Two months before the coronavirus outbreak in the world, the head of the Kavač clan Radoje Switzerland and a policeman Ljubo Milović They had other concerns, like coming up with a plan to "launder" the money they had earned by smuggling cocaine from Latin America to Europe and Australia.
Milović wrote to Zvicer via the encrypted Sky application in early January 2020 that "his business is already going well through the sugar sales company."
"I've had it through a sugar company for five years. Now I've bought a restaurant through it, I'm now selling the market, so I'll take out a loan, there's no winter," Milović boasted to the cafe boss at the time, who didn't hide his dissatisfaction that there wasn't a better way to put drug money into legal channels...
Officers from the Special Police Department (SPO) entered the Diamond Pak company complex yesterday afternoon, which they believe is actually owned by a fugitive from Kavčina with a police badge, and which started its business by packaging and branding sugar and small consumables for the catering industry.
In a major operation, the SPO, acting on the orders of the Special State Prosecutor's Office, checked the company's business documentation until late last night, and also conducted a search of the company's offices and warehouse.
The company “Diamond Pak”, whose director is Dragan Milovic, brother of Ljubo Milović, has been in business since 2014, and is engaged in the production, packaging and branding of products for the catering industry - sugar, straws, honey, coffee, hot chocolate, napkins...
According to the accounting report, in 2025 the company generated total revenues of 3.486.811,00 euros, which is about one million more than the balance in 2023.
In one of the SDT indictments, which has been colloquially called the "police cartel" in the media, the part where the charges against Ljubo Milović are mentioned also includes details about his "sugar business".
Milović is, among other things, accused by the indictment of hiring two people to place explosives in front of the "Štrudla" cafe, after the owners of the cafe on Bokeška Street in Podgorica rejected an offer to purchase branded sugar packages from them.
One of the owners of "Štrudla", as stated in the indictment, was in communication with Milović and his sister about this offer, and admitted that there was a little "pressure" during the communication, but that he still did not accept that the company "Diamond Pak" would package sugar for them.
The SDT alleges in the indictment that due to a negative response, an explosive device was thrown at the owners of "Štrudla" in front of the premises.
The indictment states that the bombing occurred at dawn on January 27, 2020, when the defendant Ljubo Milović made an explosive device himself, handed it over Miloš Mišurović, who hired him for the job Aleksandar Keković and a person named Mladen...
The attack caused 20.000 euros in damage to the premises...
Suspended Police Department officer Ljubo Milović has been identified as one of the key members and high-ranking members of the criminal Kavač clan.
According to data from the security services, SDT and Europol, Milović used his position within the Police Directorate for years to provide logistical support to the clan, reveal official secrets and organize international drug trafficking.
At the end of July 2026, the Higher Court in Podgorica sentenced Ljubo Milović to 19 years in prison in a major trial against the leaders and associates of the Kavač clan, and in the same trial, the leader of the Kavač clan Radoje Zvicer and an operative Petar Lazovic They also received high prison sentences of 40 and 20 years respectively.
A month earlier, in June 2026, Milović was sentenced to four years in prison for leaking official information to the clan and participating in the preparations for the murder of the now deceased Jovica Vukotić.
Europol stated in the documents that he had as much as 48 million euros acquired through drug smuggling in an unknown account (it is also suspected that he was on a crypto platform like Binance).
Ljubo Milović has been on the run for years and is unavailable to the authorities, and in August 2026, the Ministry of Internal Affairs announced a reward of half a million euros for information leading to his arrest.
Let's not wash Paja...
In the correspondence between Radoje Zvicer and Ljubo Milović, the leader of the Kavač clan reveals that he too has a way of introducing dirty money into legal channels.
"I have a strong man to build, but it's better what you have, so that at least you can launder the money, so that we don't launder Paja," Zvicer writes.
In the correspondence, the leader of the Kavčani gang is referring to Vladislav Paja Jabučanin, who was remanded in custody yesterday by the Higher Court in Podgorica on suspicion that he and Davor Perović built and hid real estate in Tivat and Kotor, which Zvicer financed with money from cocaine smuggling.
The SDT believes that Jabučanin, with Zvicer's money, which he acquired by selling drugs, built a commercial apartment building, fence, terrace and pier for 600.000 euros, and the defendant Perović built a family apartment building and fence for 300.000 euros.
"The property was registered as their property in order to conceal ownership, even though its real owner is the fugitive Radoje Zvicer," the SDT states.
During a marathon search, the SPO temporarily seized 34 paintings by famous artists, 14 valuable passenger vehicles, including several vintage cars, a Rolex wristwatch, and other valuable items from Jabučanin...
"Several properties of the defendant in Cetinje, Budva and Tivat have also been temporarily blocked, and the property will be subject to a financial investigation, with the aim of permanent seizure in the event that it is determined that it is property gained through criminal activity," the Special State Prosecutor's Office announced.
They pointed out that an order was issued to conduct an investigation against Zvicer, Jabučanin and Perović for the criminal offenses of creating a criminal organization and money laundering.
"The subject of the investigation is the activities of a criminal organization organized by the defendant RZ, whose members were the other defendants and now convicted: DK, SK, MV and IB and other unknown persons, with the aim of engaging in the unauthorized transfer of narcotics from South America to Europe and their unauthorized sale in Europe and laundering of money obtained from the sale of drugs," the SDT statement reads.
