"The Public Works Administration" says, "publishes a call for the selection of contractors for the project of building a kindergarten in Block VI in Podgorica, within the framework of the arrangement with the Development Bank of the Council of Europe".
He does not say that this is an election year. I guess that goes without saying... I will remind you, to begin with, that I have expressed my views on the future kindergarten in Block VI - that is, more precisely, on the Competition for the conceptual urban-architectural solution of the kindergarten and crèche in Block VI, the capital city of Podgorica ( GGP) - announced by the Ministry of Sustainable Development and Tourism (MORiT) on July 12, 2016 - presented in the text titled "Kurstery Contest in Block VI: Don't Satisfy the Jaws of Nonsense", which was published in this same place on December 10, the same year in 2016.
And happy 2016 was an election year - speaking of that... "Don't ask me, please", I wrote in that text, "whether the Subject of the competition is the same as the Subject of the project assignment - and whether the Subject of the project task, in essence, the same as the theme of the Competition - because that, I'm afraid, would take us too far - it would lead us straight into the insatiable jaws of nonsense".
I wanted to say, then, at the end of that year 2016, that after the election (and the coup attempt), I still had a faint hope that miracles were possible - and that, in the end, reason would still win - provided that let's try, all of us, together, in unison, to point out to the responsible persons certain, minor deficiencies in the functioning of the system of state administration and local self-governments - which, unfortunately, did not happen - reason did not win - reason is, at this moment, far from winning - further than ever - so you can understand what follows as a continuation of the story about the insatiable jaws of nonsense - these are, therefore: The insatiable jaws of nonsense 2.
In addition to the aforementioned announcement, which appeared on the website of the Public Works Administration (djr.gov.me) on December 30, 2019, a public invitation was also posted (for the submission of bids in the national open procedure for the selection of contractors for the construction of a kindergarten in Block VI in Podgorica).
I tried, in that name, to dig up something on that topic on the so-called Public procurement portal (portal.ujn.gov.me) - but I didn't dig anything. I didn't even dig up the Tender documentation for the development of the Main Project of the Kindergarten in Block VI...
Be that as it may, the aforementioned Public Invitation states, among other things, the following:
"Interested persons can obtain the tender file at the following address: Public Works Administration, Arsenija Boljevića Street 2a, City Mall /III floor, 81000 Podgorica, Montenegro, every working day from the day of publication of the public call from 12:15 PM to 100,00:XNUMX PM with submission of authorization for downloading the tender file and proof of payment XNUMX euros on the day of payment, non-refundable."

I like this. Those from the UJR want to say that from now on, no one will work there - neither a rabbit, nor a goat, nor a goat, nor a cow - and especially not some part-time associate of one of the CG printed newspapers - and at the same time a self-proclaimed architectural critic - but the first authorization of insight, please, and then proof of payment, please.
And he also says, look here now:
"An interested person (this applies to both natural and legal persons, I assume - note) who purchased the tender file is required to visit the location of the kindergarten in Block VI in Podgorica (January 16, 2020) . A visit to the location of the works is mandatory, of which the client will issue appropriate proof to the interested parties. The offer of the bidder who did not visit the site will be rejected."
I have the opportunity, due to the circumstances, to (relatively) often pass by the future "location of works" of the future (God willing) "kindergarten" - and I am very inclined to notice that there is God knows what to see there - as evidenced by and these couple of photos that I attached to the text - but I am inclined to welcome this condition from the Public Call. And I would also suggest, in that name, that the same condition is applied when announcing architectural and urban planning competitions - because, as we have witnessed, it very often happens that works appear in competitions that have nothing to do with the location - which (may) indicate to the conclusion that many of the authors of the competition papers do not feel the obligation to visit the site. If you have browsed through the works submitted to the Competition for the conceptual urban-architectural solution of the kindergarten and crèche in the Blok VI neighborhood - at the time when it was possible (it is no longer) - then you understand what I am talking about. A huge percentage of the proposed solutions - some 90 percent - including the winning solution - do not respect the context - to the extent that, in my extremely humble opinion, it would be desirable - however vague that context may be.
I would like to remind you that in the Program Task of the mentioned competition, under point 2:
"The tender works are expected to, by evaluating and affirming the found urban values of narrower and wider locations, i.e. spatial-urban and architectural-construction characteristics, achieve a harmonious fit of the building into the existing urban structure and offer an optimal functional solution of the planned program content." It is clear to me, therefore, that the authors of the competition works (and not the competition works) are expected to take the above into account - but it is not clear to me why an interested person - a potential contractor for the future kindergarten in Block VI in Podgorica - would have to tour the site? I'm not saying that he shouldn't visit the site - he should, of course - he must! - but I'm interested in what the specific reason is. I will have to ask a few questions to those from UJR...
And one more moment:
"Interested persons who submit a request for delivery of the tender file via e-mail will be delivered after receipt of proof of payment of the costs of the tender file, without assuming responsibility for loss or delay." That's what I'm saying - it's best to go directly to the address of Arsenija Boljevića 2a, City Mall /III floor - and (personally) download the tender file (don't forget the authorization to download the tender file and proof of payment of EUR 100,00 on the day of payment, non-refundable - and bring appropriate proof of a visit to the location of the works - just in case).
Now excuse me, I have to write to those from the Public Works Administration - to ask them to send me (via e-mail), in addition to the answer to that question, a conceptual solution - not necessarily the main project - of the future kindergarten and crèche in Block VI.
I guess I have the right - as an architect, a Montenegrin, a citizen of Montenegro and a citizen of PG - with a permanent residence address in Block V - to have an insight, so to speak, into the mentioned technical document. Or is it better to shoot directly at the address of Arsenija Boljevića 2a, City Mall /III floor?
