It has been brought to my attention - from several sides and on several occasions - that it is not nice that Dr. Ivan Vuković, the mayor of Podgorica - I'm calling Ikara. In the latter, it will be a little more than four years, Mr. Vuković killed himself to turn the dilapidated, ugly and sad Podgorica into a young, cheerful and modern one. I'm going - and I am obliged, as a citizen of the Capital City, to respect the honorable efforts of Mr. Vuković (however random and trivial his efforts seem to me).
After all, the DPS List won the last PG elections (in May 2016) - that is an indisputable fact - and now we are all obliged - both those of us who are and those of us who have not joined the DPS - to respect that victory, that is, Mr. Vuković. In that name - no more Icarus and Fikare. Long live Mr. Vuković! Long live the gentleman Aleksic!

I thought that for this Saturday I would strike a parallel between Vuković Come on and the city of Cambridge (Cambridge, UK) - with an accent on the so-called central contents, i.e. on the planning of central contents - but in the meantime it has been brought to my attention that a thorough reconstruction and superstructure of that cubic old-town beauty in Petra Prlje is being prepared - the last house (ruins) in the row, when you turn right from Petra Prlje - in the western branch of Ljubovićka street, in the southeast direction.
I was not able to at the address podgorica.me I am locating the Decision on the consent of the chief city architect - Mr. Aleksić - to the Conceptual Solution of that intervention - but that's why I managed to locate the Conceptual Solution - and just as I was about to form a position - the realization hit me that I am not in a position to say anything about that Conceptual Solution coherently - without anyone being offended.
Everything points to a sad failure - both at the level of the concept and in every detail - but I can't help but wonder at this moment: does it make sense to be appalled, after all, over certain, extremely incoherent moves by our city planners, wholeheartedly supported by the Administration of the capital city - from Messrs. Vuković, Aleksić and others - when it is obvious - and more than obvious - that things have definitely gone in the wrong direction - and that there is no point in mourning over another missed opportunity to say something smart and beautiful about our architectural heritage of the city - about the soul of our Podgorica.

What occupies me in this unique historical moment - is the constant pressure I suffer from some (relatively young) female architects - that, as someone who has been following events on the architectural and urban planning scene for many years and who is excellently informed - to decide on the issue decisions of the mandate holder Abazović to entrust the department of ecology, planning and related urbanism (the architect aside, for now) to (resident) Mrs. Novaković Đurović - to the recent political director of GP URA.
Again, how can I decide on this fundamentally important question in the context of the activities of the local planning-urban-architecture profession in the coming period - without first looking back, at least briefly, at the fact that on April 28 in Cetinje - the equal and no less glorious - voted 43rd Government of Montenegro, our mother - glory and mercy to her!
Dritan's minority government, as we call it, rests on the indisputable fact that there is a parliamentary majority, of various provenances and profiles, which is bound by a wholehearted persistence in the conviction that elections at this moment - whether at the state or local levels - would not bring anyone anything good. least of all to us, the citizens of Montenegro - and most of all to DPS, "the single strongest party in Montenegro".
Another important fact is that the 43rd Government does not have the political legitimacy, nor the capacity, for that matter, to embark on comprehensive, radical reforms - which are necessary if we really want to get out of this living mire in which we are drowning. knows since when. And just because of all that - and a few more, of course - Milo Djukanovic, our president, decided to support the brilliant idea of Mr. Abazović about the so-called minority government - but, as far as I can see, not to officially congratulate Mr. Abazović.
Mr. Abazović's party kitchen has demonstrated enviable political ingenuity and ingenuity in the last few months - and it has succeeded, for the most part, in controlling the so-called political passions - primarily in their own ranks. Aside from the fact that she produced some surprisingly delicious and fat moves - and no doubt she will continue in the same rhythm - but the pace will be noticeably faster. Accordingly, we are witnessing that the level of activity of high-ranking personnel who appear in front of GP URA is increasing day by day - which is understandable, of course.
As for the decision of the Abazović mandate to reassign Mrs. Novaković Đurović from the position of political director of GP URA to the position of minister of ecology, spatial planning and urbanism - I would interpret that decision in the context of the fact that the minister, first of all, will not have room for more serious maneuvers - but he will be in a position to make decisions under all kinds of pressures and with far-reaching consequences - decisions that will never be to the liking of all interested parties, with an implied, high degree of controversy. Therefore, it is understandable that the Prime Minister wanted a close, reliable person in that position. Aside from the question of what degree of famous independence in decision-making our lady minister will be able to achieve - and whether she will at all stand for her own independence in making the most sensitive and far-reaching decisions.

And it started happily. As part of the first joint public performance, the tandem Abazović, Prime Minister & Novaković Đurović, Minister of Ecology, Spatial Planning and Urbanism - visited the camp of the honorable team performing under the slogan "Save Komarnica".
Far from the fact that Mr. Abazović dispelled the black clouds that hung over the Komarnica canyon - namely, the construction of a hydropower plant on that river, which is dear to all of us, is planned - but that's why he still expressed firm assurances that his government "cannot undertake activities until an environmental protection report is made".
At that moment, our lady minister's eyes lit up, so she jumped up on the table and asked for the microphone - and then, with a clear look and a raised forehead, she shouted at the top of her voice (even she managed to sway Komarnica) - that the consolidation of the planning system and the corresponding system of control of activities carried out at all levels and sub-levels of the planning system - one of the priorities of the ministry he heads - and that the decision on the fate of Komarnica, after the comprehensive consolidation of the planning system - and strictly in accordance with the standards valid in organized societies of the EU - propose ladies and gentlemen planners - and that on the basis of objective indicators!
Joking aside, if we know that planning, as a general category, has never flourished in these silent spaces of ours - let alone planted fruit - which especially refers to the so-called spatial planning - be sure that the decision on the fate of Komarnica will be a political decision - and one hundred percent!
Everything else is demagoguery - or loosely translated: hollow political talk.
