Survey of state documents available at gov.me - is one of my favorite socially useful activities, aimed mainly at achieving (approximate) insights into the degree of functionality of the system - that is, direct insights into that sad and debilitating soul of our state organism - which is hardly possible in this moment can exercise power in a way that would yield any real benefits of a general nature.
And since I haven't conducted a survey in a long time - and I know for a fact that my reports on surveys are favorite reading for many people - I don't see any real reason not to take you - all together - on another adventure of this kind.

So, I was cut like a sword by the news that the Council for the revision of planning documents gave a negative opinion on the concept of the Spatial Plan of Montenegro - our mother, eternal glory and grace to her - which, he says, will affect the further dynamics of the development of that strategic document.
And how will it not affect my friend...
And I ran to gov.me - when there: no mention of what, I guess, if we really insist on transparency, should be there and titled "Report on revision of the PPCG concept" - with the condition that the report exists , of course - because no one, to be honest, would be overly shaken even if it turned out that the report didn't exist after all. It is a completely different question, please, whether the current Law - our so-called the umbrella document - envisages a review of the PPCG at the concept stage - but trying to answer that question would, I'm afraid, take us too far.
Fortunately, I remembered that someone told me, in passing, that the Government of Montenegro at its 16th session, held on September 6 of the current year, passed, among other things, and - fanfare please - the Decision on the appointment of the Council for the revision of planning documents.
And how did that Decision become (i) official by publication in the Official Gazette of Montenegro, no. 22/112, from October 10 - yes, yes, from October 10, it's not a mistake - with the remark that the SLCG website (Thursday, October 20, 14:36) is out of order, which greatly complicates the survey - it's the turn of the wave , I said, to at least mention that he is the first on the list of appointed members of the Council - you guessed it: the ubiquitous Saint Gavrov - prof. Dr. Svetislav Gavrilov Popović, B.Sc. Eng. arch - a supreme natural emanation of pure spiritual light - who throughout his working life did everything in his power to find us (as a collective) right here where we are now.
"Knowledge that ends with words will die as fast as it came into the world," says Comrade Sveto, a great erudite and an even greater humanist. "An exception is written words and completed works. And when those works are overshadowed by the charm of fine arts, which includes architecture, then the satisfaction is special, because these knowledges remain for a long time, to the satisfaction of all of us who enjoy that beauty".
How much beauty Sveto has produced in space, and beyond - let that go to his soul - about pleasure, pleasure and beauty - about those lofty concepts that, truth be told, we don't often encounter in this little space of ours, dear to all of us - nevertheless in one of the following issues.
So, under number 2 on the list, right below Sveta, we have Mrs prof. Dr. Svetlana Perović, B.Sc. Eng. arch, the current dean of AF UCG - and the first adjutant of former dean Popović (Sveta) - and Mr. B.Sc. is not far behind. Eng. arch, prof. Dr. Veliša Radulović (and not Radunović - I apologize to fellow Radunović for the mistake in one of the previous numbers), who currently holds the position of the first aide to Mrs. Perović and who, in that name, found himself under serial number 3. And so on, in order, until serial number number 48.
If you are interested, when was the last time the Council acted with all available weapons and tools according to one of the planning documents and made a Report on Actions - a report that is available on gov.me - I verified on the spot that there have been no new moments since June of the month - or, in other words, on the list of reports for the year 2022 behind which the aforementioned Council stands, there are, believe it or not, only two reports - the first is the "Report on the revision of the corrected Draft IID Spatial-Urban Plan of the Capital City of Podgorica", and the second is the "Report on the revision of the Draft IID Detailed Urban Plan "Kruševac Memorial Park - Zones A and E" in the Capital City of Podgorica".
Don't be alarmed by this "IID" - it's an acronym for "amendments and amendments".
And as for the "Draft of the IID Spatial-Urban Plan of the Capital City of Podgorica", the Council stated the following in its "Opinion" on June 20 of the current year - after inspecting the aforementioned Draft: "Amendments to the PUP of Podgorica should be reduced to the planning of only those interventions whose implementation does not suffer delay, and for the reasons stated in the earlier positions on this planning document" - which means that there is a history of the Opinions that the Council gave regarding the IID PUP GGPG - which, I'd bet, extremely interesting reading - but, given that the SLCG website is down, as I said, and that the gov.me website hasn't seemed like a completely reliable source of information for a long time - you'll still be deprived of more detailed insights. into the problem.
And he also says, in the aforementioned Opinion of June 20, that the Public Debate on the Draft could "serve to explain the need for 'urgency', which would be evaluated by the competent authorities (Ministry and PG Secretariat), and the review commission could have an advisory role in that procedure" - or in translation: "you go, and we will follow you slowly.
Now, first of all, my powers do not reach as far as it would be enough to convince you that the "Report on the revision of the revised Draft IID Spatial-Urban Plan of the Capital City of Podgorica" dated June 20 of the current year - behind which the Council for the RPD stands - is one , in essence, a hilarious read - and, secondly, if we know that the Report was authenticated by none other than the aforementioned, fanfare please: Svetislav Gavrilov - who always tried to make things happen, in order to nip in the bud the possibility that those the same things happen to him - then very, very, very mystical moods and states are guaranteed.
And then, as expected, at the 22nd session of the Government of Montenegro, held on October 6, there followed - a coup de grâce: Decision, he says, on the amendments to the Decision on the development of the Spatial-Urban Plan of the Capital City of Podgorica and the Decision on the amendment of the Decision on Designating the Manager of the Development of the Amendments to the Spatial-Urban Plan of the Capital City of Podgorica and the amount of compensation for the manager and the expert team for the development of the changes and addition to the Spatial-Urban Plan...
I will remind you, in the end, that (it seems to me) in this same place, ten years ago, if not more, I stated that Mr. Djukanovic - per se - is not so much a problem, as much as a problem in our decades-long, very thorough dismantling of all our systems in a row - systems which, truth be told, have never functioned exactly as they should in our bright and bloody millennial history - which means that we simply do not have the experience of living in a functional system - and we don't have, what's worse, even a vision of a functional system - we even refuse the woman/man, and that very decisively, to at least try to imagine, at least for a moment, what life would look like in the conditions that provided a functional system, tailored exactly to our measurements...
So say vote!
