Report of illegal tire dumping: Environmental Inspection conducted an inspection in Bar

The Environmental Inspection filed a criminal complaint with the Basic Prosecutor's Office in Bar against three individuals and one legal entity for an illegal tire dump located, in part, on municipal land near the Željeznica River bridge.

"Vijesti" was officially told this by the Ministry of Ecology, Sustainable Development and Northern Development, headed by Damjan Ćulafić.

As stated by that government department, the last inspection at the location near the Željeznice bridge in Bar was carried out in March this year, and the topic was the management of a special type of waste - waste tires.

On that occasion, supervision was carried out at three supervised entities, which were issued decisions on the elimination of irregularities, while a request for the initiation of misdemeanor proceedings was submitted to the competent Misdemeanor Court against one supervised entity.

"Regarding waste tires located partly on municipal and partly on private land, a criminal complaint has been filed against the three above-mentioned subjects of supervision and one legal entity with the competent prosecutor's office in Bar," they told the editorial office.

The aforementioned landfill is located between the part of the city along the river, where several tire repair shops and car mechanics operate, and the construction site of the five-star hotel “Pullman 5*” (“Liko Soho”), which has been stationary for years.

Due to this problem, citizens contacted the editorial office, warning that the competent authorities had allowed a potential ecological catastrophe to be created on public land if a fire were to occur.

They recounted that they had contacted the Municipal Police of the Municipality of Bar and the Environmental Protection Agency, but that, despite their appeals, the tire dump at that location, according to their observations and photographs from the field, had existed for at least four years.

It is not possible to dispose of vulcanized tires at the Bar landfill "Možura", but only at the Podgorica "Deponija", which has a specialized machine for treating waste tires - THM XL-3000, with a capacity of five to ten tons per hour, which was put into operation at the end of October last year.

That machine cost the Capital City Landfill 880.000 euros excluding value added tax (VAT), and was presented to the public last year as one of the answers to illegal tire dumps that are spread across the country.

The Environmental Inspection told "Vijesti" that since the beginning of 2026, 48 cases have been opened in inspection procedures within the jurisdiction of the Environmental Inspection in the territory of the municipality of Bar, in which more than 60 inspections have been carried out.

This includes inspections in regular inspection procedures, as well as inspections based on initiatives to conduct inspection supervision and control of inspection supervision.

In these cases, through inspection procedures, compliance of these 48 entities with regulations in the field of waste management was checked, as well as in relation to the implementation and enforcement of environmental impact assessment procedures and the implementation of environmental protection measures prescribed through environmental impact assessment procedures and compliance with regulations relating to protected natural areas.

"The irregularities recorded regarding waste management related to the lack of a Waste Management Plan and the Environmental Protection Agency's approval for it, as well as the failure to submit an annual waste report within the legally prescribed deadline, failure to keep records and waste storage," they stated.

Irregularities in relation to the Law on Environmental Impact Assessment related to the failure to conduct an environmental impact assessment procedure, and the failure to implement environmental protection measures or environmental impact monitoring programs prescribed in the environmental impact assessment procedure.

In relation to the Law on Nature Protection, the irregularities concerned the performance of actions, activities and operations in protected nature areas without a permit from the Environmental Protection Agency, which is required pursuant to the provisions of Article 40 of that law.

Protected areas in the territory of the Municipality of Bar are the Skadar Lake National Park, the Katič Nature Park and the Stari Ulcinj Nature Park, as well as beaches that have been placed under protection as protected nature areas.
