Ljubo Milović sentenced to four years in prison, Marko Novaković to seven years

Former police officer Ljubo Milović was sentenced today in the Higher Court in Podgorica to four years in prison for the criminal offense of creating a criminal organization, while Marko Novaković was sentenced to seven years in prison for the extended criminal offense of abuse of official position and for the criminal offense of creating a criminal organization.

The verdict was pronounced by the presiding judge of the panel, Judge Amir Đokaj, and the panel also included Judges Sanja Keković and Natalija Boričić.

The court found the defendants guilty in a case in which the Special State Prosecutor's Office charged them with connections to the Kavača criminal clan and disclosing information to the leader of that criminal organization, Radoje Zvicer, about the movements of the head of the opposing Škaljara group, the late Jovan Vukotić.

According to the verdict, Zvicer assigned roles to members of the criminal organization, decided who would be the target of attacks, and ordered the monitoring of Vukotić through Milović and Novaković.

The court ordered the defendants to be remanded in custody.

When sentencing Milović, the court considered the fact that he had no previous convictions and that he was the father of a minor child as mitigating circumstances.

The court found no mitigating circumstances in Novaković's case, while it considered his previous conviction for the criminal offense of grievous bodily harm, for which he was sentenced to a suspended sentence of six months in prison, to be an aggravating circumstance.

The Special State Prosecutor's Office charged Milović and Novaković with intentionally aiding Radoje Zvicer and other members of the criminal organization during 2020 by collecting and forwarding data on the movements of Jovan Vukotić.

According to the indictment, Novaković, as an employee of the Kotor Security Department, abused his official position by delivering police information to Milović, who then forwarded it to Zvicer.

This is the first verdict handed down to Milović. He has multiple criminal cases pending against him, and has been inaccessible to state authorities since July 2022.
