Pejović (58) was killed in a bomb explosion planted under a car, near his family home in Nikšić, and his friend Dragan Damjanović, who was driving a Renault Senik, was seriously injured.
The explosive device was activated less than a minute after Pejović got into his car on Trebješka Street.
Due to the cover-up of this crime and abuse of official position, the Special State Prosecutor's Office has filed indictments and is on trial in the Special Department of the High Court in Podgorica against former GST Milivoj Katnić, his deputy Saša Čađenović, and UP official Zoran Lazović and his son Petar, who are, among other things, accused of knowingly not initiating proceedings against Duško Roganović at the end of 2020, even though cooperating witness Milan Kankaraš, during his hearing at the SDT, identified this Novalja resident as the organizer of the murder of Predrag Pejović.
The SDT believes that suspended special prosecutor Saša Čađenović obtained a benefit for Duško Roganović, as follows from the content of the communication that the fugitive head of the Kavač clan Radoje Zvicer had with Slobodan Kašćelan and the accused officer of the Special Team of the Police, Petar Lazović...
By a decision of the Higher Court in Podgorica dated May 25, 2020, Milan Kankaraš was designated as a cooperating witness, and in his statement he described in detail the actions taken by Duško Roganović in the criminal organization, however, the SDT believes that Prosecutor Čađenović did not file an indictment and did not initiate criminal proceedings against Novljanin, nor did he take any action aimed at criminal prosecution against him.
The criminal proceedings were not initiated at the request of Radoje Zvicer, which is evident from the content of the message that the defendant Petar Lazović sent to the disgraced head of the Kavač clan in November 2020, the day after the indictment was filed, in which he wrote: "We extracted Duško Roganović from the report, just so you know, I didn't tell you that."
Zvicer then sent a message to Kašćelan: "I finished Dulu so he wouldn't be arrested," and then the Kotor resident replied: "Excellent, why would you go to prison with him like that, God forbid."
The SDT files state that former security officer Zoran Lazović and former chief special prosecutor Milivoje Katnić only formally took action against the leaders of the Kavač clan.
And fugitive Duško Roganović, at the end of 2020, bragged to a member of his criminal team that the then Assistant Director of the Police Administration, Zoran Lazović, allegedly "finished getting him removed from the arrest list."
"That Petar told me everything, very correctly. He pushes me in a wheelchair. Then Zoran told me to remove me from the arrest list and everything how it went, how Rale (Radoje Zvicer - ed. author) asked them and they came out to meet him... Yes, he's a real bandit telling me what he's doing. He's in love with his father. But, very correctly on their part. They told me everything, how their wing is pulling me out, and these guys are pushing me to lock me up. Zoran told me through Katnić, that's what Petar told me, he just asked me not to tell anyone," are the messages that Roganović sent on December 22, 2020, after he was questioned at the SBPOKK.
