I still haven't called myself after the incredible answers given by the Minister of Ecology, Sustainable Development, Tourism, Spatial Planning, Urban Planning, Construction of Buildings, Legalization of Illegally Built Buildings, Chamber of Engineers, European Affairs, Euro-Atlantic Integrations and who knows what else - Mrs. Kuma, the first Dritanova adjutant - answered the equally unbelievable questions of the members of the Committee for Tourism, Agriculture, Ecology and Spatial Planning of the Parliament of Montenegro, 27th convocation - and on the topic: "Situation in the field of spatial planning - preparation of the law on spatial planning and construction of buildings" - when those who strictly take care to ensure that everything that needs to be reported is reported to whom it needs to be reported to us - that, in the meantime, the same Committee was interrogating Mrs. Kuma, the famous Saint Gavrovo - the president of the Council for the revision of planning documents, and at the same time the president of the Council for the revision of the Spatial Plan of Montenegro - our mother, eternal glory and thanks to her - and Mrs. Svetlana Jovanović - to the head of the preparation of the Spatial Plan of Montenegro - and some more famous and less famous guests and invitees - on the topic, fanfare please: "The situation in the field of spatial planning - preparation of the Spatial Plan of Montenegro".
I can't help but notice, before I get to the point, that the Minutes from the 26th session of the Committee for Tourism, Agriculture, Ecology and Spatial Planning, held on December 16 last year, appeared on the website skupšupina.me - when the minister gave incredible answers to incredible questions that concerned spatial planning and a set of new, God willing, laws - and in that record it is beautifully written, I will quote: "Minister of Ecology, Spatial Planning and Urbanism Ana Novaković Đurović clarified that four legal solutions (Law on Spatial Planning, Law on Construction of Buildings, Law on Legalization and Law on the Chamber of Engineers) are in the final phase (! - op.a.) and that by the end of the year (means until December 31, 2022! - op.a.) be completed in the form of a Draft Law, after which it will be submitted to this Committee" - which, as far as I am informed, has not (yet) happened - and I do not know when it will happen.
This means that I was not dreaming - Mrs. Kuma really said on December 16 that the said drafts will be ready by the New Year - which means that at this moment it is 40 and a half days late.
Aside from the fact that, these days, there are whispers in the dark architectural-urban-planning corridors that the team working on the set of laws has definitely broken up - and that there is little chance that the drafts will appear before May of the current year - which means only in the middle of the second quarter. Be that as it may, it is always better not to hurry - it is better never to pack laws, than to pack them just to be packed.
And she also says that the minister agreed with "the position of deputy Đurović that the problems in the application of the existing law are of an objective nature" - whatever that means - and she did not forget to point out "that in the drafting of the announced legal solution, the move is towards decentralization and the return of competence to local self-governments , and the planning documents will be divided into national and local, where the national will be the Spatial Plan of Montenegro, the Special Purpose Spatial Plan and the State Planning Document, while the local planning documents will be divided into the Spatial - Urban Plan, Detailed Local Plan and Urban Plans ".
No, no, I definitely wasn't dreaming...
Some among the most prominent Montenegrin planners and urban planners tear their hair out at the very mention of the division of planning documents into "state and local" - the rest I'd better not mention - but I'm surprised, speaking of that, that no one among the most prominent Montenegrin planners and urban planners felt a strong urge to take the minister by the hand and gently introduce her to the basics of planning and urbanism (defunct). I was hoping that one of you more experienced people would do at least that much for the general interest - it's not nice, you'll agree, that our Godmother is spilling so much.

And as for the situation in the field of spatial planning - that is, the preparation of the Spatial Plan of Montenegro - we all know where we are, without fail - there are no illusions - and we also know that at the 33rd session of the Committee for Tourism, Agriculture, Ecology and Spatial planning - which took place on February 3, the Friday before last - did not say anything worth mentioning.
I only listened to about half an hour of that tragicomedy - three hours and a half - while I was scrubbing the bathtub in the bathroom - and just at the moment when Godmother felt the need to explain to us that PPCG is not in the draft stage, as some (wrongly) think, but in concept phase - oh yes! concept! - my left eye began to dance - and things definitely broke loose when Godmother decided to "respect" everything that needed to be "respected" - and to step into the very "essence".
"What we need a concept somewhere to instruct us", says Kuma, "is a spatial development scenario (that Kumo, master! - op.a.). And as in any document of a similar nature (! - op.a.), you offer development scenarios in the concept. In the draft, it is already certain, we will have to opt for a certain scenario, which we will then implement (! - op.a.) in the final version of PP. For this reason, these three offered scenarios are in the concept - with, I think, quite detailed arguments for and against each of the offered scenarios".
I would like to note, if you allow me, that it would not be appropriate to have only one scenario in the concept - because then, in the draft phase, we would not be in a position to choose one of the three scenarios - we would only have that one scenario - and Mishko is driving !
