Let's start with the website of the Ministry of Ecology, Spatial Planning and Urbanism - and the document titled "June 14.06.2022, XNUMX." - Solution - CK GROUP INVESTMENT DOO Podgorica - The capital Podgorica" - which we reached thanks to the information from the text Damire Kalac, entitled "Construction of a residential building at Beogradska 51: Chamber once again negative about the opinion of the state architect" and published on March 16 of this year on the "Vijesti" portal.
It is, of course, about the "Solution" which Mirko Žižić, the chief state architect at that time, in front of MEPPiU and the GDA Directorate - on June 14 of last year, he gave his consent to the "conceptual solution of the architectural project" behind which the aforementioned Society stands - after he had performed "a check in terms of architectural design and materialization of buildings and basic urban planning parameters" - or, in the translation, he blindly comforts the despair of the people who live in Beogradska Street in Podgorica - the northern side, the eastern side - by allowing the construction of a larger building - two underground floors, ground floor, three floors and an obligatory attic (2 Floor + Floor + 3 +Pk) - total BRGP 6.367 m2 - in the above-ground part BRGP 4.307 m2 - on an urban plot of 1.500 m2, approximately, with the fact that the building occupies slightly more than half of the UP.
It would be nice if we were able to browse through that "conceptual solution of the architectural project" - but the fact is that the conceptual solutions to which Žižić, former GDA, and Stevović, the current GDA, have given consent - they have not been available since August 20 last year and the so-called cyber attacks on the IT systems of the institutions of the state of Montenegro - and we do not even have planning documentation available - which means, the first variant, that the consequences of the attack have not really been repaired - completely - which is not easy to believe - or, the second variant, the cyber attack has only an excuse to deny the public information about shameful decisions on interventions in space - which is easier to believe.
The fact is, definitely, that the most basic information concerning interventions in space - planning, urbanism and construction, specifically - are either hidden behind seven veils on the website of MEPPiU and/or local self-governments - or do not exist. Let's ask ourselves why...

In the mentioned "Decision", by which Žižić gives his consent to the "conceptual solution of the architectural project" behind which stands CK GROUP INVESTMENT DOO Podgorica - and it refers to the intervention in Beogradska Street, PG - it is stated that together with the request, among other things, the Urbanistic- technical conditions number: 08-352/21-399 from 02.04.2021/XNUMX/XNUMX. year, issued by the Secretariat for Spatial Planning and Sustainable Development Capital Podgorica - so the next step is the GG PG website.
Authorities, he says, management - so let's go to SzPPiOR - the secretary says: Miljan Barovic, B.Sc. spatial planner - there is also Barović's picture, of course - so then we go below - to the UTA - and now, mother's son, dig up what interests you in Barović's barushtina. I am convinced that even Barović does not manage in Barović's barushtina.
After countless adventures, I dug up something titled "Lux Residence 399" - no full number, no date - and Bingo! - full hit: Montenegro/ Capital City Podgorica/ Secretariat for Spatial Planning and Sustainable Development/ Capital City Podgorica - do you see how Barović has decorated it beautifully - issues Urban Planning and Technical Conditions/ for the construction of buildings/ on Urban Plot 2b.19 and 2b.20/ in the scope of the DUP "Gorica C" in Podgorica - and immediately on the next page: "Planned condition:/ The purpose of the planned buildings on urban plots number 2b.19 and 2b.20 is S - housing./ In the graphic attachment "Parcelization, regulation and UTU plan" (referring to DUP "Gorica C" - op.a.) shows the number of floors of buildings" - pay attention now - "Po+P+2+PK".
So that on the next page you will come across "Construction parameters" - where it says "Su+P+3+Pk" and it also says "Construction up to the maximum parameters can be done in phases". There's never an end to miracles in Barović's marvelous baruština, I tell you...

"In the graphic section of the DUP "Gorica C", they shout from here Novica Mitrović, president of the Professional Chamber of Architects at the Chamber of Engineers of Montenegro, "as well as (in - op.a.) the graphic part of the urban planning and technical conditions issued, the maximum number of floors Po+P+2+Pk is specified for the mentioned plots" - now, what regarding the graphic part of the DUP "Gorica C" - I don't know, because to me, a mere mortal, not everything that is available to Mitrović is available - the address planidozvole.mrt.gov.me is, I repeat, out of order - and as for the graphic part of the UTU , I found where it actually says that barely legible Po+P+2+Pk.
"In the textual part of this plan and (in - op.a.) UTU, it is stated in one chapter," continues Mitrović, "that the maximum number of floors in block b is up to Su+P+3+Pk. The stated statement does not refer to the mentioned plots 2b.19 and 2b.20, but to the maximum number of floors at the level of the entire block, and to the plots for which such a number of floors has been determined in the graphic part of the plan. Due to a wrong interpretation, this provision was also used for plots 2b.19 and 2b.20, so in the conceptual solution the permitted number of floors was exceeded".
As I said, the DUP "Gorica C" is not under my control - but I would bet, for the fee from this text, on the unprecedented - that the developer of the plan, "Urbanprojekt" AD Čačak, somewhere cleverly informed that it is possible to go to Su+P +3+Pk both on UP 2b.19 and UP 2b.20 - and that Mitrović missed it. I don't think Barović, who is very prone to jokes and cunning, would allow someone to grab him by the tail so easily...
Although, characters like Barović feel so superior - they are so sure of our collective inferiority - and our individual disinterest - that it is also possible that it is his omission.

Anyway, it's all pathetic and sad. And the saddest and saddest thing is when he appears among the people who gather in Beogradska Street Srdjan Laković, the current president of the Assembly of IKCG and former president of IKCG - from April 2019 to October 2021 - and former chairman of the Board of Directors of IKCG - from April 2019 to December 2020 - who was in a position to do something - but, as it turns out, he did nothing.
"During my mandate as President of the Chamber", says Laković, "I led such a policy that insisted on dialogue and partnership orientation towards all actors involved in the Montenegrin construction sector, and which showed its full capacity in cooperation with the relevant Ministry".
