The Special State Prosecutor's Office (SDT), acting upon a criminal report from the Special Police Department (SPO), issued an order to conduct an investigation and initiated criminal proceedings against 11 defendants for the creation of a criminal organization and the murder of Saša Klikovac on July 18, 2020 in Zeta.
The SDT believes that the murder of Klikovac was organized and paid for with at least 50.000 euros by the now deceased Alan Kožar from Bar, and that the brothers Predrag and Janko Vukadinović, as well as Saša Boreta from Budva, sentenced to 30 years for participating in the murder of inspector Slavoljub Šćekić, and Damir Mandić from Podgorica, who is currently the only one serving a 19-year sentence for complicity in the murder of "Dan" editor Duško Jovanović in May 2004, also participated in this crime.
An investigation has been launched against Almira Vukadinović, the wife of Predrag Vukadinović, as well as Zoran Perović, who were arrested on Sunday in an operation by SPO officers.
The SDT suspects that brothers Predrag and Janko Vukadinović are accused of the crime of aggravated murder, and that Igor Krstović from Zeća incited Alan Kožar to organize the murder of Saša Klikovac because he believed that, as a member of an opposing clan, he was a participant in his attempted murder in January 2020.
Krstović barely survived the wounding.
Igor Krstović from Zeća, who is in the Spuž Remand Prison due to other cases, is charged with the criminal offense of aggravated murder by incitement, and Bojan Matanović is suspected of the continued criminal offense of assisting the perpetrator after the criminal offense has been committed.
An investigation has also been launched against Miloš Božović, Ljubiša Đurišić and Marko Radović, on suspicion of committing the criminal offense of creating a criminal organization.
The SDT states in a statement that the subject of the investigation is the activities of a criminal organization, organized by the now deceased Alan Kožar, and whose members and other persons became defendants, during 2020, with the aim of committing the criminal offenses of aggravated murder, among other things, and the deprivation of the life of Saša Klikovac.
"Out of greed and ruthless revenge, for the purpose of acquiring illegal power, because they believed that previously, as a member of an opposing criminal organization, he participated in the attempt to take the life of IK, who instigated the decision in the late AK for his criminal organization to take the life of the injured party and provided at least 50.000 euros for the preparation and execution of the murder," the SDT statement reads.
Saša Klikovac was murdered on July 18, 2020 in Zeta, after which the defendant Matanović helped the perpetrator of the murder, the defendant Miloš Marković, avoid being discovered.
The Special State Prosecutor's Office has already filed an indictment against the defendants Marko Marković and Marko Šuković, as well as the defendant Predrag Vukadinović, for the criminal offense of creating a criminal organization due to the murder of Saša Klikovac.
Marković and Šuković were convicted in the first instance in 2025 for the murder of Klikovac. Šuković was then sentenced to 12 years in prison for the crime of complicity in murder, Marković to 15 years for the murder of Klikovac, while Predrag Vukadinović was acquitted in that proceeding.
In March this year, the Court of Appeal overturned that decision and returned the case to the Higher Court in Podgorica for a retrial, where the main hearing is underway.
According to the SDT indictment, the criminal organization was formed by the late Alan Kožar, on whose orders Marković, on July 18, 2020, drove a stolen "Golf 3" driven by Šuković to the front of the "Kod Crnogorca" restaurant and from the back seat "in a treacherous manner" and in return for the previously promised reward of 20.000 euros, shot Klikovac.
He was shot while he was behind the wheel of a Citroen C3.
During the investigation, it was determined that Vukadinović's task, as alleged in the indictment, was to provide logistical support to the perpetrators of the crime, providing money for renting "shelter apartments".
Damir Mandić, whom the SDT suspects of being part of this criminal organization, is the only one finally convicted of complicity in the murder of Duško Jovanović, who was killed on May 27, 2024, in front of the "Dan" editorial office.
Mandić was sentenced to 19 years in prison for that crime, and he has already served his sentence. Since the summer of 2024, after Operation "General" was launched, Mandić has been in pretrial detention because the SDT has identified him as part of the "Kavački clan" and that, together with the organizers Radoje Zvicer and Vaso Ulić, he participated in the smuggling of around 2,5 tons of cocaine from South America to Europe and Australia.
Defendant Saša Boreta has been in Spusk prison for more than two decades, serving a 30-year sentence for inciting the murder of police inspector Slavoljub Šćekić, who was killed in late August 2005 by bursts of gunfire in front of his family home in Tološi.
Boreta was also convicted of planting explosive devices at the construction site of the Splendid Hotel in Bečići, on several occasions during 2005, as well as attempting to racketeer the hotel's co-owner Žarko Radulović, and the late Alan Kožar was sentenced to six years and ten months for planting the explosions.
Saša Boreta was also sentenced to eight years in prison for the shipwreck of the "Miss Pat" in August 1999 in Montenegrin waters, when 35 people died while trying to transport them to Italy.
