Citizens of this country - especially domestic ones - do not like to delve deeper into the events of the so-called the socio-political scene - let alone that he is willing to follow the public appearances of the brightest stars from that scene. As it will be! That is the position of the blessed majority. We are next to everything - both as a socio-political community and as individuals - and our favorite thing is to believe that everything is fine - and that everything will be fine as long as the world and the world last - because the people who lead us, our leaders, are worthy leadership positions - and they are able, obviously, to achieve the necessary minimum appearance that what is happening to us - what they are serving us - is still normal. Therefore, we are next to everything - and why should we expose ourselves to something that, in the end, we don't even understand (non comprehendo) - nor do we want to understand.
On the other hand, we have a company of secret seers - a small but select one - that God has cursed twice. The first time when he generously gave each of those individuals the power to achieve extremely objective insights into the extremely non-objective reality - into the real dimensions of the current apocalypse, specifically - and the second time when he denied the secretive individuals the power to communicate that matter with the above-mentioned - blessed team - to convey to the blessed valuable information (no lo entiendes?).
I want to say that it happens to me - from time to time - that I fail to resist the urge - and I know very well where it leads.

So, I am told by those who strictly ensure that everyone is forwarded the link that should be forwarded to them - You have to look at this! I looked too. I didn't resist.
Let's be alert, he says, ask the Government, RTCG, the presenter Duška Pejović - and sister and brother of every honest Montenegrin man and every honest Montenegrin woman - is an honored guest Ana Novaković Đurović - the minister - and on the opposite side are some beautiful, smart and well-behaved children, who hardly have any idea what this is actually about - and the program was broadcast on October 4 of the current year.
"But before that, I wanted," says Duška, "just to touch a little on the Draft Spatial Plan and the General Regulation Plan." So, we had, I should say, a focus on that issue in the last period. You said somewhere that the amendments to the Law on Spatial Planning and Building Construction should extend that period to 84 months (Duška is referring to Article 216 of the ZoPPiIO - Deadline for adoption of the planning document - which says, paragraph 1, I quote: "The plan for the general regulation of Montenegro will be adopted within 72 months from the date of entry into force of this law - from 6 of October 2017 - op.a.) - that means somewhere until October 1 of the following year. We don't have a Parliament that could extend, that is, pass and adopt changes to that Law... What are we going to do?
"Which means", says the minister, "that the plans are valid!".
How can the plans work! Well done Madam Minister! We will not allow - if we are not already capable of planning - and we have proven in the past period that we are not - that investors run away from us - that direct foreign investments run into us - just because spatial planning and urban planning have been at their lowest levels since time immemorial. Bishop Peter I - glory and mercy to him!
It must be built! It is the imperative of all imperatives! According to new or old laws and plans - it is essentially irrelevant. I mean, it matters - but let's pretend it doesn't.
After all, if there is any problem - the minister will not hesitate, not even for a second, to request the opinion of the Constitutional Court - no less, no more - and I would add, for my part, that the move by the US would separate the minister from her regular tasks and obligations - and it would be built equally - because, I will repeat, it is not difficult for me: IT MUST BE BUILDED! We must not stop.
You know, says the minister, the Spatial Plan of Montenegro was adopted for the period until 2020. It is still valid, until a new one is adopted... (...) The spatial plan is still in force, although it was formally adopted for the period until 2020...
But was there, says Duška, a formal extension of the deadline in the Assembly?
No, no - says the minister.
What are you talking about?! - jumped Duška - Well, we have a PP that is valid without any extension of the deadline...
I made the sign of the cross at this place, I must confess to you - that I would be instantly reprimanded by one of my great ex-loves - who at that very moment happened to be in the same room in which I happened to be - that it does not apply that I crossed myself, because I didn't cross myself properly - and I invoked my inalienable right to, as an honorable Christian, exchange information with the Most High (including the Son and the Holy Spirit) without an intermediary - so then my great former love crossed herself - properly, it goes without saying, etc.
It goes without saying that the minister did not enter "for clarification" - because Let's Wake Up is a short show - it lasts only an hour - and that matter is very complex, very - but if Mrs. Duška insists, she can, no problem, also "for clarification" that step on...
So, says the minister, you are talking about the Spatial Plan - and its adoption has nothing to do with changes to the Law and the extension of the validity period of planning documents, just to clarify...
But from the Spatial Plan, Duška jumped in, but some other deadlines, some other plans depend on it? What will happen to them? How many plans is that?
No, not from the Spatial Plan, continued the minister smoothly. It depends, he says, on the Law and you probably mean the General Regulation Plan, which is...
Duška: No, I mean local plans, other plans at the state level and so on...
Minister: They relate exclusively to the extension of the validity of the planning documentation, in relation to which we have already submitted an amendment. So not on the Spatial Plan...
Duška: So the other plans have nothing to do with the Spatial Plan?
Minister: No, with the Spatial Plan of Montenegro, their validity, in this part of the timeframe you are asking me about, was related to the General Regulation Plan. We made an amendment to extend that deadline, so that there would be no legal vacuum, whether the planning documents will be valid or not, and now it is up to the Assembly to adopt that amendment...
And so on, what would Duška say. And please, don't lose sight of the fact that the minister, among other things, is proposing to the Parliament, which does not exist at the moment, to extend the deadline for passing the PGR, which will never be passed, we all know that, just to make it old and old planning documentation continued to be valid - or, in other words, to build, unhindered, as before...
And PP? Uh, don't, what the minister said, don't, please, we'd better not get into that very complex matter...

I hope you understood everything. If there is someone who has not figured something out, that someone should not hesitate to ask a question below in the comments - but strictly reasonable questions, please - and I will do my best to answer those questions for you in the next issue.
As far as I'm concerned, we've broken through, I'm afraid, another level in the inexorable ascent towards the highest and coldest peaks of the Mighty Karakorum (Montenegro - translated from Turkish).
And the fact that the so-called struka (team member from IKCG) has been sleeping like a dead man since God knows when, it's the most incredible - and at the same time the saddest and funniest.
